B.C. and
45/46 A.D.
is marked by a great inten¬
sity of the military-political relationships in the Mediterranean lands. It is during
this time that some of the most outstanding figures in the ancient world left a lasting
trace in the development of the ancient society. The beginning of the 3rd century B.C.
was a time when, beside the military and political ambitions of the great Hellenis¬
tic monarchies, the claims of the small Hellenistic state-formations of
Pergamům,
Bithynia, Cappadocia and
Pontus
were increasingly growing. During this period
the Celts invaded the Thracian lands. Their penetration led to the intensification of
the separatist tendencies among the local Thracian ethnic communities. The crisis
phenomena, which were taking place in Thrace, resulted from the political and eco¬
nomic conditions in the age of the Late Hellenism.
In the second half of the 2nd century B.C. the Roman Republic gradual¬
ly turned into a factor of primary importance in the military-political relations.
From
229
B.C. onwards all the processes, which were developing in the lands of the
present-day Balkan peninsula, came into a state of dependence on the Roman inter¬
ests. The contradictions between the great Hellenistic monarchies, which were do¬
ing their best to keep the so-called balance of the powers, prepared the way of Rome.
The Roman Republic benefited in the best possible way from these contradictions
by means of diplomacy, purposefully and methodically securing its world domina¬
tion. The Romans used to take part in conflicts, which had been already raised,
carefully estimating as to which part to take and which adversary would endanger
their objectives in the future.
Whereas in the 3rd century B.C. the Hellenistic monarchies saw in Thrace the
so called legacy of Lysimachos, which they strove to gain by means of war, in the first
half of the 2nd century B.C. the Odrysian royal house, which was increasingly turn¬
ing to pro-Roman position, was again capable of claiming a leading role in Thrace.
In this undertaking the Odrysian rulers were trying to manoeuvre between the Hel¬
lenistic states and Rome, endeavoring to overcome the separatist tendencies.
After the end of the 3Td Macedonian war the Roman Republic adopted a hard¬
er foreign-policy line in the region. After

B.C. the Odrysian royal house aban¬
doned for a while its pro-Roman policy and took up the pro-Hellenistic cause.

B.C. restored
again the prestige of the Odrysian rulers. But the defeat of Mithridates VI Eupator
in the Third Mithridatic War deprived the Thracian dynasts of the opportunity to
find balance in their foreign policy between the great states. The Roman presence on
the Balkans became permanent.

The Odrysian
rulers were following a policy which was loyal to the Roman
Republic and in the final stage of the Civil wars they gave their support to the Ro¬
man military commanders, which were in control of the Eastern provinces. But the
pro-Roman policy of the Odrysian royal house came in contradiction with the ideas
of the religious leaders of the Bessi, who figured as champions of another line- anti-
Roman and anti-Odrysian. The conflict between the Bessi and the Odrysians ex¬
erted a considerable influence over the historical developments in Thrace.
Beside the Bessi, the Odrysian kings were put under threat by the
Getic
rul¬
ers too. The consolidation of the Getae in the time of Burebistas contributed to the
creation of a powerful state-formation north of the Haemus Mons, having a solid
military potential at its disposal.
After the defeat of Marcus
Antonius
and Cleopatra
VII
at Actium, followed
by the death of the Egyptian queen, the Hellenistic state-formations finally dropped
out of the historical stage. But their attainments and traditions found their way into
Rome, which was the successor of the Hellenistic policy in Antiquity. From that mo¬
ment the Romans started a radical political line in Thrace, which is best illustrated
by the actions of Marcus Licinius Crassus. It is him who laid the foundations of the
future provinces of Moesia and Thrace.
The organized military prefecture north of the Haemus Mons was transformed
in
15 (12) A.D.
into the Roman province of Moesia. In
45/46 A.D.
Tiberius Claudius
Caesar Augustus Germanicus (Claudius) abolished the nominal independence of
the Thracian kingdom, ruled by Sapaei, who came to the throne after the decline of
the Odrysian royal house. The last Thracian ruler south of Istros was Rhoemetalces.
The Roman province of Thrace was established after his death. The Thracians to the
south of Istros lost their political independence for ever.
