PREFACE
Through the different survey s I came to conclusion
that
Istog
municipality is one the Kosovo locations where
a systematic state terror has been exercised during Serbian
-Montenegrin and communist regime, but recently also
from post communist regime of Slobodan Milosevic.
The objective of Serbian
-
Montenegrin regime from
the occupation of Kosovo in the autumn of
1912
until June
of
1999,
was physical elimination of Albanians, deporta¬
tion outside Kosovo and change of national structure of
population in the favor of
non
-
Albanian population.
The
Istog
municipality, at the time of invasion from
occupant armies of Serbia and Montenegro at
1912
had
18
thousand inhabitants,
90 %
of them belonging to Albanian
nationality.
At the time of census on
1921
done by Serbian Croa¬
tian and Slovenian Kingdom, this municipality had
20.159
inhabitants, only
5.658
inhabitants belonged to Serbian
and Montenegrin nationality. Between two World Wars
from
1918-1941,
by state strategy compiled in Belgrade,
hundred of colonial families Where placed in this muni¬
cipality, testifies Serbian author Dr. Milorad Obradovic. In
this book their family names and location were they have

bwwn situated are evidenced. Colonial families were
mostly of Montenegrin villagers. With this act for
20 %
the number of Slavic population increased at this small
Kosova
municipality. The most dreadful acts occurred at
the autumn of
1912,
when from the first time after Balkan
War of the same year, armies from Serbia and Montenegro
breakthrough. Much more terror occurred by the end of
First War World, at the autumn of
1918,
than at
1944,
when the Serbian
-
Montenegrin regime was back in
Kosovo in the name of the communism era.
Systematic state terror has been exercised during
military and ideological regime of Rankovic in the period
of
1945-1966,
targets where big and rich families of
Albanian Resistance and of course intellectuals, teachers
and Albanian professor s. After the Albanian Resistance
reacted against terror organizing students manifestation on
1981,
Belgrade regime took all the measures to undo
Kosovo autonomy based on the principals of the Federal
Constitution and
Kosova
Constitution of
1974.
At
1989
communist regime of Serbian nationalist lea¬
der Slobodan Milosevic, in the municipality of
Istog,
fired
from their jobs all Albanians, dispatched from schools all
Albanian pupils, arrested many Albanians activists
,
and
executed to many parents and pupils who defended
Albanian school in
Uçë
village.
Meanwhile during the war in
Kosova,
from
1998
until
1999,
more than
300
Albanian civilians are killed, woun¬
ded and disappeared, and about
70 %
of Albanian houses
have been set on fire.
Serbian military forces during March and April of
1999,
while the NATO air strikes bombed Serbian military
targets, expelled from
Istog
municipality all Albanian

population,
including Roma and Bosnian Community that
refused to join the regime.
Based on the recent survey as well as in a Serb
document, during the war period, in this municipality,
about
300
Albanian civilians in
Istog
and
Banja
vicinity
where taken as hostages.
After NATO and
KLA
deployment on June
12,
more
than
90 %
of deported population turned back in a massive
way. Population of this municipality was deported in
direction of Montenegro and Albania.
At the
Istog
municipality, village
Cerrcë
is famous, not
just for being a hometown of historical President of
Ko¬
sova
Dr. Ibrahim
Rugova,
but also notorious for many per¬
sonalities of scientific and educational life such as valiant
Selmán
Kadrija,
Çeta
and Shatri brothers, Lesh Gjon
Lleshi, Ndue Perlleshi, Feriz
Boja, Bajram
Gashi, Elshani
brothers,
Rame Alia,
Bardh Isufi, etc. Their deeds, perso¬
nalities and biographies are presented in this book.
This municipality lies in the most western part of
Dukagjini Region.
In the north has a boundary with Serbia, in the
Tutina
municipality, in the northwest with Montenegro, with
municipality of
Rozhajë,
down at the edge of cross border
at Zhleb of
Kulla,
in the southwestern part,
Drini
і
Bardhë
river put a boundary with
a Peja
municipality, and the river
Kujafq puts the cross border with
Klina
municipality on
the southeastern side, and in the east the same river divides
it with administrative cross border from Drenica Region.
In the territory of this municipality flows river
Drini i
Bardh, the longest and biggest river of
Kosova
and Alba¬
nia, that derives in the Radac north of
Peja,
and flows out
into Adriatic Sea at Lezha, Albania.
Istog
owns a river
spring used for a potable water and irrigation of the fields.

From this spring flows out

meters of cube for a se¬
cond. Other great spring sources are those from river
Vrella and Kujafqi deriving in the east of Syrigana village
in the cross border with
Zubin Potok
in the direction of
Mitrovica. Near
Istog
river is located the lower top flight
in
Kosova,

meter top flight. The highest peak
of
Istog
Mountains is Black Peak over the
Cerrcë
village,
with
2.155
miles of height. The loamy ground irrigated in
continuity, enables development of agriculture.
Corn, wheat, but also fruits and vegetables
ч
/ell-known
all around
Kosova
are cultivated. Mountains of this muni¬
cipality lying in the northern side are enriched with indu¬
strial trees, Christmas tree s, beech but also with grass for
sheeps and cows.
In the region of the municipality is located the most
famous thermal spa in Kosovo, well
-
known for warm
and curative water prevailed since from the age of ancient
Rome.
The region in the Easter part to the village Tuqep,
Be¬
lice
and Osojan with vicinity, is rich with lignite, part of
the lignite pool of Dukagjini Region.
In the
Banja
village is extracted a type of marble
called Onyx, that in the ancient time was even exported to
Europe and USA.
After the
1980
in this municipality an industrial slack
is evidenced.
Industry for woodwork operating within Radusha
company was ruined, agriculture combines within
Du¬
brava
also were destroyed. Vineyards of Lubova were
destroyed. The factory of the elaboration of the synthetic
fibers in
Istog
and factory of the elaboration of the metallic
pieces of machines in
Dubrava
where also ruined.

Postwar positive results are achieved in the house re¬
constructions, in the road infrastructure, in the recon¬
struction of the water supply, water pipes, and in building
of the power stations, distinguishing this municipality from
others in Kosovo. Most of this constructions and recon¬
structions are being made with the support of international
donations.
Distinct is construction of the road
Istog-
Vrelle- Ra-
dac, in the direction of
Peja
and
Rozhajë,
road alongside
Lugu
і
Drinit, road for Dobrusha thought Lluga and Llu-
kafc of
Begu.
With the privatization process economy and
tourism of the motel Trofta increased. Trofta became a
synonym of the natural beauty of the
Istog.
Also some
other private companies like Maco^ and
Graniti
advan¬
ced.
Historically, ancient localities by arcelogical digging
are evidenced to have existed near the mountans of
Istog,
from Syrigana in the East to Sudenica in the West. Near
these mountans even today are traces of this localities,
vestigium of the old road, a wing of the ancient road Via
Egnatia, actually a western wing coming from Adriatic Sea
in Montenegro, has passed through Plevle and went in the
direction of Mitrovica and Podujeva up to Nish, in the no¬
wadays Serbia. In these locations we also find traces of the
old nilyrian Roman churches belonging to the catholic
religion. After the turkish invasion of the Balkans,
maggior
part of the albanian population in this municipality conver¬
ted to
muslim
religion. Families belonging to chatolic reli¬
gion are located in the Gurrakoc.
Bosniac
community is
contentrated in the Dobrushe village.
Actually
Istog
municipality estimates to have about
70
thousand inhabitants.
