а не на Юге. Ни тогда, ни позднее, русское государство не победило
так же турок, чтобы «прорубить» и другое, южное, «окно в Европу».
Однако «северный путь» был вовсе не односторонним в российско-
европейских связях. Российское «освоение» протестантской Евро¬
пы и европейских ценностей при Петре Великом вскоре открыло
встречное направление: Европа, спустя несколько столетий, про¬
рубила свое окно на Восток, в Россию (страну „симфонии
-
гар¬
моничных взаимотношений светской и духовной власти, право¬
славной монархии). Таким образом обозначено новое европейское,
соответственно
-
евроазийское пространство, которое и поныне
формируется усилиями новых и новых поколений, чтобы соеди¬
ниться, интегрироваться как одно целое.
Страны постсоветского пространства представляют собой
своеобразную историческую общность, и когда нужно, действи¬
тельно такими представляются. Ведь они, прежде всего, соседи, и
хотят такими выглядеть. А в конце концов, когда нужно, они, без
сомнения, будут не только такими. Двенадцать стран, двенадцать
различныхх путей, внутренних и внешних вызовов
-
двенадцать
субъектов „созревает в своей независимости, самостоятельно¬
сти, суверенности. Это двенадцать все более различающихся, а не
уподобляющихся, хотя в сущности одинаковых, экономических,
политичких и иного рода систем
-
разделенных и в то же время
сохраняющих общность. А при этом все же среди постсоветских
стран нет и двух, которые бы имели полностью одинаковые систе¬
мы власти
-
у них только общая советская, и с Россией совместная,
история. Однако историю пишут те, кто у власти, а это значит, что
пишут, как правило, историю такую, какой прежде не было. Да, и в
политике, подобно как в изобразительном искусстве, каждая вещь
обретает соответствующие пропорции. В наступающую четверть
века и перестроившимся предстоит перестраиваться!
Resume
Reflecting the authors professional interests and in furtherance of
his previous works, this book is dedicated to the end of the Soviet Union,
to be more precise, the way they are viewed from the perspective of the
modern international politics and diplomacy. After the collapse of the
Soviet system and the world it controlled, Russia remains the only suc¬
cessor of the Soviet Union, a crucial focal point and space gathering the
utmost interest. Certain other countries that emerged on the ruins of the
USSR also draw attention to themselves.

The transit
from the Soviet State to the Commonwealth of Inde¬
pendent States, to Russia and independent sovereign republics, the new
values of democracy and market represents an exceptionally difficult
and unforeknowable process
-
something that had, in fact, never been
intended. The transition did not bring the newly established states of
the ex-USSR republics to the promised land . Historic changes for the
old and new world nations continue, followed by the big game .
The post-Soviet Russia borders with countries borne in the bosom
of the USSR, now representing its new surrounding , a new geopolitical
reality for Russia generating new and old challenges. Another political
reality, different from the one planned for, is developing in clashes in the
new post-Soviet space and far away from it. Therefore, it is not Russia but
its new surrounding as well
-
both of which are in the focus of the book
-
that are in the process of (re-)formation and
(de-)
stabilization, though
the same happens all over the world. New profound research is conducted
and more objective opinions are expressed on the collapse and breakdown
of the Soviet Union as a pre-requisite for understanding the future.
We are twenty-five years away from the time when it all began,
since the
perestroïka
of Mikhail Sergeyevich Gorbachev. Its worth lis¬
tening to the echo of
perestroïka
-
though quarter of a century behind,
it is still so much ahead of us. A new generation of people, new politics
and objectives have developed during this time, so that the objectives
could be clearly matched to the outcomes. Yes, the year
2010
marks ex¬
actly twenty five years since the time when the dearest word
-
pere-
stroika
-
was first pronounced. This word, possibly, appropriate, though
without doubt, destructive
-
is like a most powerful earthquake, such
as not another work ever pronounced before, changed the course of the
world history: the socialism is eliminated, the Soviet Union is destroyed,
half of the world and world system is in ruins.
It appears unrealistic, though it is a fact: the anniversary of the
globally important Soviet
perestroïka
has passed without being noticed
neither in the former Soviet Union, in its successor Russia, nor in the
foreign countries. The event was not marked by even the most modest
celebrations. The fact that the perestroika s jubilee was not celebrated in
Russia after such bitter losses and incomplete ascent from the abyss
-
is
understood. And the absence of any celebrations in the Western world
is, probably, explained by the global financial, economic, etc. crisis that
has been shaking the World down to rock bottom, dethroning the USA
relativizing all American absolutes and victories, and putting all things
in order. The USA need
perestroïka!

