SUMMARY
The book consists of two interconnected parts. In the first part,
general developments in the field of organized crime research are
explored, with an emphasis on both the definitional framework of
the phenomenon and the theories and models that provide the flesh
of the given framework. These theories and models are contextu-
alised within a paradigmatic debate on how to conceptualise and
understand organized crime as such. Scholarly research into organ¬
ized crime has almost always been exclusively linked to the states
endeavours to curb the phenomenon, and this is one of the reasons
why research discourse in this field oscillates among academic, po¬
litical, legal and media realms. The authors have made every attempt
to remain within the confines of the academic discourse, although
occasionally the need to borrow from other areas arises. This is espe¬
cially the case with the chapter on the Dutch conception of organized
crime, although, even there, the exposition builds fundamentally on
social-scientific and criminological knowledge.
The authors conclude the first part of the book with the claim that
the organizational conceptionof organized crime is not applicable
anymore, the main reason being the growth of illegal markets after
1989.
These gave the opportunity also to minor and/or less conspicu¬
ous players, whose activities, in addition, covered both sides of the
legal/illegal divide. This does not mean, though, that this particular
conception has to be abandoned completelyjon the contrary, it should
be properly combined with other conceptions which conceive of or¬
ganized crime as a specific sort of business enterprise that requires
the involvement of a larger number of actors who exploit available
channels of information, contact and logistics. Due to the scope and
complexity of these network relationships, however, we consider the
organizational approach a convenient departure point for further
analyses of particular segments of these networks.
The second part of the book provides the outcomes of qualitative
empirical research into Czech organized crime, the first of its kind

in the relevant literature. Research questions wereformulated in such
a way that the findings would offer a general overview of the subject
matter. The main sources of data were interviews with law enforce¬
ment and criminal justice bodies, which were further subjected to
focused qualitative content analysis, as well as media outputreporting
on individual criminal organizations. In-depth answers to the stated
research questions are to be found in the concluding, analytical part
of the book. The most fundamental question running through the
entire book is the following: Is it possible to define Czech organized
crime ? If yes, then what are its main features?
The resulting answer has a two-level structure. The collection
of organized crime groups within Czech territory quite naturally
includes groups which are exclusively or predominantly of Czech
origin. These groups can be categorised into five types depending
on their level of criminal sophistication. Also, even within foreign
organized crime groups some Czech element can be identified. Still,
the fact of the presence of these Czech groups on Czech territory is
not a sufficient reason to employ a freestanding concept or analytical
category of Czech organized crime that would carry meaning and
content similar to its well-established ethno-territorial counterparts
such as Albanian organized crime , Italian organized crime or Rus¬
sian-speaking organized crime . These terms could be understood in
the sense of nomenest omen as regards the geographical and ethnic
dimensions of organized crime research. As such, they occupy the
same level of generality as the very term organized crime .
By contrast, there is no such substantive basis available in the case
of the term Czech organized crime . The analysis provided in the
book suggests that Czech organized crime groups tend to represent
the consequence of a cluster of external and contingent influences,
rather than some purposeful scheme focusing on long-term sophisti¬
cated illegal activities. Czech organized crime may thus be construed
as a specific geographical or ethnic variation on the general phenom¬
enon of organized crime , not as a self-contained category defined by
common denominators such as widely respected hierarchy, rules of
recruitment and territorial control. In other words, Czech organized
crime cannot be defined as a social system. On the contrary, it is rea¬
sonable to believe that Czech organized crime groups emerge within

the structure of corruption networks which provide the scope for all
sorts of enterprise .
With respect to the aims of the book, the authors conclude that,
despite certain methodological difficulties, both the key research
question and several sub-questions are answered. The relevance of the
outcomes of the research is reinforced by the data obtained through
interviews with members of law enforcement and criminal justice
bodies, as well as through informal discussions with representatives
of the underworld . Due to the specific character of the group of
respondents, however, further research in this direction needs to be
carried out in the foreseeable future in order to avoid both the limita¬
tions of a particular kind of discourse and the danger of an incom¬
plete social representation of the concept of Czech organized crime .
Further extension,
triangulation
and analysis of the data will be nec¬
essary in subsequent phases of the project. Two aspects are promising
here as regards a deeper understanding of the phenomenon: first, the
possible partial verification of the results presented in this book; and,
second, the deepening of, and greater connection between^scholarly
and society-wide discussions on the causes, manifestations and con¬
sequences of Czech organized crime.
