Summary
The paper presents the results of comparative studies focusing on the work of selected think
tanks in foreign policy in Poland and Germany. The growing complexity of foreign policy, associ¬
ated with increasing mutual dependence among states and the necessity of solving global problems
together, has boosted the demand for expert advice and the role of experts in the decision making
process. According to
Dr
James McGann from the University of Pennsylvania and the Foreign Policy
Research Institute in Philadelphia, in
2008
there were over

think tanks researching economic,
foreign and security policy

over
1872
of which were in the United States,
1208
in Western Europe
and
514
in Central and Eastern Europe.* Think tanks have become a sign of the professionalisation
of politics and their activities, due to their increasing importance, a research field for political scien¬
tists in the United States and Western Europe.
In Poland, the issue of foreign policy advice has not really been researched so far. The aim of the
present paper is to fill the gap, at least to some extent, in scholarship and to start a discussion about
policy advice, its desired form, its legitimacy and demand for it. The most important research objec¬
tive of the paper is to analyse the development of policy advice centres and mechanisms of their
functioning in Polish and German foreign policy between
2000
and
2008,
particularly taking into
account the advice provided by think tanks. In addition, the author wants to define possible causes
of the asymmetry between the Polish and German foreign policy advice sectors by comparing four
selected think tanks from both countries. She analyses the work of two publicly financed entities
—
the Polish Institute of Foreign Affairs
(Instytut Spraw Międzynarodowych)
and the German Science
and Politics Foundation
(Stiftung Wissenschaft und Politik),
as well as two non-governmental or¬
ganisations
—
Centre for International Relations (Centrum
Stosunków Międzynarodowych)
and Ger¬
man Foreign Policy Society (Deutsche
Gesellschaft
för
Auswärtige Politik).
A comparison of these
selected think tanks includes their origins and profiles, organisational and legal forms, sources of fi¬
nancing, nature of operations and research methods used. Another desired effect of the analysis is
the fact that the author has indicated factors that could contribute to the development of policy advice
sector in Poland.
The research was based on source materials encompassing, first of all, unpublished and published
documents of the analysed think tanks, documents such as annual reports, financial reports, perform¬
ance evaluations or minutes of meetings as well as documents of Polish and German state institutions,
especially both ministries of foreign affairs, and parliaments. An invaluable source of knowledge
came in the form of questionnaires compiled in collaboration with

University. They enabled the author to collect data from Polish and German think tanks.
In order to obtain additional information, the author conducted a number of interviews with think
tank staff. An important element of the author s empirical method was observation, conducted over
many months, of the work of various think thanks. She took part in their conferences, meetings with
politicians and discussions, which enabled her to better understand the mechanisms of their work.
The author s analysis has revealed certain factors that could be the reasons behind the asym¬
metry between the Polish and German policy advice markets. The three most important among them
are: foreign policy culture (intensity of debate, readiness to reach a consensus, demand for policy
advice), financing (policy of earmarking public funds to finance the work of think tanks, possibil¬
ity for non-governmental think tanks to obtain funds) and adapting advice methods to the clients
expectations (defining the main target, variety of methods used, consultations between politicians
and heads of think tanks over the demand for specific policy advice methods). The author s analy¬
sis of think tanks has shown that Polish think tanks often do not have a well thought-out strategy
of offering specific methods, and use forms not really adapted to the needs of their clients. This is
partially a result of a lack of consultation between the management of a given think tank and polit¬
icians. In Germany, this process is facilitated by various institutional links that ensure a possibility
of regular consultations between experts and their clients, with due consideration being given to the
independence of think tanks.
The conclusions concerning further development of policy advice in Poland that can be drawn
from the present analysis of selected think tanks can be divided into two groups. The first group
comprises those factors that are conducive to the development of policy advice in Poland and are
dependent on politicians. A boost to a more dynamic development of policy advice could come from
a reformed policy of think tank financing from public funds and from an analysis of politicians de¬
mand for the work of such centres. This could raise the awareness of a possibility of drawing on the
expertise of independent think tanks and contribute to the intensification of the demand for this
type of activity. Moreover, it would be worth considering a variety of actions that could encourage
central administration bodies and political parties to employ more experts. This can be done by, for
instance, making it obligatory for parties to allocate part of their budget subsidies to the so-called
Expert Fund. Another possibility would be the introduction of institutional mechanisms by means
of which politicians would be able to consult experts from state-funded think tanks on an ongoing
basis. The second group includes actions that can be taken by the think tanks themselves. Drawing
on her observations of the German policy advice market, the author believes that Polish think tanks
could influence the development of the Polish policy advice market by better adapting their methods
to their main clients and by making their offer more varied
—
e.g. by abandoning long written forms
and developing regular forms of direct consultation between politicians and experts. A majority
of Polish think tanks would also benefit from a better definition of their research area. By limiting
their field of study and focusing on selected geographic areas or issues, smaller think thanks with
modest budgets in particular could significantly increase the quality of their analyses and become
more recognisable among decision makers and the general public.
