Pavel Kreisinger
In this study, the author focuses on the personnel situation at the
2nd
Intelligence Department
at the Ministry of National Defence in London in
1941.
He looks in particular at what happened
that year when a number of personal disputes within the department came to a head. On one
side stood its boss,
František
Moravec,
while on the other stood his subordinates, starting with
Oldřich Tichý
and followed by Josef Bartik and later
František Hájek.
The author examines as
closely as possible the causes of those disagreements, efforts to resolve them, and the departure
in the end of the three. At the same time, he evaluates the work of the Intelligence Department as
a whole and shows how the disputes did not influence Moravec's assessment of the out-of-favour
subordinates. The concluding section considers the post-war and post-Communist takeover
fates of the protagonists, who were imprisoned.

In the third year of the war, Czechoslovaks in uniform fought against the "traditional" enemy of
Germany, as well as the Italians. On the Western Front, Czechoslovak airmen flew over occupied
Europe and the Third Reich with Britain's RAF, while in northern Africa the Czechoslovak Batta¬
lion No.

East took part in a dramatic battle for the strategic port of Tobruk in October
1941.
However, the involvement of Czechoslovaks in Southeast Asia is a virtually unknown aspect of
the Czechoslovak resistance abroad. Tough battles between the Foreign Legion on one side and
the Japanese, Thais and units of the Viet Minn on the other took place on the territory of French
Indochina, with dozens of Czechs and Slovaks serving in the ranks of the Foreign Legion. Some
took part in operations in Indochina, specifically in Vietnam and Cambodia. This paper exami¬
nes the stories of two such men:
Jan Šurý
and
František Vaňhara.
Both were fortunate to survive
both the operations of
1945
and Japanese POW camps, where they were interned from March
to September
1945.
Slavomír Michálek
This paper is focused on questions linked to the activities of the Czechoslovak resistance abroad
in the USA, an issue that has hitherto not been fully examined.
It maps Czechoslovak resistance activities in the USA in
1941 -
which followed on from the
foreign resistance that got underway in
1939 -
and throughout the rest of the war. The recogniti¬
on of the Czechoslovak political representation (government) by the government and president
of the USA was the most important development of
1941,
and in this respect the author draws
attention to the activities of Czechoslovak Foreign Action, an organisation that brought together,

and led, the exile resistance in the US. He also devotes attention to the Czechoslovak National
Council, an umbrella body for Czech and Slovak groups in the country.
The activities of the Czechoslovak Foreign Resistance in the USA progressed in the wake of
Pearl Harbor, which brought about a new situation and gradually the restructuralisation of resi¬
stance units set up to help the homeland. At the time, exiled political representatives in London
downplayed this resistance, creating a perspective that, wrongly, still holds to this day.
Kamil Nedvědický
This paper considers the standing of
Edvard Beneš
during his exile in London. From the off,
the former president had attempted to present himself as the leading figure of the Czechoslovak
resistance and the official head of the occupied country abroad. However, his position was un¬
certain and he faced competition in this ambition from others (e.g.
Štefan Osuský,
Lev
Prchala,
Milan
Hodža),
while he was treated with distrust or outright dismissal by representatives of Po¬
land, France and England. The turning point came in
1941,
when Germany declared war on the
USSR, which recognised
Beneš's
claims and accepted him as the official representative of the
Czechoslovak government in exile. This step had a marked influence on the attitude of the other
Allies and represented a moment of triumph for
Beneš.
However, it soon became apparent that
Stalin was merely using him to his own ends to undermine the Western Allies, and Czechoslova¬
kia fell more deeply under the Soviet leader's sphere of influence.
Milan Sovilj
Yugoslavia was a very important country for Czechoslovak emigres in transit to the Middle East
in the years
1939-1941.
The capital Belgrade became the centre of one small group of Czecho¬
slovak officers from the beginning of the year
1940.
Their job was connected with the intelligen¬
ce service and the transfer of Czechoslovak refugees from Yugoslavia to the Middle East. The
small group of the Czechoslovak officers organized several transfers, with the final one taking
place in March
1941.
Key moments for Yugoslavia occurred at the end of March
1941,
when the
country's prime minister,
Cvetković,
signed the Tripartite Treaty in Vienna (on
25
March), which
was soon followed by
a coup d'état
(27
March). One of the Czechoslovak officers,
František Hie-
ke, returned to Belgrade and tried to help the military group. On
6
April
1941,
German, Italian
and Hungarian forces attacked Yugoslavia. Hieke and his group survived the bombing of Belgra¬
de and Sarajevo, although soon after that they left the country. That marked the end of the Cze¬
choslovak military mission in Yugoslavia, which was occupied by the Axis powers in April
1941.

This paper is concerned with the minister of agriculture under the Protectorate,
Mikuláš Bubna
of
Litice.
He was appointed to the post in
Eliáš's
Protectorate government on
3
February
1940,
becoming the first "aristocratic" minister since
1918.
Eliáš
hoped that the minister's back¬
ground would help him defend the interests of the Czech nation under
Reichsprotektor Konstan¬
tin von Neurath,
who was also blue-blooded.
In
1941,
following the arrest of
Eliáš, Bubna
of
Litice
proposed that the Protectorate gover¬
nment resign en masse, and he did not sit in the new cabinet that followed the arrival of
Reich¬
sprotektor Reinhard
Heydrich, having stepped down on

January
1942.
In
1947,
the aristocrat
spent
14
months in detention in connection with a post-war investigation launched on the basis

Bubna
for the study of the period of Nazi occu¬
pation, he has to date not been the subject of detailed research.

