Introduction
The first part of the book is in fact a corpus of writings that addresses
the experiences of building of capacities and generally the process of
transition, which like the other societies rose from the influence and ideo¬
logical references of a socialist society, faced with some kind of difficulties.
I remember that those difficulties in installing democracy and building
state capacities on the occasion of Kosovo were specific though because of as
it is known that the statehood of Kosovo is
a sui
generis case, which means
a more specific process where involvement of the hand of international
factor or outspoken in
sociologie
hnguage, the
globalist
factor, was and
remains a determinative factor of all developing processes in building of
capacities for the statehood up of Kosovo as a new democratic country.
The dilemmas and discourses that were present during the period of
90s
(as and some others I called this as the period of non-violence), if we have
initially to build the capacities and institutions of the state, or if we have
to install the system of liberal democracy after
1999,
so after the NATO
intervention in Kosovo, started to take an other direction.
In fact, with the help of the International Community or better to say
with the help of UNMIK administration and now ofEULEX, the idea
of building of capacities and democratic institutions was promoted, that
by all means it could be freely said that it wasn t a good idea, and for the
fact of bypassing and not exploiting duly the human vendor resources.
This ascertainment could be pretentious for somebody, but in reality the
same line of what has been identified as re-vicegerency is still functioning
is in Kosovo in all fields of life: public, political (ICO and EULEX are

the best evidence), economical (the focus in IMF recommendations), social
(there is no investment in improvement of the conditions and social status
of
Kosovar
citizen), military (total monitoring and management ofKSF),
cultural (there is no capital investment in culture which would unified
the cultural development and emancipation), etc.
The corpus in question hasn t changed since the time when the thoughts
and suggestions of the author have been published. All the writings could
pique to the reader what has been said in the time when they have been
written, so not willing to change anything from the time when they have
been written, we wanted to give to the present-day and future reader
the chance of judgment regarding all ideas, suggestions, thoughts, recom¬
mendations, and meditations of the author, for the time when he wrote
them. I think this kind of approach is also right for another logical reason.
In fact, the reader through his judgment can contest, approve, suggest or
reformuje
many other ideas that could work in building of capacities and
the process of the state—building of Kosovo institutions. In the opinion of
author, this opportunity is always present in these writings and this maybe
can be distinguished as one of the benefits that can this book bring.
I hope that the best judges of what is said or hasn t been mentioned in this
book are the readers themselves, so young generations which, in my opinion,
have a more advanced sense and reason than we had as a generation that
we had the burden of setting the foundations of this state in this part of
Western Balkan. I say this for another reason too. In my opinion, they will
not be charged with ideological -isms, then with bonds of the past over the
(non)responsibility and their role in helping the project of state-building, as
the first generations were before and authors generation, then the pretext of
being mobile for contributing in these national objectives, as the individual
burden and the intellectual one for directing those processes forward.

Second part
of writings is mainly addressed to the case of status, role
and challenges that ethnic communities (especially the Serbian one) should
play in new integration processes of Kosovo. In fact, all analysis and studies
made in this direction showed that the price that Kosovo should pay with
regard to its future status, undoubtedly will have to do with the Serbian
community, which even in the project of
Ahtisaaris
Package a special status
was foreseen for not saying a super-privileged one, where except the guar¬
antied rights with the Constitution they will have extra rights regardless
of the absolute Albanian majority! All the writings are described with an
eloquence of documentation of arguments, causes, and consequences that
will be brought by such a project. Necessarily, after the independence of
Kosovo, all Ahtisaarian points had to be included in the First Constitu¬
tion of Republic of Kosovo, where it is said that

of the content of this
document belong to the status, reports and positioning of the minor com¬
munities who live and work in Kosovo. This text do not pretend to analyze
neither discourses nor manifestations of these discourses that has to do with
neither social, nor political-economical status of the minor communities,
in fact what is pretended here has to do much more with description of
claims that the writings and analysis of others have or had to explain the
phenomena of discrimination and possible segregation of these communities
in the new after-war reality, and

the possibility of incorporation of this
communities in this super privileged reality. The intimation here is in the
steps that should be taken by the international establishment as well as the
government of Kosovo to implement: the interethnic agreement, coopera¬
tion models, accommodation, tolerance, setting of standards regarding the
displaced, then the model of cooperation, compromise, joint of communities
in the new political reality through the institution of decentralization that
de
jure the right of involvement in the process of state-building of Kosovo
to be guaranteed to the Serbian community. Necessarily, the writings of
this nature in the period of after-war for the majority still delirious, it

was
hard to understand and especially advance the position of the minor
communities, especially the Serbian one.
I would say that this stereotyping was brought in
afterwar
national¬
ist circles that nohow weren t conscious that the price for this conditional
independence should be paid with the advance of Serbian minority rights,
because this was foreseen by the
Ahtisaari
plan, which wasn t contested so
much in this period and for the compromises that should have done toward
Serbs weren t evident yet, in order that to start the series of recognition
from the side of different states, mainly western ones. Thus, simply said,
the wide opinion and kosovar citizens still didn t know the details of the
compromise, like in
Rambouillet,
as well as in later sequence negotiations
with Serbian delegation.
The idea of writings of this nature was that in this phase of bewilderment
and dissatisfaction over the super privileged status as it was remarked later,
to give explanation in thick lines that what in reality has been given more
to Serbs than the others. Then, why these painful compromises should be
made in favor of later declaration of the Kosovo independence that would
be prepared a decade later by the Government of coalition (UNMIK,
the Kosovo Government) in the
afterwar
period. Simply said, the idea of
painful compromises that Kosovo should have made in front of the lob¬
byists and sponsors of the independence has never been published. Some
afterwar
years should be passed in order to be showed up and inquired
that how difficult it was to implement in new practice that still have the
intention and objectives of contesting of the reality that was created through
the blood of martyrs. Finally, it should be said that this project of painful
compromises haven t taken the visa yet, because of the idea of a national
state, a natural one, and by all means a common state of Albanians in
Balkan, is still an idea that has its followers not only in new political elites

but also in citizenship which is understanding day by day that the new
state of Kosovo, should undoubtedly take new state-building initiatives if
it would like to be as the other states around, because the discretion and
the standard of survival in the new globalization processes is testified only
in this way.
