Conclusion
Considering numerous organizational changes that during the entire 19th century
accompanied formation and development of armed forces in Serbia, changes from
the beginning of the eighties seem to be the most comprehensive. Introduction of
regular military service obligation must have represented the core of those chan¬
ges, although the technical advancement of army could not been disregarded.
Along with these significant, as well as many others, changes attention was now
turned to the issue of new model of officer's attire, which resolving represented
the first step to the formation of one institution
-
Officers Cooperative
Until the beginning of the period in which we start our elaborate, acquisition
of uniforms for the members of officer's corps (about
800
persons) of Principality,
i.e. Kingdom of Serbia, was conducted by private persons usually abroad. This
way of acquisition not only lead to the breach of regulations and diversity, but also
to the enormous material expenses. Therefore, introduction of the new model
of uniform, (model
M
1882)
has been good opportunity for the Serbian officers'
attire to really become "uniform" by procuring single bidder, and which is more
important to lower the price. After the auction with six bidders, mostly from
abroad, company
Mor
and Spier won. By March
1888,
when the agreement was
concluded this company has made about
500
uniforms for Serbian officers corps.
Termination of agreement with
Mor
and Spier has once again lead to the
individual acquisition, but also to the first attempt of self-organization of officers'
corps for the purpose of mutual material help. Formation of this association, during
1890
suffered failure, and the main reason was voluntary membership. Such system
has caused insufficient number of members, and subsequently lack of funds.
Experiences with private bidders, unsuccessful organization of mutual mate¬
rial help, but also certain solutions of other European armies have clearly showed
the direction of long term activity. It was the formation of unified military insti¬
tution which would through organization of officers, offer them what they need;
above all, the uniform. This was the very base of Officers Cooperative which
first rulebook, was approved by military minister in May
1899.

During four decades of its existence Officers Cooperative underwent two
stages. The first of which represents the period from its establishment till the
beginning of war campaign
1912-1918.
The second stage begins with the demo¬
bilization of
1920
and lasts
tul
Yugoslavia entered the war in April
1941.
There is
interstage between these two stages, related mostly to wars. In that period Officers
Cooperative became smaller, and for the shorter period of time discontinued all
forms of its activity.
The first of elements of this institution-cooperative management system,
remained substantially the same during both stages of its existence, while its
smaller changes were mostly of quantitative nature. According to the rulebook
of
1899
this system comprised of five levels: Managing, Supervisory and Main
Board, Control assembly and required number of clerks
Managing Board was the highest executive body of the cooperative in charge
of all issues of material business. Its department also covered all issues regarding
membership, also including, in the second stage, its potential sanctioning. The
number of members of this body was

at first, than
11 (1904)
and finally
9
again
(1930),
one half of which were senior officers and other half younger officers.
The almost identical number of members; first

had Supervisory Board. Its task was control of previous body in terms of
accounts and business books, and submission of annual report as well.
Members of Managing and Supervisory Boards were in the same time mem¬
bers of Main Board, and their basic task was dual; statutory i.e. issues of rules of
proceedings and arbitrary, resolution of certain business disputes.
Control Assembly, later named Main Assembly, was actually assembly of
members, and its basic task was monitoring and control of work of all three men¬
tioned bodies. Number of members of this body was constantly changing. In the
beginning there were

of them exclusively from the Belgrade garrison, while
this number more than doubled on introduction of representative system in
units
( 1909) - 44.
This, due to the constant formation changes, too complicated
election system remained till
1921
when, according to the new rule, when one
member was delegated in garrison for every
100
members of Cooperative. In the
wake of the Second World War the old election system was reinstated i.e. once
again it was conducted by units.
The lowest level in the management system were clerks whose head was
Manager of the Officers Cooperative. Along with him the Cooperative also had
Main Accountant and the Treasurer, as well as large number of younger clerks
and staff. In the after war period since
1921
Officers Cooperative also had Secre¬
tary, as well as several special heads of department. Numerous clerks of the Coo¬
perative kept increasing so that in
1939
it counted

special clerk levels.
In the army of Kingdom of Serbia membership in the Officers Cooperative
was an obligation of all active officers and military clerks, while reserve and retired
officers could voluntarily join it as well. This principle (till
1939)
did not apply to
the army of SCS/Yugoslavia, which unlike other periods lead to the relative decre¬
ase in number of its members. So, in the moment of establishment Cooperative

