The book Documents of the
Vinkovci
District and Municipal Authorities,
1945-1947
is the first book in the Library Documents , published by the National
Archives in
Vukovar,
containing a selection of material from two archives hol¬
dings: District People s Liberation Committee of
Vinkovci,
1945-1962
(District
People s Committee of
Vinkovci)
U9 and Municipal People s Liberation Commit¬
tee of
Vinkovci,
1945-1952
(Municipal People s Committee of
Vinkovci) }™
The said material, resulted primarily from the activities of People s Committe¬
es and their subordinated bodies, as key administrative bodies of the Socialist Dis¬
trict and Municipal authorities151, but also of other bodies and authorities as well,
with which they corresponded and collaborated in their daily dealings (various lo¬
cal national committees, departments and bodies of government in the Region of
Slavonia,
Osijek
District along with Republic and Federal bodies and authorities
and a lot of others), presents a review of social, political, religious, economic and
cultural circumstances in the town and district of
Vinkovci,
in the first years after
the end of World War II, marked by the establishment of socialist (communist) rule
and its convulsive attempts to find solutions to numerous and difficult challenges it
was facing.
It should be noted that this book is a kind of continuation of the book of
almost identical title Documents of District and Municipal Authorities from
1945
to
1947 ,
published by the National Archives in
Osijek
in
2007,
at the time when
the Archives Collection Center in
Vinkovci,
which keeps the said archives holdings
i.e. materials they contain, was under its control.152

By the end of
2008,
i.e. at the beginning of
2009,
there was a separation regarding the
issue of territorial competence for archive services between the National Archives in
Osijek and the newly established National Archives in
Vukovar
when the National Ar¬
chives in
Vukovar,
as a parent National Archives within the region of the Vukovarsko-
srijemska County, became responsible for the Archives Collection Center in
Vinkovci.

Thus, in the book which is in front of us, we expose unpublished documents
from identical holdings i.e. series153 just like in the case of documents presented in
the first book.
We also wish to point out that our major motif in deciding to continue with
publishing the materials from the said holdings was an exceptional importance
these materials have for any serious and studious research of the recent past of
Vinkovci
and its surroundings.
Documents are presented in their original form, with all the errors (orthogra¬
phy, grammar, lapsus calami, unnecessary orthographic signs, underlined words,
headings written with capital or lower case letters and alike).
With the words which are obviously wrongly written in the original document
(not so much regarding orthography but rather in technical sense
-
lapsus calami)
and in the cases where it is evident that a word is missing, without which the
sentence, which does not contain it and it should, has no sense, angular brackets
were added in the transcript with relevant corrections.
Certain sections of the text (sentences and words) which could not be read
were marked with:
[?].
At the beginning of each file, there is a document ordinal number in this book,
then a short brief (written in bold letters), followed by the contents of one or more
documents and at the end, below the dotted line, name of the holdings, file
(protocol) number and year (all written in italics).
If several documents are presented about the same subject or they were filed
in several administrative departments, there is a full line between them to indicate
who had access to these kinds of files.
