The present edition aims at revealing fiirther the essence of Russia s policy in Korea,
showing in what international situation and how it was implemented during the forcible
opening of Korean ports by Japan and Western powers and the aggravation of conflict over
Korea between Japan and China on the eve and during the Sino-Japanese war, showing
Korea s role in the Russo-Japanese rivalry in the Far East in the late 19th
—
early 20th
century.
The present edition is the first issue of the series Catalogue of Documents of the
Russian State Historical Archives on the History of Korea and Russo-Korean Relations in
the Second Half of the 19th
—
Early 20th Century. This book is the first work on
systematization of RGIA s (Russian State Historical Archives) documentary materials
related to Korea, many of which were never studied before.
The catalogue reflects RGIA s documents on the modern history of Korea and
international relations in the Far East mainly in the second half of the 19th
—
early 20th
century, i.e., since the time of penetration into the country of representatives of Japan,
USA, Western European states. Materials after
1910,
when the country became a Japanese
colony and Korea s connections with other powers were annulled, are quite rare in the
RGIA.
The catalogue includes descriptions of documents on Korea s home and foreign policy,
on the history of Russo-Korean relations from the beginning of the first border contacts
between Korean and Russian population of the Far East in the
1850-бОѕ
up to the
establishment of Japanese colonial domination in Korea in
1910;
on Russian diplomats,
military advisers and Orthodox missionaries activities in Korea. It does also insert detailed
annotations of documents on immigration of Korean population to Russian Far East, on
property and legal status of Korean immigrants, their main economic activities, conditions
and application of labour of Chinese and Korean workers in Russia, on participation of
Korean immigrants in Russia in national liberation movement of Korean people.
The work was intended as a guidebook, it should facilitate search of necessary
information and raise the overall efficiency of work as a whole. The publication of present
edition will introduce sources, which were not published earlier, to the academic audience.
The reference book consists of the title page, a table of contents, foreword, main part,
indices (of proper names, geographical, and a few thematically arranged ones), the editor-
in-chief

comments.
The foreword contains brief information on the edition, the main principles of
systematization and description of archival documents at the RGIA
—
an institution whose
records comprise a major archival unit (i.e., record group
560),
including its competence,
basic functions, and the specifics of office work.

The authors of the present work saw their main task in revealing documents containing
information on Korea, with reference to their structure, the generalized content of any given
kind of document, extensive summaries of sources, therefore while choosing specific record
group of archival documents, we did not proceeded from the hierarchy of institutions whose
records comprised major archival units. The order of processing the record groups for the
catalogue was defined in this case by the number and value of the documents contained in
any given record group for a chosen topic.
First of all, we decided to compile annotated inventories of the record groups containing
the main document files related to Korea.

Archives on the History of Korea and Russo-Korean Relations in the Second Half of the

General Office of the Ministry of Finance). Researchers always showed a keen interest in
the materials of that record group. It relates in particular to materials of the III (Secret)
Department of the General Office of the Minister of Finance, constituting the content of the
inventory

of this record group. The III (Secret) Department of the General Office of the
Minister of Finance has been founded in
1894
as soon as the question of constructing the
Trans-Baikal part of the Trans-Siberian railway through Manchuria arose. The III (Eastern)
Department was in charge of the office work concerning the policy of Russian government
and the Committee of the Trans-Siberian railway in the Far East. The construction of the
Trans-Siberian railway caused much discussion and demanded elaboration of many points
of Russian governmental policy in the Far East. The majority of these issues, for example,
those regarding the establishment of the Russo-Chinese and Russo-Korean banks and
conducting the eastern part of the Trans-Siberian railway through Manchuria, demanded
confidential office work and constant personal guidance of Minister of Finance
S. Yu.
Witte,
who played a leading role in defining the direction of Russian policy and in
the work of Russian diplomats in the Far East during the specified period, in particular
since May
1900,
when V.
N.
Lamzdorf was appointed to the post of Minister for Foreign
Affairs. That is why management of affairs concerning Russian interests in China, Korea
and Japan has also been assigned to the General office of the Minister of Finance as the
institution having the closest ties with Minister
Witte.
The indicated record group includes documentary materials not only about Russo-
Korean foreign policy and economic ties, but it also has some data on Korea s home and
foreign policy, the policy of Japan, the USA, Britain, Germany and France on Korean
Peninsula contained in detailed reports of agents of the Ministry of Finance abroad, reports
of diplomatic representatives (the copies transferred from the Ministry for Foreign Affairs),
correspondence of Russian authorities in the Far East with the General Office of Minister of
Finance.
The given inventory basically covers documentary materials for the period of
1887—
1917
and contains
1281
units of storage. Only those related to Korea were annotated and
included in present volume of the Catalogue.
In the process of viewing the inventory and units, the annotations on the revealed
documents have been made. While compiling the annotations, the authors specified the
general characteristics of each source (the number and title of each unit and documents in
it, its size, dates of materials, outward appearance and the language of the document), the
author and the addressee, the main subjects of the document with a summary of its content.
The language of document was not specified when documents in unit were only in Russian.
Annotations were systematized inside the inventory chronologically. The description of
documents in the directory closely imitates the traditional archival description.

The inventory includes units containing correspondence of representatives of the
Ministry of Finance in branches of the Russo-Chinese bank, reports of diplomatic
representatives and agents of the Ministry of Finance in England, France, the USA,
Germany, China, Korea, Japan and Persia. Correspondence discusses questions re the
construction and operation of railways in Korea and China, the prospecting and
development of mineral resources by foreign concessionaires in the Far East, the revision of
custom duties and trading treaties, the signing of loans, the construction of ports at the
Pacific coast, the navigation on the rivers of the Amur basin, the development of
telegraphic communication, the organization of educational institutions of higher and
intermediate education in Siberia, Far East, China and Korea, the foundation and activities
of the Russo-Korean, Central Korean and Mongolian national banks.
Correspondence contains information on revolutionary movement in China and Korea
(Tonghak rebellion), in Mongolia, on the actions of Russian diplomacy during the Russo-
Japanese war, on economic and political consequences of this war, on the conditions in
Korea after its annexation by Japan. Large groups of documents represent copies of reports
of board meetings of the Society of Eastern Chinese railway in
1895-1915,
reports on trips
of officials of the Ministry of Finance to the countries of the Near and Far East, including
Korea, maps and charts of geographical expeditions and surveys connected with the
construction of roads, ports, telegraph, cuttings and translations of articles from foreign
newspapers, draft manuscripts and proofs of editions of the General Office of Minister of
Finance concerning policy and economy of the countries of the Near and Far East.
