Summary
The book is a monograph of the State Book Institute, which operated in
Łódź
from
1946
to
1949.
The monograph was based on archive sources of the Archives of Modern Records, the National Li¬
brary, the University Libraries in
Łódź
and in
Toruń,
sources published during the Institute's activity
as well as sources from private collections.
The State Book Institute was a research institution rooted in the idea and tradition of pre-war
librarianship. It focused on the book, and on its social, academic, cultural and aesthetic function.
The work of the Institute, headed by Adam
Łysakowski,
encompassed various aspects of librarian
-
ship, bibliography, reading, normalisation, documentation and publishing. The State Book Institute
comprised four Departments: the Department of Documentation, the Department of Research, the
Department of Applied Works and the Department of Publishing Houses. The results of the Institutes
work were documented and published in
"Biuletyn Państwowego Instytutu Książki"
("Bulletin of the
State Book Institute"), while plans and projects were presented by means of
"Komunikaty"
("Mes¬
sages"), sent to several hundred libraries, cultural institutions and private individuals.
In terms of administration, the Institute was subordinated to the Ministry of Education.
The Institute began its work immediately after the Second World War when cultural institutions,
including libraries, publishing houses and schools, were being rebuilt. Hence establishing a research
institute focusing on the book and its impact on society was considered very much needed. In prac¬
tice, the functioning of the Institute depended on state and administrative authorities, which, among
others, provided its funding. Unfortunately, as a result of the changing social and political situation in
the late
1940s,
the sympathy of authorities started to fade until the closing down of the Institute, when
its tasks were delegated to three institutions: the National Library, the Institute of Literary Research
of the Polish Academy of Sciences and the Ministry of Education.
In chapter one the author presents the origins of the State Book Institute, going back to pre-war
concepts shaped in the university and library community. She analyses projects by eminent librarians:

These authors saw the institution that dealt with book research
and its social function as an independent institution or as one related in terms of organisation to the
Bibliographic Institute of the National Library, or they even identified
РІК
with it. To complete the
discussion the author recounts similar foreign institutions that operated at the same time in Russia,
Ukraine, Czechoslovakia, Germany and England.

Summary
Chapter two consists of two parts. The first part describes the organisational and legal actions
undertaken from
1945
to
1949
by the Ministry of Education and related to the reconstruction of Pol¬
ish librarianship after the war. It also presents institutions and organisations which dealt with books
at that time. Particular attention is given to the establishment of the General Management of Libraries
(1946),
the adoption of the Decree on libraries
(1946),
the establishment of the State Library Council,
the Book Council and the Office for Reading Research. In addition, the chapter presents the relations
between
РІК
and two main related institutions: the Bibliographic Institute in the National Library
and the Old Book Division in the General Management of Libraries. In the second part of the chapter,
the author examines the projects preceding the setting up of
РІК,
including the Book Institute project
prepared by the bookseller community during the Second World War. The author offers a particularly
extensive analysis of

