Background on the Japanese American
Internment Camps
1.
Japanese American Internment in World
War II: An Overview
13
Midori Takagi
During World War II, Japanese Americans
were forced to relocate to internment camps
in often very remote areas. Their lives were
disrupted and they faced many challenges in
the camps.
2.
Many Factors Influenced the Government s
Decision to Open Internment Camps
21
David M. Kennedy
Anger and bitterness over the Pearl Harbor
attack were only a couple of the reasons
behind the opening of internment camps for
Japanese Americans. Others included fear of
sabotage, racial stereotypes, and even the hope
of economic gain.
3.
Executive Order
9066
Clears the Path
for Japanese American Internment
29
Franklin D. Roosevelt
In February
1942,
US president Franklin D.
Roosevelt gave military commanders the abil¬
ity to designate districts from which people
might be excluded or find their rights limited
in order to reduce the threats of sabotage
and spying. His order made it possible for
West Coast commanders to begin to remove
Japanese Americans.
4.
A Notice of Exclusion for Japanese
Americans in San Francisco
33
John L.
De Witt
Japanese Americans on the American West
Coast faced evacuation because they lived in
regions designated as being of military impor¬
tance. They were notified of this by the post¬
ing and distribution of notices such as the one
reproduced in this viewpoint.
5.
Life in the Relocation Centers
39
Caleb Foote
A writer for a pacifist organization describes
the nature of life in the internment camps in
1943,
noting the barren landscapes and unap¬
petizing food as well as the poorly paid work
done by many internees.
6.
After a Long Struggle, Survivors of the
Camps Received Official Redress
49
Japanese American National Museum
Decades after the internment camps closed,
activists and politicians sought both offi¬
cial apologies for the camps and monetary
compensation for the internees losses. Their
efforts were rewarded with the Civil Liberties
Act of
1988.
7.
Some Survivors of the Camps Seek to
Preserve Them as Memorials
57
Justin Ewers
More than sixty years after the camps were
closed, some who were interned there, as well
as historical preservationists, are trying to
raise funds to turn some of the camps into
memorials to those difficult days.

Controversies Over Japanese
American Internment
1.
Internment of Japanese Americans Is
Necessary and Justified
63
San Francisco News
Just as the evacuation orders were released,
editorial columnists at a San Francisco news¬
paper asserted that Japanese Americans must
understand that internment is necessary
because of the danger of sabotage, and that
the federal government will look after intern¬
ees while they are away.
2.
Blame-shifting and Wartime Hysteria
Led to the Relocation of Japanese
Americans
68
Roger Daniels
A historian argues that few experts in military
intelligence feared sabotage or spying among
Japanese residents. Instead, concern over
Imperial Japans military advances in the win¬
ter of
1941-42
and the desire to find scape¬
goats contributed to a sense of hysteria and
caused officials to resort to internment.
3.
A Politician Claims the Internment Camps
Were Justifiable
74
Katherine
Bishop
By
1990,
the US government had issued
an official apology to the victims of the
internment camps and agreed to provide
compensation. One California politician
objected, claiming that the camps were simply
relocation centers and that they were militarily
justified. He asserted that schoolchildren
should not be taught otherwise.
4.
Returning Home Was Difficult for Many
After Release from the Camps
79
Page Smith
The bans on people of Japanese descent liv¬
ing in the military exclusion zones of the West
Coast were lifted in
1944
and
1945.
But many
who tried to return home found it difficult to
obtain housing and jobs, or to regain property
they had lost.
5.
The Supreme Court Decides That the
Relocation and Internment of Japanese
Americans Is Constitutional
90
Harlan F.
Stone
In June
1943,
the US Supreme Court reached
its decision in the case known as Hirabayashi
v. United States. The justices determined that
relocation and internment were constitutional
acts in a time of war, even if they might also
reflect racial distinctions.
6.
The Supreme Court s Decisions
Supporting Internment Were Rightfully
Overturned
101
Kermit
L.
Hall and John
J.
Patrick
In
1983,
the Supreme Courts ruling in
Hirabayashi v. United States was overturned.
7.
Many Japanese Americans Demonstrated
Their Loyalty Through Military Service
107
Ronald Takaki
By the end of
1942,
the US government made
it possible for Japanese Americans who were
citizens to serve in the armed forces during
World War II. More than thirty thousand did
so, some claiming it was the best way for them
to show their devotion to their country.
8.
Some Japanese Americans Were
Insulted by Demands for Loyalty and
Calls to Serve
117
W. Dale Nelson
Internees who refused to be drafted into the
armed services recall their experiences. Even
though some faced terms in military prisons,
they continued to hold that their constitu¬
tional rights as citizens were being violated by
relocation and internment.

Personal Narratives
1.
The Uncertain Weeks Following Pearl
Harbor
123
Yoshiko
Vàlida
An author describes how, in the aftermath of
Japans attack on the US naval base at Pearl
Harbor, Hawaii, on December
7, 1941,
her
family faced an increasingly shaky future.
Her father was quickly detained as a potential
enemy sympathizer.
2.
A University Student Adjusts to
Internment
131
Charles Kikuchi
A student recalls how he was forced to stop
his graduate studies at the University of
California, Berkeley, and join his family in a
relocation center placed among horse stalls at
a racetrack near San Francisco.
3.
A Married Couple, Separated by
Internment, Tries to Maintain Hope
141
Hanaye and Iwao Matsushita
Through letters censored by officials, a couple
who were
Issei,
or first-generation Japanese
American immigrants, seek to console and
encourage each other as well as provide infor¬
mation about daily life. They were far apart;
one was interned in Montana, the other in
Idaho.
4.
Recalling the Camps More than Fifty
Years Later
148
Reiko Oshima Komoto
Writing in
1997,
a Japanese woman recalls
how, at the age of ten, she and her family were
removed to a racetrack in Northern California
before being shipped to an internment camp
in Utah. Her recollections include descriptions
of the camps themselves and the temporary
separation of her family.
