Before the "Conflagration"
Documents and materials on the political and social activity of Poles in
Podole
between
1905
and
1910.
The political events in Russia between
1904
and
1905
brought a principal
change in the position of Poles living in the Taken Lands, and more specifically
in nine western provinces of Russia. The declaration of the Manifesto on the
Establishment of the National Duma on
6 (19)
August,
1905,
and the principles
of the election statute to it, allowed Poles to take legal action to organise partici¬
pation in the elections. The extension of the election rights and new competences
of the Duma resulting from the Manifesto dated
17(30)
October,
1905,
as well as
the amended statute dated
11(24)
December,
1905,
became a direct inspiration
for the creation of Polish election organisations in districts and provinces. At the
end of
1905
and in the early
1906
they would be formed in nearly every district
and provincial city of the so-called western country.
The documents and materials gathered in this volume originate from the ar¬
chival heritage of the
Podole
Election Committee and were gathered by Kalikst
Dunin-Borkowski, the Committee's secretary. It is the only complete, extensive
documentation of one of nine Polish provincial election committees in the Taken
Lands preserved to this day. It has only survived to this day because while copy¬
ing all handwritten materials, reports, documents and letters, its secretary made
copies for his own archive, which ultimately went to the Jagiellonian Library. The
two sets that remain there in the Department of Manuscripts, and in the form of
microfilm, were barely known to historians. Allowing access to them for a wider
circle of researchers is the crucial purpose of this publication. Another, no less
important, role is the scholarly obligation to analyse the role of Polish landowners
in
Podole
in pre-revolutionary Russia. By showing the scale of its activity and
the various forms, so evident in the present volume, we receive a precious set of
documents of only a single, but very important aspect, of the Polish presence in
the Taken Lands in the first decade of the 20th century.

The present collection, containing a definite majority of materials from both
archival sets left by Kalikst Dunin-Borkowski

nine chapters of the book. These relate predominantly to issues con¬
nected with elections to subsequent National Dumas. There are discussions on
the organisation and strategy for each upcoming election, alliances with Russians
and analyses of the causes of election failures. A large share is comprised of docu¬
ments with projects of forming one Polish election organisation; there are numer¬
ous opinions, memorials, comments and letters from landowners on the crucial
political and economic problems of the Russian state and the Province of
Podole,
testifying to the deep concern about, and affection to, the homeland.

At the very end of the book (chapter IX) there are documents
that do not directly relate to
Podole.
Some of them were mentioned, for instance,
in reports from meetings of district committees and the provincial committee and
are thus connected with the issues in
Podole.
Others were found worth publishing
for their importance and unique character.
The diversity of the materials gathered was the decisive factor in using the
chronological and problematic order of the collection. Chapters One, Two and
Three have a „double" chronological order, i.e., chronology governs both the or-

der
of the three chapters and the internal order of the documents featured in them.
The few exceptions in the order relate to rare cases in which documents refer to
one another. Chapters Two and Three are the most extensive in the entire book,
as the months of elections to the second and then the third Duma were periods of
the greatest Political activity of Polish landowners from
Podole.
Chapters Five
and Six also follow the chronological order, predominantly for two reasons:

Elections to the State Council according to the statute were supposed to be held
every three years, and only exceptionally for one year (in
1909); 2.
The official
listings of landowners with passive and active voting rights (presented against
one another in those chapters) make it possible to compare the changes in the
material status, education levels, ages and numbers of Polish and Russian land¬
owners. Chapters Four, Seven, Eight and Nine, complementary to the remaining
chapters are presented in the order of problems, with the internal chronology of
the documents featured.
Unquestionably, the most valuable part of the book is formed by

from meetings of the
Podole
Election Committee between
1905
and
1908 -
from
that period only one report was missing, dated
15 (28)
April
1907.
To this num¬
ber, one should add four reports of pre-election meetings of Polish electors from
the period of elections to the second National Duma, one report from a post¬
election meeting (also after the election to the second Duma), three reports from
such meetings before elections to the third Duma and one from a general meeting
of landowners, in which
Wacław Jełowicki, Podole

and
Wincenty Lisowski, Podole
member of the second National Duma

submit¬
ted their reports. The reports not only show the activity of the Polish provincial
committees, but also many other aspects of political life among Polish landown¬
ers in the
Podole
province a few years before the outbreak of World War I and
the later events that led to the annihilation of the world of Polish landowners in
Podole.