prepared) found drafts of the
РІК
statute, indicating the modifi¬
cations of the Institute's tasks. None of the prepared statutes was approved. The chapter also describes
various aspects related to the organisational structure, seat, funds and employees of the Institute.
The extensive third chapter is devoted to practical and research actions of
PIK in
bibliology,
bibliography, reading, librarianship, normalisation and bibliological documentation. Each of the
issues is preceded by a discussion of Adam Lysakowski's theoretical works. The final part of the chap¬
ter includes a description of the publishing activity as well as national and international cooperation
of
РІК.
With regard to bibliology, the author points to the plan developed in the Institute to estab¬
lish research commissions that were to organise the work of team research in Poland. The planned
commissions were to deal with the following fields: book history, libraries, librarianship, book trade,
bibliological theory, documentation and bibliography, psychology of reading, sociology of book and
reading, the librarian and bookseller professions, publishing economy and industry, bibliological
law, book hygiene and pathology, and book aesthetics. The process of establishing the commissions
and defining the scope of their work is illustrated with letters sent to the Institute in connection with
this issue.
Bibliographic activities of the Institute were related to methodology, terminology and organ¬
isational issues. Particularly emphasised was the work concerning the organisation of information
and bibliography centres, which were set up to collect, analyse and make the information available to
readers. These activities were closely related to the organisation of special bibliography.
Another area of the Institute's practical and theoretical activity was reading. The monograph
presents all the work undertaken in this respect. In the spring of
1948,
the General Management
of Libraries commissioned
РІК
to compile a list of books for communal libraries and
Przewodnik
lektury o Polsce i świecie współczesnym
(Guidebook to the reading about Poland and modern world).
When working on those publications, the State Book Institute collaborated with public libraries
across Poland and with social organisations. The results they presented, reflecting the real situation,
did not satisfy the authorities, which later became one of the reasons of the authorities' dislike for
РІК.
The results, though compiled, were never published and remained in the documents of the Gen¬
eral Management of Libraries. An important place in the research carried out by
PIK was
occupied
by popular science books;
РІК
scholars developed models of such books, formulated the features of
proper notes and looked for methods for library book learning. Other important research questions
in the area of reading included the development of school curricula which would take into account
book and library-related information.
РІК
employees also prepared reviews of literature dealing with
reading. The reading studies conducted by
РІК
were halted and their complete results were never
allowed to be published.
Librarianship research carried out by
РІК
demonstrated close ties between theory and practice.
Vocational training of librarians was considered important, and this was related to the organisation
of librarian education. Commissioned by the Ministry of Education,
РІК
developed a plan of a four-
year librarian-bookseller high school and a curriculum of bibliological questions for a pedagogic high
school and vocational training courses.

Aware of the difference between public libraries, which fulfilled educational functions, and
research libraries, the Institute prepared rules for research library specialisation. Research libraries
were to form a network and some were to become documentation and research information centres
in their fields. Moreover,
РІК
compiled the first Polish post-war directory of research libraries. The
Institute also worked on methodological assistance for libraries. Its ventures in this respect included
the compilation of a glossary of subjects for the subject catalogue and the edition of a research librar-
ianship textbook. Both projects were aborted.
An important area of the Institutes activity was normalisation, to which
Łysakowski
devoted
much attention already during the inter-war period. Having taken over the management of the Insti¬
tute, he started the librarian and bibliographic normalisation programme, which led to the establish¬
ment of the Library Normalisation Commission that collaborated with the Polish Normalisation
Committee. Normalised models developed at that time included those of the accession list, magazine
catalogue card, magazine accession card, local and circular call slip, reading room order, lending
room reminder, serial publication register, register statistics and withdrawal register.
As part of its documentation work, the Institute collected material for the central bibliological
library, worked on the central catalogue of bibliological literature of the Polish libraries, created docu¬
mentation card files related to book trade, librarianship and bibliology, and organised a book and
librarianship museum.
In the following chapter, using previously unknown archive materials, the author attempts to
answer questions related to the closing down of the Institute. So far the issue has not been raised in
the literature on the subject. The author looked for answers by analysing the following issues:
1.
the influence of the political situation on education and librarianship in the late
1940s
(the
function of book in culture, the place of bibliology in science),
2.
the relations between the Institute, the Old Book Division of the National Library and the
General Management of Libraries,
3.
the public authorities opinion on research carried out in
РІК,
4.
the attitude of ministry officials towards the State Book Institute,
5.
the situation of Adam
Łysakowski
in the late
1940s,
form the professional perspective and
as the chair of the Polish Librarians and Archivists Union
(Związek Bibliotekarzy i Archiwistów
Polskich).
The author seems to have managed to show that there were at least several reasons behind the
closing down of the Institute after only three years of its operation. It was not only the influence of
the new political system and the new, Marxism-based cultural policy of the state, but also the result
of competence disputes, i.e. a lack of clear-cut division of tasks and definition of the relation between
the Institute, the Old Book Division and the General Management of Libraries. Personal conflict of
interests of the Ministry of Education employees (J. Grycz, A. Gryczowa, K. Budzyk) may also have
affected the attitude of the authorities towards
A. Łysakowski.
The authorities were worried by the
research conducted by
РІК,
especially in bibliology, which was perceived as a bourgeois discipline, in
accordance with the Soviet model. Reading research was seen as contrary to ideological expectations
of the authorities. Apparently, all this finally led to the closing down of the State Book Institute.
In chapter five the author describes how the duties of the closed
РІК
were then performed by
the Literary Research Institute, the National Library and the Ministry of Education. An analysis of
tasks carried out by these institutions has shown that only the National Library continued the work
of
РІК,
which was related to the fact that Adam
Łysakowski
became the director of the Bibliogra¬
phic Institute. The Literary Research Institute did not continue the work of
РІК,
though it was en¬
trusted with conducting research e.g. in reading, and with managing a bibliological library. To some
extent, the educational tasks of
РІК
were fulfilled by the Ministry of Education, and after
1950 -
the
Ministry of Culture and Art, which supervised librarianship. The final part of the monograph pre¬
sents the professional careers of the Institutes employees after
1949.
They were employed in the