More than a year to the twenty-fifth anniversary of the
perestroïka,
in October of
2009,
the entire world
-

celebrated another anniversary on the highest level
-
the twenty
years of fall of the Berlin wall. It was a reason to pronounce a number of
laudable speeches on the perestroika and its author:

it, the wall would have likely never fallen down.
In
2011,
when the book The End of the USSR, and Russia
-
New
Russia Surrounding is to be published, will mark a most special date
related with the subject of the book
-
two decades since the time of ei-
limination of the USSR in Viskuli (Belovezhskaya Puscha, Belarus). That
ultimate act of perestroika staged by particular people in the Soviet dra¬
ma performance, was played in a chilly, snowy, though sunny winter day
-
December
8, 1991.
This event did not bring glory to Russia that is un¬
able to celebrate event its anniversary. However, at the same time there
was established and has been existing the euphemeric Commonwealth
of Independent States, which can be described as the Commonwealth is
(not) the Union , the CIS is (not) the USSR.
The book contents are focused on the collapse of the Soviet em¬
pire and it follows on the post-Soviet time of fall and renovation of
Russia, the unfulfilled idea of the Commonwealth of Independent
States, it makes notice of the independent paths and significant efforts
of the new states to deliver themselves from bondage and to reaffirm
as independent countries while pointing at the necessary historic cri¬
teria. The post-Soviet space accumulates energy, raw materials and
resources
-
the Eurasian future. Meanwhile, now the processes and
directions of development in the post-Soviet space are entailed with
more challenges and problems than solutions. Yet, larger and more
complex issues do not accept pre-set solutions, since their develop¬
ment is predetermined by history.
Military-political and economic integrations is moving from the
Atlantics and the European continent onto Russia and post-Soviet states.
To a smaller or larger extent they infiltrate into all post-Soviet states in¬
cluding Russia itself. So, may the pan-European or, better, Eurasian inte¬
gration take place. In the meantime, everything happening is assumed as
new temptation for Russia, as a new attempt to envelop it.
By the way, Russia, about three centuries ago, after victory over the
Swedes, via its Peters Burg axed a window to Europe in the North, not
in the South. Neither then nor later the Russian state would take over
the Turks to break another, southern window to Europe . However, the
northern path was far from being unilateral in the Russian-European
relations. The Russians opening of the
protestant
Europe and European
values during the reign of Peter the Great soon discovered a counter move:
Europe, after several centuries, axed out its own window to the East, Rus¬
sia (the country of symphony , that of harmonious relations between
secular and religious authorities, an Orthodox Christian monarchy).

Thus, the new European and Eurasian space, accordingly, was set; it is still
shaped by efforts of ever new generations and will ultimately unite and
integrate into a single entity.
The countries of the post-Soviet space represent a distinctive his¬
toric unity and, when necessary, they do appear this way. First of all, they
are neighbors and would like to be held as such. And, in the long run,
they would definitely act otherwise as well. Twelve countries, twelve vari¬
ous paths with their domestic and foreign challenges
-
twelve entities are
ripening up within their independent sovereignty. These twelve still dif¬
fer, they do not assimilate, though in essence they are alike with their eco¬
nomic, political and other systems
-
separated and still maintaining their
unity. And yet, among post-Soviet countries there are no two countries
with fully identical authority framework
-
they only share the common
Soviet and Russian legacy. However, history is written by people at the
helm of the state and they would normally write a history that has never
happened before. Yes, in politics, same as in fine arts, each article would
take a certain shape. In the forthcoming quarter of the century, even
those ones who have re-built themselves, will still have to be reformed!
