Since the early days of its existence, economical
and political development of the modern
Serbian state was burdened with a huge
problem. Despite good geostrategic position,
emerging-Balkan state was not going out to any of
the seas which substantially diminished the advantage
of its otherwise favorable position. Territorial ex¬
pansion carried out during the
1
9th century has not
altered this fact. Conversely, they even underlined
it because after the Berlin Congress, Serbia remained
the only country without an inch of the coastline.
Taking the part of the Danube line meant some
compensation, though it was, with the immediate
presence of significantly more powerful
Habsburg
monarchy, very limited. The emergence of railroads
whose tracks, in the second half of the century
covered the whole of Europe as well as the part of
,
the Balkans, meant, or at least so it seemed, the :
possibility of at least indirect arrival to some of the";,
-harbors on the peninsula. Some decisions of the
;'

such as obligation of the connection of;
the
Ausţro-Hungarian
and Turkish railways through
the Serbian territory, «even went in favor of it.
However, because of many.disruptive factors, political, \
financial

are precisely listed in the
introduction to this-work, there has been no imple¬
mentation of any railway project, and therefore not
even to the intermediate access to the sea.

radical attempt. It was the initiative of the Serbian
Foreign Minister,
Milovan Milovanovie,
as compen¬
sation for the annexation of Bosnia and Herzegovina
in
1
908th by thji Austro-Hungarian Empire/with the
help of forces,* to obtain the entry to the corridor
wich
would bring Serbian territory directly to the
Adriatic sea. This time also, Railway track is taken*
into account, but only as a tool, not as a main goal.
The start of the war between Turkey and the
Balkan coalition, in the fall of the 1912th, and its
positive trend in the first days of the conflict, unex¬
pectedly opened a whole new opportunity. Pene¬
trating through Kosovo and Metohia, Serbian troops
found themselves at only

kilometers from the
Adriatic Sea from which they'were shared only by
rare Albanian population and·the high mountain&--
of the northern Albania.

importantltendency of Serbia was gaining an inter¬
national recognition on the occupied territories, in
which, at the London conference, had
a half-successľ
Austro-Hungarian opposition,
willing to even enter
an armed conflict, an inadequate support of Russia
and even less of the Allied forces, still were a barrier
for Serbia to reach the Adriatic sea.
From the very beginning of the penetration
and occupation of the Adriatic ports, Serbian troops
were involved in another action, the siege of
Shkodra,
wich
no way should be considered to be
their main goal. Anyway intended to be a part of
Montenegro, Shkodra was only necessary for some
future Serbian hinterland ports, and fortress whose
siege was, similar to loannina and Adrianople,
needed to be terminated as soon as possible.
Serbian engagement around Shkodra comes exactly
out of this, a number of minor and major battles
led by the Serbian troops, and finally, sending an
exspeditionary Corps. Simply said, which is especially
emphasized in the third part, the awareness prevailed
regarding the delay 0f the siege of three fortresses,
in fact the second phase of:the wati, more and
more suits Turkey, and less suits coalption where
the cracks became more evident.
To summarize, major emphasis of this work is
the ultimate najiasuccess of the war with Turkey.
Serbia, numerically as well as territorially, became a
larger BalkarTstate. -Her spacious participation on
Morava-
Vardar
transversal became more appreciable
and the railway from Skopje to
Thessaloniki
gave,
though again only indirectly, the possibility of
reaching the sea. However, an attempt of direct
exit to the Adriatic Sea, a historical sequence that is
described here, suffered a complete failure. Later
Serbian attempts to solve this problem permanently
by drowning in another, larger state formations,
have never brought anysuccess.
