Summary
The beginnings of
Pula are
wrapped in the myth, legend and mist of the bygone
days just because we like the legend. Polai, the city of fugitives , is certainly related
to the Argonauts and the Colchians as well as to the Golden Fleece story. The leg¬
end, therefore, determined the historical destiny of the city as a shelter for fugitives
and refugees or a place with the constant and considerable fluctuation of people,
customs, cultures and visions. The partial departure of old citizens and the arrival
of new ones in relatively short periods of time has been throughout history, and till
now, a turning point without precedent in case of social structures and a decisive
factor of change and transformation in case of cultural atmosphere in the entire
urban community.
During the long historical period,
Pula
has been visited by the New-Testament
Horsemen and struck with the hooves of their wild horses, reminding the locals
of how their lives are short and fragile. Their rampage around the city brought so
much agony, pain and demolition to local people but it also strengthened the will
for life among the survivors. What maintained the city of
Pula
during its three-
millenium-long existence refers to the fact that the generations of people could
not resign themselves to the consequences of turning points. So, illness, famine
and death, seen for a longer period of time, were equally strong routers of local
people s mind-sets and organisers of their life-styles. The Horsemen actually en¬
couraged the activities of communities and individuals to produce history

history of city and people.
Turning points did not occur only during the city decadence, they also occurred
during the strong takeoffs. The ancient citizens called the city the descendant of
Rome from time immemorial and by dignity . The Byzantine rule for more than
two hundred years meant peace, progress and prosperity here. The shine was not
taken out of the city for a long period of time, which might have contributed to its
maintenance.
The arrival of the Francs considerably changed the significance of
Pula
and also
divided the locals, just as each subsequent government did, directing them mutu¬
ally. Disunity in the vision of future.
In the 1430s,
Pula
recognised the Ducal rule and, thus, gave up the ideas of its
freedom and independent development for the next

years. The decline of Ven¬
ice and the arrival of Austria and France in the late

and the early 19th century
marked the beginning of a new period in the history of the city of
Pula.
Adminis¬
trative changes did not more considerably affect the development and prosperity
of the city although people started noticing the traces of some new civilization
winds, born in the civil revolution.
It was possible to get the city off the development hopelessness, apathy and ex¬
haustion only by a miracle. And it did happen when the Emperor decided to pro¬
claim

the main naval port in the
Austro
-Hungarian Empire. So, its entire rise

not just economic

began, the rise that could not be remembered even since

and 2ih century. At first, this process was a bit slow but then became faster, longer
and stronger. The Emperors decision to proclaim
Pula,
not Trieste, the main Aus¬
trian naval port meant a fateful and crucial step in the history of the city. The city,
whose existence had been miserable for centuries, got its historical chance.
All the later declines, caused by wars, epidemics, emigrations, government and
system changes, made the development slower but they did not stop it. The peri¬
ods of wars, pandemics, epidemics and famine were seen as the crucial points of
historic deterministic chaos as well as the sources of turning points, particularly in
so small and fragile urban communities such as
Pula
used to be. Some changes in
Pula
can be, therefore, understood both as a consequence and a cause of chaotic
declines and unfulfilled possibilities and wishes. The changes that would mark the
city and its citizens for a longer period of time, affecting the specific and recognis¬
able mind-set of the people, their way of living, customs, considerations about life,
culture, language and economy, i.e. everything that is called identity. During its
one-millenium-long history,
Pula
has experienced the continuity in emigration as
well as the continuity in losing its inhabitants, in order words the discontinuity. The
loss of local people (epidemics, famine, war, exodus) also means the discontinu¬
ity in the process of strengthening and developing the city, but the discontinuity
also refers to settling in relation to the search for historical common tread and
endeavours to model the identity of the city. Yet, as wounds on the body, the conse¬
quences of discontinuities (being lost in time) happening for centuries can be seen
and felt even today, the same ones which, in the dark deepness of the subconscious,
force us to start some phantom-and-Sisyphean search for continuity, i.e. identity.
What kind? The lost or the new one, nobody knows and nobody could know.
The feeling of belonging to the city, thus, the entity appears as time passes by and
we become more mature, widening our own cultural horizon and understanding
our own positions in the society. Our own history is the history of our city. One
biography and one destiny. No matter how much chaotic and neurotic this his¬
tory, fractured by destructions, ruins and arsons, may seem, it is also the history of
construction and optimism, which interweaves the old and the new, the good and
even the better than that.
