SUMMARY
The Czechoslovak republic was founded in October
1918
as one of the successor
states of the
Habsburg
monarchy. It declared itself to be a national state of „the
Czechoslovak nation, which was a denial of the existence of Slovaks as an inde¬
pendent nation.
The implementation of the idea of a Czechoslovak nation was enforced partly by
the circumstances in which the new state was established and partly by the nationali¬
ties which inhabited it. Only this idea could give the state-forming nation a majority.
The Czechs were justifiably apprehensive about the stance which the German po¬
pulation, unsympathetic to the idea of the new state, might take. Had Slovaks been
acknowledged as an independent, state-forming and governing nation, the Germans
would undoubtedly have claimed at least the same rights for themselves, as they
were undeniably a more populous ethnic group. There werre also concerns over the
low level of national awareness in Slovaks, which was the result of previous histori¬
cal development.
Slovak politicians were originally unreservedly positive in their evaluation of the
importance of the establishment of Czechoslovakia for Slovak national emancipa¬
tion.
But the differences in opinions in matters of religion, a different approach to politi¬
cal issues and mainly the dispute about whether the Slovaks are a nation or not, did
a lot to sour the relations at the very start.
This resulted in rising urgency of the so-called Slovak question, namely the need to
define the legal position of of Slovaks in the state.
The best solution to the Slovak question, in the opinion of the Slovak opposition,
was for Slovakia to acquire the statute of autonomy.
The main (although not the only) champion of the idea of Slovak autonomy was
Hlinka s Slovak People s Party
(HSLS).
To this end
HSLS
initiated three attempts at
enacting an autonomous statute for Slovakia, in
1922,1930
and
1938.
However, being
backed by only about a third of the Slovak voters, which nationally represented only
approximately

per cent, it stood no chance in suceeding.
The party was given its opportunity in mid

of the 20th century. The events tak¬
ing place in European politics had weakened the position of the Czechoslovak repub¬
lic and the central government was in need of consolidating the inner-political scene.
It is this period which is in the centre of attention for the author of this publication.
The publication covers the period between two turning points, the first being the
inauguration of
Eduard
Benes as President in December
1935
(whereby the sigrtifi-

cant role played by
HSLS
in his election is highlighted). The second turning point is
the declaration of autonomy in
Žilina
on 6th October
1938,
which was the fruition of
the political manifesto of
HSLS.
It also focuses on the attitudes of the Czechoslovak
government officials towards Peoples Party s requirements in the period in which
the party was growing ever more totalitarian and demonstrates the intransigence of
the government cabinets which contributed to the radicalization of the HSLS s politi¬
cal stances.
The author also mentions the foreign-political context of the Slovak question and
the attitudes of the neighbouring states towards Slovak national aspirations. In the
conclusion the author corroborates the assessment of the Slovak Social Democrat
Ivan
Derer,
who foresaw that autonomy would be only the first step on the journey
towards full independence. The author also asks whether such a development was
really inevitable. In his opinion, it cannot be ruled out that given a more sensitive ap¬
proach from the Czech party and more effective tactics from the Slovak advocates of
Czechoslovak unity, the idea of a Czechoslovak political (not national) unity might,

the long run, have won out in Slovakia as well.
