The relief of
Argeş
County has all the geo-morphologic units of the Carpathian and
Danube space. Altitude:

2.500
m. The natural elements, the historical monuments,
and the modern means of communication made
Argeş
County one of the most important
touristic areas of Romania.
The capital of the county is the city of
Piteşti,
situated at roads crossroads and
water courses intersection, where the fields meet the hills. The
Argeş
River flows to the
south, crossing through a mountain area and high and low fields before flowing into the
Danube in the vicinity of
Olteniţa,
south of Bucharest. From the spring to the Danube, the
Argeş
River has a length of
340
km
(140
km in the
Argeş
County) while the reception basin
total surface is of
12.550
km2. The
hydrographie
basin of the
Argeş
River has rich water
sources, represented by rivers and accumulations dams and underground water tables
(shallow and high depth water tables) which are sufficient for the users in this area.
The oldest testimonies regarding special arrangements for drinking water supply
date from ancient times, from the Gaeto-Dacian era. In Chapter
2
the ancient plumbingf
rom
the Gaeto-Dacian from
Cetăţeni
(2nd
-
1st centuries B.C.) are described. The archaeological
discoveries from
Barłogu
(the 9th century), Poienari Fortress (the 14th
-
16th centuries), the
Lordly Church from
Băjeşti
(the 17th century), the monastic settlements from
Tutaná
and
Cotmeana (tanks, ceramic pipes for supply, and also wastewater discharge installations)
demonstrate the concern for collecting, supplying, and storage of drinking water in the
Medieval Era.
The archaeological discoveries certify the constant concern for drinking water
supply, beginning from the 17th century, in
Piteşti
and especially for the area of the former
king s residence. At the beginning of the modern era, drinking water was obtained from
pumps and wells, yet the quality was poor. Big projects for drinking water supply were
initiated by the Town Hall in
1882,
when authorities decided to collect water from springs
located in
Valea Stâncii
area
(Trivale
Forest) and build of a water supply network. In
1884,
a
second drinking water source was commissioned, i.e. the springs located in the vicinity of
Saint Elijah Church. The Factory Franz
Walser
from Bucharest carried out the drilling and
construction works for the related aqueduct. Its delegate for carrying out the works was
the engineer losif
Matei Brâncoveanu.
The works ended in
1885
and had a total length of
3,363
meters.
A new phase in the development of the drinking water supply system was between
1897
and
1898,
this time the works being coordinated by Colonel
Alexandru Budişteanu.
The new drinking water source, alongside the ones from
Valea Stancei
and Saint Elijah
Church, was the one from
Podul Balasache.
The City of
Piteşti
has a centralized water supply system since
1908-1909,
the source
of water being the phreatic underground water table located in the terrace between
the
Argeş
and
Doamnei
Rivers. At the end of
1905,
Piteşti
Town Hall signed a contract
with Engineer W.H. Lindley for the development of the city s water supply system, who
implements a project in this respect. The project was figured out for
7,200
cubic meters
daily, with a foreseen execution in two phases. The first phase, designed for
3,600
cubic
meters per day, was carried out between
1908
and
1909,
following to subsequently
increase the quantity to
7,200
cubic meters per day in a second phase. Dr. Victor Babes
was appointed on behalf of the Superior Technical Council of the Town Hall to examine

1908
the construction works of the water reservoir
began (located in the formed
Papuceşti
Commune, currently Trivale District), the works
being concluded in
1910
under the supervision of Engineer
Moţoi.
The Drinking Water
Treatment Plant from
Mărăcineni
was commissioned and since the end of
1913
it began to
function day and night.
Between the World Wars, drinking water supply and sanitation works in
Piteşti
are
more intense. The Sanitation Service was responsible for building the sewers and the special
constructions drawn on layouts, under the reserve of potential changes that could have
occurred in the subsequent phases, according to the provisions of the tender documents
and based on instructions and detailed design that were supposed to be submitted in time
by the Town Hall to the Contractor. In
1928
the sewerage and drainage works at Saint
George Orthodox cemetery commenced.
Between
1928
and
1938
the distribution networks are extended accordingly. In
1938,
Piteşti
Town Hall set up, under the aegis of the General Direction for Communal
Exploitation Enterprises from within the Ministry of Internal Affairs, The Communal
Enterprises of
Piteşti
aiming at increasing the quality of the following services: drinking
water supply, sanitation, streets scavenging, communal baths, solid waste collection,
electricity, and gas.
During World War
2,
water installations were seriously damaged by bombings,
especially the drinking water pipes. The main damages were recorded on the passage
crossing
Argeş
River, on the Boulevard, in the vicinity of School number
3,
on
Cozia
Street, near the railway station etc. Although obviously the requests of the Town Hall and
especially of citizens were high, they could not be answered in that period.
The historical and technical research on the development of the centralized water
supply system of
Piteşti
between
1944
and
1990
shows an uneven evolution of the volume
and quality of installations compared to the consumers needs, mainly determined by the
community s economic interests. During this period the population of the this town located
on the confluence of
Arges
and
Doamnei
Rivers increased tenfold, while the industrial
areas got larger than the living ones. Contrary to public statements, most of
Piteşti
citizens
benefited of water only after the demand of the local and neighboring industry was met.
The second stage of water supply network (planned for
1981-1989)
was not
finalized in due time mainly because of employment of unspecialized labor and of some
inadequate equipment and materials. Mistakes were recorded due to design faults imposed
by economic reasons, lack of materials, and especially due to a disregard of the assembly
technology. These technical and management realities still need to be documented, in
order to ameliorate and replace the troublesome spots of this important water supply
network from Romania.
