IN THE PLACE OF CLOSURE
(Epilogue)
A century ago the theorist of the victory of communism
in one single place, V. I. Lenin had written a
philosophical-prophetic article on the (im)possibility of
establishing the United States of Europe. According to
Lenin, the United States of Europe either would never
be created, or, even if created, would be a reactionary
development. Leninist idea of two cultures , of two
Europe s in the second half of the last century became
an iron
curtam
that led to one of the biggest reactions of
the era. The Globe closed the day with the cold war
and started the next day with a hot war. Missile systems
covered in a double manner, Western Europe.
The world passed difficult tests after the end of the
Cold War; Europe even more. However, Lenin s
prophesy eventually failed and proved completely
wrong. The United States of Europe, not only were
created and functioning as a voluntary union of
nations and with people that apply the same ideas,

projects and laws through own liability principle but,
rather, is today one of the underlying factors of the
prohibition of reaction and regression.
The way of establishment of the Europe Union is
different from that of the United States of America.
When the U.S. announced the Declaration of
Independence, in their mainland territories were not
nations in the classic sense of the word. There were
great communities of peoples with historical identities,
but not with territories and boundaries, not with flags
and anthems, not with coins and diplomatic
representation. United States of Europe came from a
difficult past, filled with nationalisms and racisms, with
Inquisition and wars, with garbled revolutions and
peace. Within three decades in Europe two world wars
had detonated and the new order that came in their
conclusion was verified very quickly that could be
unsustainable. At least the peace of Versailles
(1918)
did not exceed two decades, and the peace of Paris
(1946)
was threatened several times, until the wisest
minds of Europe decided to work with a long-term joint
project, the conclusion of which would be Europe that
was bom today. Precisely this is why we have titled this
book Europeanism as a movement of thinking
because the union of the people of Europe did not
come from revolutions, but from the creation a political
consciousness that has in its core a dominant moral

value:
empathy, to see oneself to another, the expulsion
of hatred, overcoming the complex animosity. Above all
the people of Europe exceeded the neighbor complex,
or more precisely the antagonism with a neighbor. This
awareness, awareness of equality in contrast, made
France and Germany see Alsais-Loraine not as a cause
of conflict, but as the bridge of unity. It should be noted
that all European countries had a Alsais-Loraine of
their own: Dancing between Germany and Poland,
Transylvania between Hungary and Romania, Moldova
between Romania and Ukraine,
Vojvodina
between
Serbia and Hungary, Kosovo between Serbia and
Albania, Cyprus between Greece and Turkey.
But how did this magic happen, Europe, the continent
where all political and diplomatic clashes in the world
took shape, from being the source of wars involving all
humanity, it turned out to be the continent of peace
and brotherhood, becoming dreams of many people
and nations, including those located outside
geographically and politically?
There was a difficult road no doubt, but wisely built. It
began with several economic treaties, followed by
common political and moral safeguard projects such as
Helsinki Charter
(1975)
and Charter of Paris for a
New Europe to go ahead with genuine treaties of
political character as the one of The Maastricht and
Lisbon, which ultimately configured the political Europe

of today, as the Romantics Enlighteners had dreamed
of, as bold thinkers had visualized. Europe was not
created by imposing predetermined political order to its
members, but by giving them the opportunity to
propose and discuss the best solutions. Europe dropped
decisions and preferred recommendations; gave up the
notion of majority and preferred unanimity; gave up the
imposing and conditioning and chose the convergence.
Finally, today s Europe is a product of some
unimaginable historical offerings in a different era:
borders and customs, national currencies their symbols
were sacrificed; armies, commands and passports were
sacrificed. In the end, the independence, in the classical
sense of the word, was sacrificed. Today, more and more,
it is not discussed of independence (independency), but
for interdependence (interdependency).
In external appearance, European Union is reminiscent
of the great empires: multinational just like them;
multilingual, multi-religions, multi-alphabets;
simultaneously multicolored and similar. But this
similarity is only formal, because in the United Europe
there are no hierarchy of peoples and nations, there are
no first and secondary nations or people. All are equal;
all are citizens of the community. This change is
essential to historical and ideological empires, including
the former Soviet Union. Despite the way of creation,
which is different from that of the USA, European

Union,
like the free world , provides the nations with
freedom of development towards political union. The
willingness of political union is verified not once but
several times, applying the most qualitative forms of
direct democracy, as the referendum.
Decades ago, when in European chancellery was
spoken about ECU-in (eky), the future currency of
Europe, many thought that this was simply an invention
of statisticians; others felt that this was a hypothetical
solution. But came the year
2000
and Europe was
woken to its Eurocurrency, which is already the
condition of its existence and progress. There is no
currency in history that is affirmed as fast as the euro.
Today the skeptics even make ironically, by writing
about the Euro, neuron or new-euro: Well, currency,
transitory nervousness of the final years, up to the idea
of a new Euro, with a different regime. These skeptics
forget that economic crises were inherent part of the
world historic development and Europe has passed
even more difficult crisis, as U.S.A. passed the Great
Depression of
1929
and dollar crisis of the
1970s.
Creation of today s Europe came with great intellectual,
economic, political, diplomatic cost, and to strengthen
it s worth it to sacrifice even more. But one thing is not
sacrificed in the New Europe, the most genuine
federation in the world history; identity. The power new
Europe lies precisely in harmony created between

in one hand and national
identities and ethnocentrism on the other. Europeanism
and ethnocentrism are not seen as a contradiction
phenomenon between them. While a new European
identity is being created, based on historical and human
values that derive from the glory of humanity in the late
Middle Ages, national identities are privilege of the
community. Furthermore not only national identities but
also the identities of ethnic and cultural minorities,
identities of social groups; because the difference in the
concept of today s Europe is rich and this wealth should
be protected and developed.
In Albania there are no groups of anti-Europeanism,
however occasionally the actions of one or another
political factor can delay the process towards Europe.
Even when such a thing has happened, it had no
explanation of anti-European attitude, but for beneficial
purposes in the process of rapprochement with it. This
fact makes the European future of Albanians, that future
for which in
1990
students expressed by calling We
want Albania like the rest of Europe , more secure.
