SUMMARY
Metropolitan region of Belgrade is a very important segment in
networking functional integration areas and it is an integral part of
the Southeastern European poly-structural urban system. Based on
this notion, previous research have determined that the Belgrade s
changed position, due to the brakeage of former Yugoslavia, caused
also its significance and influence on the development flows in the
region of Southeast Europe. Because of that, the role of Belgrade
within the process of regional integration of South East Europe is
determined, before all, by its internal strength and dominant
position he has in the Serbia. Based on that, his significance in the
surrounding area has been proven by the following:
1.
In the qualitative and quantitative meaning Belgrade is
distinguishing plainly as the strongest development pole of Serbia
who does not have equal competition on the territory of Republic of
Serbia in functional demographic, economical, cultural, social and
other respect. That indicates:
a) Demographic capacity and constant population growth in
the last few decades and then slow decline during the
eighties of the XX century. Negative values of the natural
birth, with attenuation of immigration demographic base,
have influenced the reinforcing of other local and regional
centers in the surrounding area and that partly alleviated the
pressure on the Belgrade s metropolitan. Unfavorable
political and economical circumstances caused by the
breakage of Social Federal Republic of Yugoslavia at the
beginning of nineties have affected the changing role of
Belgrade, as the main city of the remotely smaller state
comparing to the previous period (Former Yugoslavia had
around

mil. of inhabitants, today Serbia has around
10
mil.) as well as the sensible decline of the population growth
rate. As a consequence of economical and political instability,
Belgrade s overall and natural population movement had
lower rates. The reason for that is also a loss of great
hinter
land gravitating towards Belgrade (immigration from the
former Yugoslavian states and migrants from other parts of
Serbia)
b) Migration movements also influenced singling out the
Belgrade as a key development pole of Serbia. Up to the
eighties of the XX century agglomeration core had a strong
attraction and then suburban parts of the City. At the same
time, Belgrade s internal, that is his autochthonic

demographic capacity is affecting more the formation of
agglomeration s demographic capacity then external factor.
Presumably, this trend will continue in the future.
All of these processes points out the beginning of the
suburbanization process which conditioned:
Socio
economical, functional and morphological
transformation of Belgrade,
Belgrade s
déconcentration
and decentralization in
favor of its surrounding,
Establishing an intensive functional relation between
the core and periphery of the City.
Synchronously, daily population migration, representing one
of the important instruments for planning and accomplishing
balanced regional development, is occurring mostly within
the metropolitan, which makes him a rather closed system.
Migrations directing towards metropolitan suburban area are
bigger then inversely, showing the lack of real
decentralization (there is decentralization of suburban
centers but only within municipal borders).
Previously mentioned stresses the necessity to continue the
decentralization and demetropolization of Belgrade, in favor
of his closest surrounding, but also other parts of Serbia. In
that sense, strategic goal for functional decentralization of
Belgrade s agglomeration would have to follow the model of
decentralized concentration of population and functions. The
most convenient instrument for implementing such model is
a concept of the micro developing nucleuses. Decentralizing
the function of work and forming a stronger suburban
centers, that is, more powerful sub-migration systems (as
micro developing nucleuses), with synchronous directing of
these processes to the other urban centers in Serbia, would
create the compact regional surrounding with economically
and socially more stable parts. In that way, significance and
position of Belgrade s metropolitan region would reinforce
not only in closer, but also in wider European frames.
c) Large
socio
economical changes, some in larger, some in
smaller scope, have affected during the last four decades,
the differentiating of activities which qualitatively
changed the structure of Belgrade s labor force. A trend of
restructuring to tertiary sector is present in the whole
national territory but his extent can be argued. With the
changes of scope and structure of the employed population
activities, paralleled by the changes in an income (whereby

activity sector as well as by an inhabitant), modified is a
position of Belgrade s agglomeration in industrial,
economical, social and spatial organization of Serbia, clearly
indicating the strong dominance of Belgrade in comparison to
the rest of the national territory. From the former primary
industrial center of Serbia, Belgrade has partly lost his
industrial significance in favor of tertiary sector, proving his
greater role as financial, business that is commercial center
of regional importance.
That Belgrade metropolitan is becoming a very important segment
in connecting functional integration areas and part of integral poly-
structural urban system of Southeast Europe have confirmed his
existing and valorized potentials and based on their analyses it can
be concluded the following:

In respect to demographic capacity (number of inhabitants),
Belgrade is in comparison to the other metropolises in the region
lagging behind Budapest only.