could count on about
1400
active senior officers and about
300
military clerks,
and by the time of Balkan Wars this number increased to at least
2500
coope¬
rative members. In
1923
there was about
7000
cooperative members and in the
following year another thousand more. From this period, judging by the mem¬
bership fee, number of Cooperative members kept decreasing, up until the end
of thirties when slight increase was recorded.
Funds for the operation of Cooperative
vrere
collected in several ways. The
first, start-up, in the amount of
150 000
dinars (franks) were provided by state
through Belgrade Credit Bank. The Second, much smaller funds, Cooperative
acquired based on the gifts and bequests, and somewhat larger, came from sale.
However, most of the funds of the Cooperative were collected by membership
fee, prescribed based on the rank, i.e. title. Thus up to the beginning of the First
Balkan War monthly amount of membership fee for the lowest rank (Warrant
Officer) was
2,
and for the highest General rank

dinars. However, the total
amount (principal) in the beginning was not limited, and in the
1905
it amounted to
1000
dinars. Participation system remained in the
period between two world wars, although the manner of payment and the total
amount changed several times. Firstly, in
1921
the monthly amount was nomi¬
nally doubled, so it was in the range from
6
to
40
dinars. Three years later, the
system undergone change and monthly membership fee, regardless of the rank
was first limited to
50
and soon after to
100
dinars. The total amount of mem¬
bership fee has also changed. At first, it kept increasing, from
2000
in
1921
up
to
6000
in
1928,
so that, from the mid thirties it started to decrease. In
1934
the
principal was decreased to
4800,
and five years later for
500
dinars more. Based
on this Officers Cooperative within the years collected large funds. In the near war
period total amount increased from about
140
thousands in
1900
to
1.32
millions
in
1911.
The similar thing happened in the interwar period
,
when the total amo¬
unt of membership fee from
1.7
millions in
1919
increased to
20
millions in
1938.
During its entire existence, except few war years, Officers Cooperative was
in the constant process of expansion, which is indicated by material and other
indicators as well. The first is the increase of offer, through it its clients, and the
second greater diversity and broadness of business.
Increase in offer, Cooperative meant for the officers in the first place, so since
1908
it started to sell civil clothes. However, parallel, Cooperative started to offer
goods to the members of officers families, from women's to children shoes. In die
after war period this process expended even more, so already in
1919
the offer
included women's coats, dresses even underwear and stockings. During twentieth
and thirtieth Cooperative sold sawing kits, cosmetics, stroUers and textbooks, only
to move to the sale of furniture under the motto "Cooperative is equipped with
all members family members may need".
Distributive activity, of uniforms at first and later of larger assortment of pro¬
ducts, was but one of the Cooperative business. So, soon after the establishment,
as it was announced in this act, Cooperative started to grant loans to its members.
Since
1905
one could take interest freeloan in the Officers Cooperative in the

amount of

dinars, while the installment could not be less than five dinars
and the longest period of payment

months. Five years later, in
1910
by for¬
ming its new body, so called Pecuniary Department, Cooperative moved from
short term to long term crediting. Prescribed amount of credit, depending on
the rank, was between
3
and
10
thousands, and the period of payment was one to
ten years. On this occasion they introduced interest rate in the amount of seven
percent which was paid with the monthly annuities. Crediting system in
1905
and
1910
also differed in purpose. While with the first credit the main purpose
was purchase of uniform, with the second credit reasons for taking credit were
not entered in the record. Material loses caused by war destroyed Cooperative's
credit ability, so that the renewal of this from of business and very limited appe¬
ars only in April
1921.
Since then members of cooperative, in the first place for
uniform and equipment, could take credit in the amount of
1800
dinars with the
period of payment of
18
months. Such modest crediting abilities were additionally
limited to older cooperative members, i.e. ones whose total monthly contribution
exceeded amount of
1000
dinars. During the next few years
(1922-1928)
system
of this "regular" crediting kept changing, in which case not only the amount of
credit changed
(2500, 5000, 3600,4000, 6000
dinars), but periods of payment as
well
(18, 36, 20,24).
Rank and titles were also taken into consideration at times,
while at other times, crediting terms were same for all.
With the said "regular" Cooperative also granted "extraordinary" specific-
purpose credit since
1926.
The credit in the amount of
10 000
dinars was granted
with "super guaranty" in the form of a note, the time of payment was the usual