National Library, the Library of the Catholic University of Lublin, the University Libraries in
Łódź
and
Toruń,
and in the Literary Research Institute. The activities of the Institute might therefore be
evaluated with regard to several aspects.
First, in their effort to organise team research for book studies, the Institute attempted to estab¬
lish relevant commissions to pursue the research. They were supposed to address each stage of the
book's life, thus combining the findings of many specialists: librarians, booksellers, printers, illustra¬
tors, archivists, museologists, psychologists, sociologists and writers.
Second, extensive reading research was started as part of the studies on the social impact of
books. The results of this research were to help define and update publishing plans. Additionally,
guidelines for editing popular science publications were prepared, and for young readers
—
pro¬
grammes introducing knowledge of books and libraries into school textbooks.
Third, the Institute took up the discussion
—
started before the Second World War
—
on the
profession of librarian, and compiled guidelines for professional training of librarians and booksel¬
lers. Until the
mid-1950s,
the guidelines formed a solid basis for high school and university education
as well as vocational training. The work on the first Polish librarianship textbook also began in
РІК.
Fourth, the Institute performed important work with regard to the organisation of the network
of research libraries and documentation centres. In addition, it began working on personal files of
librarians and archivists. The publication of The Dictionary of Polish Book Employees was initiated at
the time (the dictionary is still published today).
Fifth,
РІК
began to create a specialised bibliological library
—
over just three years more than
10,000
volumes were collected
—
as well as a central catalogue of bibliological works, a set of docu¬
mentation portfolios and numerous documentation files. Ihis led to the emergence of a very strong
centre, a workshop for bibliological research, which became the foundation of the collections in the
Bibliological Documentation Department of the National Library.
Sixth, as a documentation centre,
РІК
prepared a register of Polish special bibliographies and
developed rules for general methodology of preparing bibliographic inventories. The system of clas¬
sification prepared in
РІК
for the "Bibliography of Bibliography and Book Studies" is still used today
in bibliological bibliography and in the bibliological collection catalogue in the National Library.
Seventh, the setting up of the Librarian Normalisation Commission allowed for the unification
of cataloguing and bibliographic indexing of collections. An innovative cataloguing programme was
proposed whereby books were catalogued already at the publishing stage.

Publication, a programme used nowadays around the world, is its modern counterpart.
Eighth, within its statutory operations, the Institute initiated and supported bibliological work
pursued by other institutions or private individuals.
Ninth, the cooperation with UNESCO and FID, and with

libraries and organisations from

countries, which began in
1947,
was important not only because it facilitated acquisition of inter¬
esting publications, but also because of its propaganda value.
