SUMMARY
In this report, the process of establishing governmental borders of divided
cities is examined. It deals with the examples of
Těšín,
Gmünd-Ceské Velenice,
Komárno, Ostřihom-Parkán
(Štúrovo),
Görütz-Zgorzelec, Berlin and Nicosia.
Through these examples, the positive and negative results of these separated regions
can be evaluated.
Following the division of the Tesin region in
1920,
the disintegration of the old
regional structures brought forth a new challenge to both centres of succession
—
Polish
Cieszyn
and Czech Tesin
-
to create their own new backgrounds tied to the historical
tradition. Neither of them succeeded in achieving the declared objective in spite of all
possible official support.
As time went by, the perception of the Czech Tesin region gradually narrowed
down to the immediate surroundings of the town itself. The Tesin region broke up into a
number of smaller regions concentrated around individual towns (e.g. the Havirov,
Frýdek, J
ablunkov,
Karvina,
Třinec
and Ostrava regions, etc.)
In the last years of the First World War the disputes between the Polish,
German and Czech political representation in the region, concerning the vision of the
future of the Tesin region and its natural municipal centre, became more acute. After
the defeat of the Central Powers, the Czechs considered the Tesin region to be a part
of the historical Czech lands, the Poles came forth with the requirement that it be
joined to Poland on the basis of ethnic and linguistic factors and the Schlonzaks
preferred the territory to remain in the former monarchy
—
in any case, they supported
the inseparability of the historical territory.
Neither the local representations nor the Polish and Czechoslovak governments
were able to come to an agreement regarding the issue of the border. There were
frequent and sometimes even bloody conflicts and the matter of the border was solved
by the arbitrary decision of the conference of the ambassadors of the Allied Powers on
28th of July
1920,
when Tesin was divided. The historical part of the town went to
Poland and the industrial part with the railway of the Kosice-Bohumin line went to the
Czechoslovak Republic. This paper follows the reactions of the time concerning the
division of the town and reflections on its future.
On 28th July
1920
a conference of the ambassadors of the allied powers
decided on the division of the Tesin region between Czechoslovakia and Poland.
The course of the border was stipulated. It was necessary to demarcate in
detail the described border-line and precisely, visibly and permanently mark it on the
ground, draw it on maps and describe it exactly. An international delimitation
commission was appointed for this purpose. Only a basic description of the border
course was made and it was necessary to adjust it to local conditions. Ground
conditions and economic factors could also influence it.
After the termination of all ground work, final border-line documentation was
drafted, which consisted of the following parts:

A collection of maps and documents called an overall border record in
summary is stored in the Central Survey and Cadastre Archive in the Fund of Survey
Fundamentals. It requires individual treatment.
As a result of the division, Czechoslovakia received
1,273
km2, i.e.
55.6 %
of
the territory, and Poland received
1,013
km2, i.e.
44.4 %
of the territory.
From the total number of
215
municipalities,
122
municipalities went to
Czechoslovakia and
93
went to Poland.
The town of
Cieszyn
was divided. The part lying on the west bank of the River
Olza
became part of Czechoslovakia and the part on the east bank came under Polish
control.
The presented study deals with the influence of transport infrastructure
construction on the development of the town of Tesin before the First World War.
From the early Modern Age, the Tesin region was a strategic area, which formed a
communication bridge between Moravia, Hungary and Poland. This could be seen in
the early construction of modern highways and railways. Unlike a number of other
Moravian and Silesian towns, Tesin entered the 19th century linked to the main
highway network. With regard to Tesin s strategic position, a rail link was considered as
early as the mid-19th century. In the course of the second half of the 19th century, the
town became a significant railway junction
(Košice-Bohumín
line,
1868;
the Moravian
-
Silesian Line of Kaiser Ferdinand s Northern Railway,
1888;
Tesin-Ostrava local line,
1914).
The concentration of the transport infrastructure markedly influenced the
economic, demographic and social changes of Tesin in the second half of the 19th
century. The processes of transformation brought about a need for a new zoning plan of
the town, distinguishing the industrialized left bank of the town and the right bank
administrative and cultural centre. This gave a basic character to both towns of
succession, originating by dividing Tesin after the First World War.The presented paper
deals with the urban and the architectural development of
Český Těšín.
The very
beginnings of the urbanization, when the core of an independent town was formed in
1920,
included also the period from the 19th century until the end of the Austrian
Monarchy. In that time the basic components of the residential unit were founded: the
railway station, the line of a single track, the communication axes towards the historical
town on the opposite side of the river
Olše
and the built-up area between the river and
the railway station. After
1920,
Emily Leo, the German specialist for the urban
planning from Brno, designed the ideally conceived plan of the town development that
has not been fulfilled. In the 20s and 30s the new functional, residential, administrative
and additional building units were formed around the core of suburb without any
urban design. The development included a town hall, school buildings, hospital,

