Constitutional system of the
Siłesian
Region was different from the other provinces of the
Second Republic ¡u the interwar period. The body of
autonomie
system prejudged the
Legislative Seym Constitutional Act of
15
July
1920.
containing the organic statute of
Silesia. According to the act passed by the Legislative Seym during the plebiscite campaign,
the Polish Silesians guaranteed a wide range of autonomy, intended to ensure the maintenance
of local government and social gains. The most important institutions of the
Siłesian
autonomy were
:
the unicamcral parliament of Silesia as a regional legislative
body (the Act could not affect the provisions of the Constitution of the Polish state and could
not deal with issues related to foreign policy, military and customs). Treasury of Silesia and
a separate budget created according to specific rules of Silesia.