All the South Eastern European countries, including Serbia, during
these last few decades, have exhibited the phenomenon of
dominant city (namely, the first city in the hierarchy is much
larger that the second one, especially third and fourth) as well as a
lack of medium sized urban centers. All the national states have
undergone the polarization effects. Indicated process is logical
having in mind the fact that all these countries were centralized
with planned economy and with leading cities which were
functionally the most developed ones and because of that they
attracted the largest number of inhabitants creating a large
disproportion in the nation urban system. Pressure on the major
cities was partly alleviated the process of suburbanization, in the
one side (in Serbia this process started recently), that is, he follows
the pattern of the more developed SEE countries, and on the other
side, the decentralization of the metropolises alleviated the
reinforcement of other lower ranked cities, other local and
regional centers who attracted population of closer and further area.

All the metropolises in the region of Southeast Europe are
dominant over their national urban system due to their triple
function, as political/administrative centers, as
economic/growth poles and as transport/logistics hubs.

Economic structure of the metropolises in the region is a result
of their historical development, international pressures and
dynamics of the European integration. Economy of these cities have
undergone during the last few years a substantial economy
restructuring, moving from central planning and socialism to the
free market principles, that is a kind of liberal capitalism (in the

light of possible entrance to
EU),
which is defined by the laws ruling
in
EU,
while in Serbia these processes are existing more
spontaneously than planned.

By the parameter of overall GDP Serbia is competitive to Bulgaria,
does not lag far behind to Romania but it is far from Croatia,
Slovenia, Hungary and Greece. On the other side, GDP of Belgrade
still can not parry to the other metropolises in the region so in
respect of this indicator, Belgrade s GDP does not fulfill the second
and third criteria of MEGAs power (size and competitiveness).
Athens has a stable economic course mainly defined by the
country s

year old European Union and European Monetary Union
membership and economic obligations these entailed. Budapest is
going faster comparing to the other cities of the countries that went
through transition because Budapest entered
EU
before the others.
Belgrade will presumably have a much higher GDP in the future but
unfortunately that of course is not the only condition for a better
economic progress.

Belgrade s position is not followed by an
infrastructural
support.
Distances and remoteness are favorable but the quality of
infrastructure does not correspond to the needs and requirements
of the modern traffic (distances and quantities are not supported
enough by quality). Despite all of that, density of Serbian road and
rail network does not lag far behind the countries in the region of
Southeast Europe. The average density of roads per surface in the
region of SEE is
0.07
km/km2. Belgrade metropolitan shows values
above average and he is ranked with the best standing peri-urban
areas of Hungary, Slovenia and Croatia. Even better performances
Belgrade shows regarding densities of railway network where he
is equal with the most successful regions of Hungary. Connectivity
to transport terminal puts him to category of regions with the
higher degree of connectivity (less than
30
min.
is needed to reach
the destination wanted with a different type of transportation,
whether it is a railway station, airport or port), together with the
metropolitan regions of Athens, Bucharest and Budapest.

R&D system practically has no contribution to economic
development of Serbia. On the basis of the two indicators (highly
educated population in the total educated population and the
number of employed personnel in the R&D sector), Belgrade has a
good starting point even for the development of the knowledge
based society. In favor of that implies the data of Belgrade having
almost more than double number of highly educated population in
relation to, for example, Bucharest, which is indicative having in
mind twice as bigger demographic capacity of the Romanian
metropolis. By this parameter Belgrade is lagging behind only
Budapest and Athens. Also, Belgrade in relation to Serbia and its

national territory has almost double the amount of personnel in the
R&D sector and in comparison to
EU

average, it has three times
higher concentration of scientists. On the other side, slightly
unfavorable figures Belgrade has in relation to the Gross domestic
Expenditures on R&D (the expenditures that Belgrade and Serbia
are isolating for R&D are less than the
EU
average), which implies
to the insufficient role of state in the development of the Sector of
science and research in Serbia. Therefore it is necessary that
Belgrade and Serbia clearly define the Strategy for R&D,
according to the specific priorities and needs. That requires:
capacity building
Statistical surveys of innovation in R&D
System of indicators for science, technology and research
(S&T&I Indicators)- identification of available resources for
S&T development, as well as for development of economy
and society
Development of statistical system in S&T&I compatible with
OECD/EY/UNESCO/EUROSTAT standards
Based on this criterion about education level, Belgrade could find his
place in the system of European metropolises in the level of weaker
MEGAs, together with Sofia, Bucharest and Ljubljana and
perceptively with Budapest if he follows the optimistic scenarios in
regard to recovering of knowledge based economy.
