United'Europe is an innate desire of the peoples who live on this continent. That innate desire started to be accomplished immediately after the Second World War. Historical ideas of the great scientists for the unification of Europe after the Second World War, gradually became a major preoccupation of governments and European countries. Generally, this happened after the catastrophe that happened to all peoples and countries during the Second World War. After removing of the consequences of war, European peoples and countries have turned to the mutual cooperation. Europe and its peoples, for centuries were^butdened with many difficulties, mutual antagonisms of political, economic and military nature. United Europe presents an important economic and political factor in international relations and especially in the global tirade and services expressed through the common European market and trade policy. The general characteristic of the former historical models of European unification is the submission of other peoples and countries. Unlike these "unifications", the United Europe - European Community or European Union was created on the basis of equal cooperation and through voluntary unification. Greatest merit for the initial implementation of the United Europe have France and Germany, countries that created the first core of this "Little Europe". Such an example of cooperation between France and Germany marked the 288 D1"· Zeqirja Rexhepi beginning of new epoch in Europea» civilisation — an epoch of unification. It should be stressed that Great Britain, as a major Western power, opposed the process of creating an United Europe under Franco-German concept. Britain represented a completely different concept of the unification of Europe. It was not ready to lose its sovereignty as a state. As a precedence of the United Europe after the Second World Ware are: У Unification of economic plan - the Marshall Plan, through creation of Organisation for Economic Cooperation of Europe, У Diplomatic and military cooperation through the Pad in Brussels and the North Atlantic Alliance; У Polińcal and parliamentary establishment of The Council of Europe in 1949. Immediately after the end of Second World War began the efforts for unification of European countries, which initially appeared in the form of intergovernmental cooperation, and then comes to a specific union that started with the Declaration of May, 9th 1950 of the French foreign minister with the Schuman Plan establishing the European Coal and Steel Community. In fact, the Schuman Plan marks the beginning of implementation of European unification through the rapprochement of France and Germany as a main pillar in the creation of the United Europe. An important condition for the functioning of the United Europe played joint institutions which were built and completed, and through which it could led the United Europe, such as: ^ High authority — or the Commission; У European assembly — or Parliament, and; У European Court of Justice. EVROPA E BASHKUAR - nga ideja deri te realizimi 289 Since its establishment in 1951, the European Community managed to build quality institutions in the development of economic relations in the world and its integration proceeds on the principles of voluntary connection and joining of the countries of the European continent. With the conference in Hague, in 1969, Allied Europe enters the phase of enlargement with new Member States. The phase of expansion continues until today. It is interesting that exactly the Great Britain, which was opposing in the beginning, was first seeking the accession to the United Europe - European Union - Common Market. The fact that Great Britain has agreed to sign all former treaties of the United Europe — European Union, clearly shows that Franco- German concept of unification has proved to be a successful process. In the first wave of enlargement of United Europe were included: Britain, Ireland and Denmark in 1973; in the second attempt the United Europe expanded toward South Europe with the membership of Greece in 1981, Spain and Portugal in 1986; while in the third attempt joined, Austria, Sweden and Finland in 1995. With that expansion, the United Europe became a great "state" that covers the most part of our continent - 15 Member States of Europe. In the late eighties, the United Europe, with the fact that it was proved as successful in the history of European civilisation, demolished the previous fence of the division of European countries and also, gradually unites the countries of the former communist system. The main objective of the United Europe in the initial period consists primarily in economic cooperation and unification, the joint defense system and overall economic progress, while the political unification lags for a later period. After the creation of the European Coal and Steel Community and the establishment of European Economic Community by 290 Dr- Zeqirja Rexhepi the treaties of Rome 1957/1958, the United Europe marks a new quality in the expansion and strengthening of mutual economic cooperation. The cooperation on that time had a character of intergovernmental cooperation, so, it was neither a federation nor a