PREFACE
Uncovering and conveying
ίο
the reader the history of an important
institution such as the Albanian Police is a difficult but very passionate task.
Such a difficult operation could only be conducted by someone who has
served passionately and with total commitment in the State Police, and loves
this institution as his own household. The operation is difficult because of the
deformation of historical facts about the Police for a
50
year period by the
Albanian totalitarian regime, and it is passionate because the author lays the
first foundation stone of a research project which brings into the spotlight an
institution that has never been an object under such detailed and accurate
study and has not received the correct attention.
This book affords the author the great merit of presenting clearly,
without prejudice or partisanship as well as based on rare documents of the
archives and the press
ofthat
time, the historic circumstances under which
the Albanian State Police was born, developed, deformed or abused, when
Albania prepares to celebrate the JOO"1 anniversary of the declaration of
Independence.
The timing of this book is very important in terms of its content; it is a
delayed contribution to all those who served in the Albanian Police at a
turbulent period for our country.
The history of the Albanian Police itself is related to the historic act of
independence, because this newly established institution, from the beginning
of Albania's existence, was charged with the difficult task of preserving
unscathed the
fragi1
e
independence. The police succeeded in this task in spite
of the fact that Albania did not have authentic well-organized armed forces
even though the country had a "Ministry of War.
"
The author has carefully
evidenced that in the context of the creation of the new Albanian state the
tasks related to the defense of the country have been carried out by the
Gendarmerie, the Police and the Militia. Introducing the normative acts he
mentions that the bylaw "The Albanian Militia,
"
which shared in the
common tasks of the above mentioned structures, assigned to the Militia the
mission "to defend the country until the regular army is formed.
"

Colonel
Lushaku, with the documentation utilized, with his logical
analysis and the professional abilities which he possess, has managed to
superbly express the mission, the responsibilities and the tasks of the
Albanian Police over the years by emphasizing the fulfillment of the sacred
task in the service of the community and the guarantee of law enforcement.
In my view, as an analyst and scientific researcher, the book is a real
"treasure
"
that introduces important personalities who have led the police,
but have been deleted or unjustly mud-covered from the historic memory by
the truncated Albanian history for political reasons.
This book introduces and uncovers in explicit details the structure,
organization, duties, function, and recruiting method of the staff in the
Albanian Police in the period
1913-1945,
which was based alongside the
rigorous legal criteria even in moral values and spiritual virtues.
"The Journey of Albanian Police" is as complex a journey as the
national history. Many of the facts and steps observed in the beginnings of
the establishment of the Police institution have a surprising resemblance to
the establishment of the police force after the fall of communism in Albania.
A police force built thanL· to the foreign assistance, divided and
organized in organic departments each with their own specifics, its
deformation and abuse as an institution that persecutes patriots and the
opposition, which is misused and eliminated for political reasons
-
these are
the tragic elements analyzed in this book sincerely and objectively by a
professional of the Albanian Police.
The book of colonel
Hilë
Lushaku is a commendable attempt for the
illumination of the historiography of the path where the Albanian Police
journeyed since the initial step taken by the first Albanian democratic
government of Ismail bey Qemal, and later that of the imported prince
Wilhelm Wied,
followed by the amalgam of the multi-European rule of the
invading combatant states in World War I, then in the spiteful and tribal
seethe of the Albanian leaders and beys and the hostile political clans of the
land, culminating power of Ahmet bey
Zog,
and following with the Italian
fascist model and the German one, until the transformation into a military
structure, a component part of the Armed Forces in the beginning of the
communist regime.
In this book one also finds biographies of Police figures that were
blurred and confounded earlier on, for meaningless reasons, but already
complemented and explained by the author.
"The Journey of Albanian Police" may be considered without
ambiguity the start of a wanting work, which is based on multiple authentic

archive
and journalism sources, rendered culturally in footnotes and noted
in the rich bibliography in the end of the book.
Besides the many values the book contains mainly regarding the
history of the Albanian Police, it is also a monument which resurrects Police
personalities and authorities who gave what they had and what they could
for Albania. From this point of view the book opens the way for further
scientific research projects even on these personalities.
The author has preserved in the utilized references the authenticity of
documents, which makes his work more attractive, complete, and real.
Even the syntax and the language of the rest of the work are easily
grasped. The journalist-literature style and the documentary presentation
contribute to the added interest with which the book is read.
The presence of many photographs in the book, collected and
elaborated patiently by the author, visibly compliment the journey of the
Police with its best-known personalities making the content of this work of
study more credible, interesting and profound.
The structure of the book is simple, chronological, without special
parts or chapters nor appendices or complements. Except for this preface,
the section "Instead of an introduction
"
and the epilogue written by the
author, the rest of the work preserves the continuation of the journey of the
Police separately for each year starting with the presentation from
1912
until
1945.
The author has splendidly managed and known how to preserve
the chronology of developments in the Albanian Police, while also referring
to the other political, administrative, military and economic events in the
country. The author has given a special place to the explanations of the
meaning of the term "Police,
"
its role before
1912
and the significant
changes that followed in
1945,
thus outlining the state organization
character and the political character that influenced the Police in the
fulfillment of its mission. "The Journey of Albanian Police" grew gradually
and contains in its pillars the bricks of each event where one must make
mention of: the normative acts which resulted from continuous improvement;
the structural and hierarchical reorganizations mainly according to models
borrowed from abroad; the application of police ranks and the rigorous
implementation of legal requirements for their distribution according to
functional responsibilities; the gradual improvement of uniforms; the
improvement of economic financial treatment; the increase in the functional
and territorial range of responsibilities; the training and qualification of
staff even in the government period of Ismail Bey Qemal; the inclusion of
new services in the structure as a need for qualitative improvement of Police
responsibilities such as the detective service; the fire-fighter service; the

road traffic service; the port and border crossing service; the increase in the
investigation level; the creation of the criminology structure in Tirana
Municipality; the appointments and movements of staff according to the
whims of political groups and clans; the changes in structure due to the
influence of foreign advisers or interests of top government officials; the use
of Police services to strike political opponents or to achieve their purposes
such as surveying, persecuting or maltreating them, etc.
The author, like a fact tracer, has realistically reflected the
dependence of the Police, sometimes on the Ministry of Interior, sometimes
on the local government administration. At the same time he has presented
the reciprocal interaction of the Police and the Gendarmerie, but has also
provided facts that display the jealousy of structures and furthermore the
character of their leaders where one finds incarnated qualities of the
character of Albanian careerist chiefs, and clan leaders mingled even in
state affairs. Based on authentic documentation, the book points to the fact
that the relations of the Police leaders during the nazi-fascist invasion result
to be more harmonious with the foreigners than those among Albanians
The author's avoidance of a political analysis of the data their
ordering and presentation just as they are preserved in the archive files or
the press of the time of the events, witnesses to his benevolence to complete
this work with the good intention that history may consider the events as they
happened and the truth about the journey of Albanian Police might be made
known away from the ideological and political influences or assumptions
rumors and legends.
If you want to know how the Albanian Police functioned in the time
period
1913-1945,
what its competences were, how various structures
derived, who the main personalities and leaders were, then allow me to say
that you have the correct book, the right choice in your hands.
I want to conclude this preface with thanks and gratitude to colonel
Lushaku who trusted me to be the first to read his book at once.
The extraordinary work for this book could only be accomplished by
an extra ordinary', committed, and exemplary high officer who considers and
loves the Police institution just as his own household.
