Operation
Wisla
(Akcja „Wisła
in Polish) is the codename of a military
operation carried out in the period from
28
April to
31
July
1947,
the objective of
which was to resettle over
140
thousand Ukrainians living on their own ethnic
lands, which after the end of World War II remained within the borders of the
Polish State, and to liquidate the Ukrainian anti-Communist underground. Pre¬
viously, from
1944
to
1946,
on the basis of an international agreement signed by
the Government of Poland and Soviet Ukraine,
482
thousand Ukrainians were
resettled from Poland to the USSR. Preparations for the operation began in Jan¬
uary
1947.
The pretext for its execution was an accidental death of Deputy Min¬
ister of Defence of Poland
Gen. Karol Swierczewski,
who was killed on March
28, 1947
in an ambush organised by an unidentified at that time armed unit in
the area of a small village
Jabłonki
(
Yablinka in Ukrainian) located in a moun¬
tainous frontier region of south-eastern Poland inhabited by Ukrainian popula¬
tion. Several hours later, the Politburo of the Central Committee of the Polish
Workers Party
(PPR)
—
an unofficial governing body in Communist Poland that
was higher in authority than the government and parliament
—
without waiting
for the results of investigation conducted by a special commission set up by the
Ministry of Public Security the task of which was to establish the perpetrators
of the assassination, made a decision in retaliation to expel all Ukrainians living
in Poland to the formerly German lands awarded to Poland after
1945.
On April
28, 1947,
exactly one month after the death of Gen. Swierczewski,
six divisions of the Polish Army surrounded Ukrainian villages. At
4:00
AM,
over
17,000
soldiers of the Polish Army that made up the Operational Group
Wisla
commanded by Brigadier Gen. Stefan
Mossor,
Deputy Chief of Gen¬
eral Staff of the Polish Army, set about on resettling the Ukrainian population.
Within three months, more than
140
thousand Ukrainians were deported from
1,244
villages. They were shipped in
442
railway transports escorted by the
military to the opposite end of Poland and settled in dispersion, so that, in ac¬
cordance with the instructions of the Ministry of Public Security, the number
of Ukrainians among the Polish population did not exceed
10%.
More than
3,800
people, including more than
800
women and children, Ukrainian Greek-
Catholic and Orthodox clergy, and intelligentsia, were incarcerated in the Polish
concentration camp in
Jaworzno,
which during the war was a subsidiary camp
of the
Konzentrationslager
Auschwitz. As a result of torture and hunger, at least
162
Ukrainians were murdered in the camp. A special military court was estab¬
lished as part of the Operational Group
Wisla
which sentenced
173
soldiers
of the Ukrainian Insurgent Army
(UPA)
to the death penalty. Some of the death
sentences were carried out the same day. Additional
314
people were sentenced
to death by military courts already after the end of Operation
Wisla. In
the
post-war history of Poland there has never been such an application of repres¬
sive measures on a similar scale and in such a short time.

After the expulsion, there was a ban order enforced against Ukrainians
which prohibited returns to their previous places of residence. Those who re¬
turned were arrested and imprisoned in the
Jaworzno
concentration camp. Un¬
der the Polish Government decree of
27
July
1949,
Ukrainians were deprived
of the right to their own land and homes from which they had been displaced
in
1947,
and which later on were handed over to Polish settlers for their owner¬
ship. Any activities of the Ukrainian Greek-Catholic Church were prohibited
(until
1956)
and the destruction of Ukrainian churches was started. In the years
1947-1989, 268
historic churches and faith buildings out of
556
in existence
were demolished, burned or dismantled, some of them dated back to the 16th
and 17th centuries.
The book contains
500
documents of the Polish Government, the Political
Bureau of the Central Committee of the Polish Workers Party
(КС
PPR),
the
General Staff of the Polish Army, the Ministry of Public Security, and the com¬
mand of the Operational Group
Wisla.
The documents reveal the behind-
the-scenes preparations, the course of events, and the consequences of Opera¬
tion
Wisla.
They are complemented by lists of towns from which Ukrainians
were deported, lists of transports with deportees, lists of persons sentenced to
death and executed by military courts, lists of people murdered in the
Jaworzno
concentration camp, organizational charts of the command of the Operational
Group
Wisla
and the command of the Ukrainian Insurgent Army, biographical
data of the commanders of the Polish Army and the
UPA,
and over
100
unique
photographs. Most of the documents were found in the archives of the Institute
of National Remembrance and in the Central Military Archives. Some of the
documents were published in
1993,
in the first edition of this book.