Vladimír Krajina
was the main cipherer of the Sparta I transmitter and linked his life to ci¬
phering for a long five years, sending reports and decrypting dispatches received. After the mer¬
ger of the resistance groups Political Headquarters
(PÚ),
the We Will Remain Faithful Petition
Committee (PWZ) and Defence of the Nation (ON) in May
1940
under the domestic resistan¬
ce umbrella body Central Leadership of the Domestic Resistance
(ÚVOD), Krajina
became one
of six members of its leadership, which was known as the plenum. As well as facing the threat
of intervention by the Gestapo, the organisation also met with numerous internal problems,
including disputes between
Krajina
and representatives of the military unit of the domestic
resistance. They openly protested against his privileged position in the intelligence, and pushed
for more influence over ciphering and radio-telegraphic activities. Those disputes reached
a head in the middle of
1941.
Alfons Adam
1941
has to be regarded, particularly in the Sudeten region, as a year of systemisation and de¬
termining the direction of the development of forced labour in the Second World War. Forced
labour became more common in both Sudeten areas and the Protectorate during
1941,
when
the mass call-up of German men to the
Wehrmacht
and military-industrial preparations for an
attack on the Soviet Union led the German authorities to face a labour shortfall for the first time.
It seemed that year that there was no alternative but to have Czechs and Jews carry out forced
labour and to transfer foreign workers to the Sudeten region. The establishment of a ghetto in
Terezín
and the setting up of the first work correctional camps and forced labour camps for Jews
from the Schmelt organisation in the Sudeten areas saw the first exploitation of human labour.
Tens of thousands of people became the victims of this system during the years of Nazi rule
on the territory of today's Czech Republic. Both the
Terezín
ghetto with its work squads and
the Schmelt organisation anticipated certain characteristics of the forced labour of prisoners in
ancillary concentration camps.

The activities of the
Lvice
(Lioness) resistance organisation have to date been relatively overlo¬
oked in historical studies of the Czech anti-Nazi resistance. There are numerous reasons for this.
The most significant is that the organisation's activities reached a climax between the autumn of
1941
and the autumn of
1942,
when the Protectorate saw dramatic events linked to the arrival
of
Reinhard Heydrich:
the first declaration of martial law, the deployment of the parachutists,
the assassination of the acting
Reichsprotektor,
the razing of Lidice and
Ležáky,
etc. The issue
of personnel cannot be overlooked either.
Lvice
was led by relatively "unknown" people who,
unlike in the case of other organisations, did not form part of the pre-war Czechoslovak cultural,
social or military elite. During the post-war "classification" of resistance groups it was difficult
to classify
Lvice,
which was neither "purely" military nor Sokol-related, and could not be claimed
by any single political party. Another reason for relatively low interest on the part of historians
was that it was centred not in Prague or Brno but Ostrava.

This
study
sets out to describe and explain the changes seen in the course of
1941
in the anti-
-Jewish policy enforced in the Protectorate of Bohemia and Moravia. It opens with an overview
of the most important measures of discrimination and persecution aimed at Jews in the initial
phase of the occupation, before
1941,
while also devoting attention to the discriminatory mea¬
sures that were effectively in place before the occupation in the Czech lands, principally in the
period referred to as the Second Republic. This mainly involved the barring of persons of Jewish
faith from certain prestigious professions and membership of social organisations. The study
does not focus on the so-called Aryanisation of Jewish property and some basic legal measures
regarding property, even though they are mentioned, because they were implemented within the
framework of the introduction of Nazi racial regulations, the so-called Nuremberg Laws, into
law in the Protectorate. Instead, the study mainly looks at a multifarious group of anti-Jewish
administrative and police edicts that were regional in scope, and at the gradual shift of occu¬
pation policy from bans and injunctions adapted to local conditions in favour of measures of
discrimination and persecution that covered the entire territory of the Protectorate and the Third
Reich. It shows that many of the drastic measures that were imposed against Jews in the autumn
of
1941
(including deportation to ghettos) were not the result of the war in the east
-
most had
been prepared during the preceding months, if not years.

The attack against the USSR launched on
22. 6. 1941
is linked to qualitative changes in the
Nazis' genocide policy. Previous beliefs that it was possible to "deport and concentrate some Eu¬
ropean Jews" waned as events developed after that date, when mass reprisals against Red Army
POWs, Jews and other groups of residents began on conquered territory. From that moment,
the Nazis' "final solution of the Jewish question" became synonymous with genocide.

and the police units subordinate to them became its coordinators.
When Heydrich arrived in Prague on
27. 9.1941,
the persecution of Jews and other groups in
the Protectorate and the
Sudetenland
intensified. A specific group among them was comprised
of patients at psychiatric clinics in
Dobřany
in the
Sudetenland,
Šternberk
in Moravia and
Opa¬
va:

became the victims of forced "euthanasia". Unlike the "final solution of the Jewish
question", Hitler issued written orders to launch such killings in the Third Reich. The question
of whether and when Hitler issued a concrete order to carry out the genocide of the Jews has
since the
1950s
been an integral part of the historiography of the Jewish genocide of
1933-1945.