months. Along with the regular or extraordinary specific-purpose credits Coope¬
rative started to grant "real" credits i.e. in cash from the end of
1926.
Such credit
required security in the form of share in Cooperative, state securities or shares of
Privileged National Bank of
SCS.
The credit rate was
90%
for the Cooperatives
securities or
75%
for other two types. Credit was approved by Managing Board
up to the maximal amount of
30 000
dinars. Said amount turned out to be too
ambitious so the next year it was drastically decreased to the amount of only
5000
dinars. In
1931
the amount of credit was increased again but in that time
the amount was only
12 000
dinars. This credit was not popular also due to the
short periods of payment, at first only one to three months, and later
12, 18
and
even
24
months. The interest rate was also high. Till
1931
it was
10%,
while in the
following period, till World War it decreased to
8%.
Additional characteristic of
this type of crediting
,
in terms of guaranty, gave the new activity of Cooperative
-
life insurance business. Due to the commencement of this type of activity credit
security in securities also included policy with the restriction on transferability in
the favor of cooperative.
In the second stage of existence of Officers Cooperative, distributive and
credit business was accompanied by another form of activity. It was the savings
business. The official commencement of this activity was marked by the Rulebook
of
1924,
although the notification dated January
1923
already notified members
about the future collection of savings. According to this savings could not be less

than

dinars, and the interest rate it born was
6,
and not immediately after
10%.
The guarantee for the savings was the property of cooperative. The amount
of savings in the period from
1924
to
1926,
soared from almost
2
to nearly
25
million dinars, just to decrease significantly during thirties. In
1935
the deposits
■were
23,
and in
1938
only
18
million dinars. The reasons for decreased popularity
of savings were caused by many reasons one of them being constant variability of
interest. In the beginning it was
10%,
just to decrease in the period from
1927
to
1931
depending on deposit to
7%.
In
1934
the interest was only
6,
at the end of
the same year only
5.5%.
Also by Act of
1930
Cooperative decreased number of
its savings clients. Until that year savings clients could also be civilians, but after
that only members of cooperative.
Chronologically the youngest activity of Officers Cooperative was life insu¬
rance business, which commencement, in the formal sense of issuing policy,
can be liked to the beginning of
1941
i.e. the time right before the entrance of
Yugoslavia to war. However, certain preparations for this type of activity were
made somewhat earlier, during
1939,
and their direct cause was confrontation,
i.e. beginning of war in Europe. Rulebook of Officers Cooperative voted for at
the Assembly in March
1939
contemplated apart from other activities issuance
of life insurance to its members. Practical step to the realization of this task was
made in autumn of the same year when Life insurance departmentwas formed
within the Cooperative.
Considering the broader sense, Officers Cooperative engaged in the insu¬
rance business long before the stated date. Starting from October
1919
insurance
companies starting from
Šumadijuj Srbija,
Jugoslavia and others renewed or star¬
ted their activity, to which Cooperative reacted very quickly. In the Rules
oí
1923
as one of the tasks of
Cooperative agency with the local insurance companies "regarding insurance
business of all kinds" was stated. Unfortunately, this type of Cooperative activity
dissolved very quickly since insurance is not mentioned in the Rules of
1930,
and the renewal in this field, as it was mentioned, started just before the Second
World War.
Insurance activity meant for the people in uniform did not cover only the
agency or direct participation of Officers Cooperative, since some of the
rudi¬
mental
forms of this type of business were much older than itself, while their
beginnings are related to the laws and regulations of wedding of officers, made
according to the western, mostly French models. In the time of Principality of Ser¬
bia (laws of
1864
and
1872)
officer groom was obliged to apart from his regular
salary, personally or through dowry, provide additional income. According to the
law of
1872,
these funds in the form of cash, securities or income from property,
were depending of the rank, between
60
and
100
ducats. New statutory rules of
1898
and
1899
elaborated this system. Younger offices on their wedding had to
pay a deposit in the amount of
1000
to
2000
dinars, and this amount became a
base for so called "widow fund". Only two years later, in
1901
material obliga¬
tion on the occasion of marriage was significantly increased. According to this