confederation, but a specific phenomenon of association, because there was not a similar model in the world. However, after the Second World War, there are several factors that delayed the European unification, such as: У Block dichotomy; У The political dichotomy of the governmental system of the countries of the East and West Europe; У Different level of development of the regions of Europe; У Mutual opposition of the past; У Mutual diversity of European peoples: the linguistics, natural characteristics, traditions, customs, etc.; У Religion difference. . In the second half of 20th century is divided into East and West under ideological principle. On that time were created two opposing political concepts: Western democratic concept which was based in pluralist system and market economy and the East one-party system with planned social economy. The two parallel political systems created economic, politic and military structures. In this situation of division of European countries was born a hope at Europeans that a third option is possible - unification based on Common Interests, and that is mainly on economic plan. The basic starting point for United Europe after World War was the rapprochement of France and Germany. Despite the presence of military alliance of NATO in the European continent, as protection from possible military threat from the Eastern military block, the United Europe builds its own policy of expansion and attracting of new members. BVROPA E BASHKUAR - nga ideja deri te realizimi 291 The objective conditions for the unification of European continent were created after the fall of Berlin Wall and the communist system in 1989/1990. Here it should be stressed out that the greatest merit for that process have the Soviet leader, Mikhail Gorbachev, who destroyed all former prejudices and opened the way to full European unification. From that moment and after, new conditions were created for completing the institutions of United Europe for running Common Foreign and Security Policy, Common Judicial Authority, Common Political Power, General Welfare, and so on. Also, were created the European rapid intervention forces (with 60.000 soldiers). United Europe which was formed in the nineties of the 20th century, named as European Union, represents a special model of joint work. It is neither federal, nor confederal, but "supranational state" in which will be connected common interests of European countries and peoples. The process of United Europe is not yet completed (2009). It should be noted that the process of unification of Europe is still in progress. Despite Eastern accession, the process of unification of Europe is not finished, because other regions — or countries — are waiting to join the United Europe- EU, or have jet to join the Europe. Here are included the countries of Western Balkan (Macedonia, Albania, Croatia, Bosnia and Herzegovina, Montenegro, Serbia and Kosova). While in East Europe, out of process still remains Russia, Belarus, Ukraine and Moldova. Without their membership in this common house, the United Europe will not be complete. The process of United Europe has developed through ral stages: ^ > In the first phase was created the core of United Europe; :ЩШ$> in the second phase, the first core was expanded to various parts «ftbt amtinent, and mainly with countries of similar policies and economic 292 Dr- ΖεψΦ Rexhepi systems (UK, Ireland, Denmark, Greece, Spain, Portugal, Austria, Sweden and Vinland— 15 countries at all); У In the third phase, to the United Europe joined countries that had previous different political and economic system — which previously had to build and develop a compatible system with that of United Europe. To achieve this moment, the former sodalist countries of Eastern and Southeastern Europe had to pass through a period of time called — transition period. That period of üme for some countries lasted until 2004, while in the others, eg. Western Balkan countries, the period of transition last still today. Western Balkan countries make efforts to meet all conditions set by the United Europe — EU. In this process also enters Republic of Macedonia, which is making efforts to join the 'BigFamily"of UnitedEurope. Parallel to the enlargement process of the United Europe, also it was supposed to be built and finished its institutions. The further process of enlargement of the United Europe — EU is focused on the negotiations for accession of the former communist system — countries of Central and Eastern Europe. That process ended with the membership of ten new Member States in 2004: Estonia, Lithuania, Latvia, Poland, Czech Republic, Slovakia, Hungary, Slovenia, Malta and Cyprus, and two Member States in 2007, Romania and Bulgaria. With the new expansion, the United Europe has become the largest economic power in the world. But, also it should be noted that the process of realizing the full idea of unification of our continent is not jet completed, because outside the boundaries of United Europe remained countries of the Western Balkan (Macedonia, Albania, Croatia, Bosnia and Herzegovina, Montenegro, Serbia and Kosova), then the countries of Easter Europe: Russia, Belarus, Ukraine and Moldova.
