The Qark (region) of Kukës comprises 2.374 km2 of hilly and mountainous terrain cut through by the river Drin, with its two main branches, Drini і Bardhë (White Drin) and Drini i Zi (Black Drin), and a number of smaller tributaries. A good part of this region falls within the Albanian Alps, but as a sizeable part of the territory is in fact located 300-600 m above sea level that by the Albanian standards might be considered of low standards. However, it is not uncommon to find populous settlements at higher altitudes and also villages at lower elevations, a fact that often depends on mountain pastures, used seasonally as an important resource. Administratively, the region comprises the three districts Has, Kukës dhe Tropojë. The primary level of local government consists of 24 communes and three urban municipalities; the small towns of Kam and Fierzë, both in Tropojë, are now part of the respective surrounding rural commune. The indication of the number of inhabitants and most important aspects regarding the population structure of each of these units, part of the local government, are based on information recorded by the census in April 2001. Overall, according to the census taken in April 2002 the population of Kukës region is 111.393, for a population density of 47 inhabitants/km2. This is quite below the national average of 107 inhabitants/km2, but is high considering the terrain and resource available. As the level of urbanisation is a mere 24.5 per cent, population is predominantly rural and the great majority of all households are engaged in agriculture as their main economic activity. This does not imply, however, that agriculture is necessaryly the main source of income or that it is sufficient to secure the livelihoods of the people in this region. At 0.75 ha of agricultural land at the disposal of the average rural household, per capita land availability is very low. As the quality of land is often of a considerable poor quality and /or difficult to work, consequently it means that not every part of it is suitable to be cultivated. In contrast with most of the parts of Albania, following the dismantling of the previous state farms and agricultural co-operatives in the early 1990s, arable land in the Kukës region was distributed according to the traditional ownership boundaries and by family. In effect, this form of restitution to former owners went againts the letter of the land privatisation law of 1991, which stipulated a distribution 218 of land to all resident households on a per capita basis. As a result, while local support for this breach of legal provisions appears to have been high, it had the effect of not being quite as inclusive as elsewhere. Unlike other parts of Albania, landlesseness therefore has been an issue, which primarily has affected those who had land submerged by the reservoirs resulting from the building of the hydro- power stations at Fierzë and, to a lesser extent, Koman further downstream. Traditionally, the maionstay of the rural economy of the region is animal husbandry and the cultivation of forage crops, as supplemented by subsistance production of grains, potatoes, fruits, vegetables and tobacco. Today, this pattern of subsistance production has again taken pride of place and quite a few of the regions farmers can be assumed to be engaged in agriculture not because this is a preferred way of life, but because other options are not available. During the socialist period, however, non-agricultural income earing opportunities were often available to rural dwellers of the region, in particular in mining and forestry. At its height, in excess of 10.000 individuals are though to have earned an income through mining alone. Today all mines have closed and the opportunities for earning a wage income are few. This should be set against the general perception that food security is today much better than during the 1980s. The majority of the inhabitants of the region can meet a good part of their subsistance needs, but for cash incomes they typically depend on other sources, social assistence and remittances prime amnong them. In fact, out migration has been a strategy often resorted to and this is readly reflected in the large loss of population of the region; the inter-censal period 1989- 2001 saw a drop of -23.75 per cent. There are some important differences across the three districts in this regard, however, as the decline in population was much higher in Tropojë (- 37.59%) than in Kukës (-19.69%) and in particuilar in Has (-10.15%). A closer examination of the age and sex structure of the population reveals that all three districts register a decline in the male populaltion - both in absolute terms and relative the number of females in the same age group - in the ages 20 to 44. This indicates that there is a sizable out-migration and that migrants are predominately male. Yet,.the low number of males per 100 females recorded in Has compared to that seen in Tropojë is indicative of the more pronounced sex bias among migrants in the former. In the age group where the bias is most pronounced, that of 30-34 years of age, there are 76 males per 100 females in Has, 86 in Kukës and 91 in Tropojë. It seems reasonable, therefore, to draw the conclusion that while in Has men are more likely to leave their families behind, out - migration from Tropojë has resulted in a, proportionally speaking, larger number of families leaving and therefore a higher level of overall population loss (O. Sjöberg, 2003). 219