regulation, groom in the rank of lieutenant had to have life insurance policy in
the amount of
10 000
dinars. Payer of the funds was only the female side in cash,
submitted to the Fund Management, or valid state securities. However, the most
significant innovation was that the valid means of payment also included policy
of "local insurance company". Policy was given to the military authorities on the
occasion of wedding, where it was kept in the strong-box of the military ministry,
for the next ten years. After the expiry of the said period, the policy was returned
to its beneficiary.
Regulation of wedding of the officers by military authorities in Kingdom of
SCS
/Yugoslavia, was officially conducted on two occasions. The first regulations
of
1923
was much lenient than the one of
1901
and the main favor was cancella¬
tion of all forms of deposit. However, the new law on wedding, from the end of
1934
reinstated material forms of security, in money
(80 000
i.e.
50 000),
and in
securities as well.
One of the main reasons for introduction of the new rules on wedding, star¬
ting from the one of
1901
which made insurance policy
vaud
means of guaranty,
was appearance of insurance companies. In Serbia at first those were foreign
companies, among which the first was Anker (since
1861 ),
while the local ones
joined in time.1 The first among them Belgrade Cooperative established in
1882,
was at first established as pecuniary bureau, and in
1897
it expanded its activity
to include insurance as well. Establishment
oí
Belgrade Cooperative followed the
establishment of
Srbija
(established in
1906),
and then in
1913
two more local
insurance companies were established -Sumadija and Jugoslavia.
Widow fund as the institution meant for provision of existence of officers*
spouses in the case of death of their husband was not the only form of insu¬
rance in the military profession. As early as the end of
1863
at the proposal of
military minister
Hipolit
Monden
in Serbia the law was enacted that enabled
establishment of Disability fund, and the further form of insurance designed espe¬
cially for officers was made by new Law on organization of the army enacted in
March
1864.
The first of the mentioned acts only concerned lower members of
the military hierarchy, ordinary soldiers and younger officers i.e. their material
support in the case
ofinjury
or any other disability. Funds for this purpose were
provided by soldiers themselves in the form of deduction from their salary, and
the amount depending on the rank was between
20
and
50
dinars. Fund was also
filled with additional funds from sale, performance of various activities and even
from military music.
The next stage in the insurance of soldiers was Law on support to military
disabled persons and their families enacted in summer of
1878,
and under direct
influence of the past Serbo-Turkish wars. This law more clearly determined

status of disabled persons, introduced some innovations such as establishment
of Home for Disabled for the persons without family, and which is probably the
most important, significantly updated collection of fimds. Funds for the Fund of
military disabled persons were no longer collected only based on the deductions,
sale or various services but also based on the taxation of all taxpayers in the amo¬
unt of
50
para per year. With many amendments and alterations Law on support
to military disabled persons and their families was valid from
1878
till
1914,
while
the new law enacted just before the war, were substantially the same, except in the
sense of anticipation of the previous
amenćlments
and alterations.
Funds of this fund were not always spent for specific purposes, and the most
characteristic case happened in
1898
in the time of military reform. In that time the
annual amount of the fund was almost
4
million dinars, and was simply taken and
directed for other military purposes, and this system transferred to the following
period. Due to this we have figures that lead to the conclusion that the monthly
inflow at the end of 19th century was between
200
and
300
thousands dinars.
Issue of the military disabled persons in the Kingdom of SCS/Yugoslavia
was legally regulated several times, but the firs generally applicable law on this
matter was not enacted till November
1925.
Till then depending on the territory
said law of Kingdom of Serbia was applied, or, in the western parts of the country,
Austro-Hungarian law of
1875.
Parallel with the adoption of the new law, the
new, i.e. old National disabled fund was established, as material support for its
implementation. The innovation in the collection of rands were funds received
in the name of war damages, as well as funds of State lottery
(396).
The new law
enacted four years later, in
1929
was the same as the previous except that the
due to the economic crisis the number of beneficiaries was decreased
(150
tho¬
usands). Decree of
1938
corrected this injustice, disability payments were incre¬
ased
(10-20%),
although the motive was not social justice, but fear and reaction
to the closeness of new war. Apart from that, expenses for disabled persons, two
decades after the First World War, were also reduced in natural way i.e. due to
the death of beneficiaries.
During more than four decades of its existence Officers Cooperative showed
and proved its usefulness, becoming the part of almost all parts of material life,
of officers in the beginning, and then of members of their families. Starting its
business as the distributive institution Cooperative in time constantly spread its
activity. It became credit, savings and in the end insurance institution. In the last

its qualities and its weakness, so that her work in the first stage, in the time of
Kingdom of Serbia can be evaluated as more successful than the one in the time
of Kingdom of SCS/Yugoslavia. Unstable economic circumstances in the new
state reflected on the Officers Cooperative by leaving it in constant discrepancy
between wishes and needs on one side and its real abilities on the other side. |