churches, cemetery, slaughterhouse and especially the residential buildings of various
types and sizes. The paper seeks to connect these building activities with the trends
that prevailed in the interwar Czechoslovakia.
Before
1920,
the town of
Český Těšín
formed the left-bank part of the town
Cieszyn.
It was a commercial district, containing mostly light industries. After
1920,
when the new town was founded, these businesses greatly began to expand. The main
industries that developed here were primarily printing, woodworking, construction,
engineering and food production. The most important companies which represented
the various sectors were Prochaska s printer, the Mundus-Kohn bentwood furniture
factory,
Eugen Fulda s
architectual firm and Glesinger s saw mill. Various other minor
trades also developed here, and sales networks greatly expanded, which was very
important for the town.
Simultaneously with the division of the Tesin region between Czechoslovakia
and Poland, the centre of the region, the town of Tesin, was divided as well. The part
of the town located to the west of the River
Olza
with the railway of the Kosice-
Bohumin Line, named Cesky Tesin, became also the administrative centre of the
political district, consisting of the judicial districts of Cesky Tesin and Jablunkov. The
population grew rapidly and in
1930
it stood at
10, 554
inhabitants, out of whom only
a quarter were born within the town. The town was nationally mixed. The number of
people of Czech nationality markedly increased
(42%
Czech and
31%
German in
1930).
The religious composition was also relatively varied
(67%
Roman Catholic,
23%
Protestant and
9%
Jewish in
1930).
The so-called Schlonzaks, who spoke the Polish
language but did not consider themselves to be of Polish origin, had a relatively strong
representation. Josef Kozdon, their leader, became mayor in
1923
with the support of
German political parties. Cesky Tesin was a significant administrative centre, through
which the young Czechoslovak State established itself in this nationally mixed region.
It was also a centre of Polish and German nationalist activities, which were often
greater than the rest of the region.

Determining the official names was done according to ratified statutory
regulations and previously set procedures. In establishing the new official name of the
municipality of the left bank, Czech
Těšín,
under the jurisdiction of Czechoslovakia,
based on archival materials from the Ministry of the Interior, we can follow this
difficult and fairly long-term process. This process concluded with the ratification of
the official name
-
Český Těšín,
which reflected contemporary opinions and the

viewpoint of the relevant authorities, as well as the tendency of the newly-formed
country in ethnic issues.
The division of the town of
Těšín
by the creation of a new border in
1920
raised the question not only of the name of the town lying within the new
Czechoslovakia but also its coat of arms. The leaders of the new town had already
started dealing with this problem a year after the division of the town, and with the
cooperation with the Home Office archive this issue was resolved in
1927
when the
Home Office finally decided that Czech
Těšín
would have the right to use a coat of
arms similar to that of the Polish town
Cieszyn.
This study deals with the 8th Infantry Regiment
„
The Silesian and its
particular battalions, which were established in
Český Těšín
during the First RepubHc.
It describes the location of the Czech
-
Těšín
garrison, housing, life of the soldiers in
peacetime, cultural events and how the military post participated in the social life of the
town. Among other things, the article discusses the mobilization in
1921,
the public
activities of the Army Days in
1934
and also describes the relocation of the III.
/8
battalion and later the II./8 battalion. In
1935
the II. Battalion of the 40th Infantry was
moved into the town, and briefly participated in its public life. A few years later the
mobilization took place and the garrison force was relocated to
Valašské Meziříčí.
The
article describes these events based on previously unpublished archive material and
contemporary newspaper articles.
The beginnings of the foundation of the Borromeus convent in Tesin will be
found in the outbreak of the cultural struggle in Germany at the beginning of me
1870s. The convent in Tesin became a place of refuge for the sisters expelled from
Germany and the maternal convent for all Austrian branches.
The beginnings of St. John s House stretch back to
1893.
A lot under the land
registry of
Kouty
by Tesin was donated to the Borromeus sisters by Archduke
Albrecht.
The construction was to be planned and designed by
Ludvik
Zatzka, but
was, in fact, never carried out. A rather small community care home designed by
Antoni Jonkisch
was built in Frydecka Street in
1902-1904.
During the First World War St. John s community care home served as a
hospital for the Red Cross. The injured and ill soldiers were treated in the branch
hospital.
After the war an independent Czechoslovak province with a provincial house
in
Mesto
Albrechtice
was created and St. John s community care home thus fell under
the Czechoslovak province.
After the occupation of the Tesin region by Poland in
1938,
the house was
attached to the Polish
Cieszyn
convent.
In
1946-1948
it served as a Home for Aged Ladies and Students Residence.
However, the authorities sought to have it transferred to
Komorni
Lhotka,
which
happened in the end in September
1953.
In
1969
the home was handed over to the
administration of the National Committee and the congregation terminated its activity
here in
1983.
