TERRITOTIAL
DISPARITIES IN BULGARIA
-
TRENDS, FACTORS AND POLICIES
Summary
The book reviews the development level of the territorial units in
Bulgaria in the period
1994-2006
as a basis for assessment of the
territorial disparities. The study defines the trends in the development
of the territorial units. There are also identified the major factors
and is studied the effectiveness of the implemented state and local
policies aiming at decreasing the territorial disparities and cohesion.
Approved methodology for implementation of comparative
multi-dimensional regional studies has been used, which implies
two-stage application of the
taxonomic
method. The essence of the
method is as follows: each territorial unit is presented as a point in
the
«-dimensional
Euclidean space, where
η
stands for the number of
the used indicators. The comparison is done based on a benchmark
territorial unit that has the highest level of development.
The
taxonomic
method is first used in the assessment of particular
aspects in the development of the territorial units
-
economic,
financial, social, investment, infrastructure and environment. At the
second stage of the implementation of the method there is calculated
an integral evaluation characterizing the level of development of the
territorial units in Bulgaria.
The book comprises five chapters and conclusion.
Chapter one analyzes and evaluates the level of socio-economic
development of the territorial units—municipalities, districts, planning
regions for the period
2004-2006.
Three groups of municipalities are
distinguished: developed, average-developed and underdeveloped.
Conclusions and evaluations are formulated regarding the changes
in the development level of municipalities for the period
1994-
2006.
There is also studied the sustainability of development of the

municipalities as well as the relation between development level and
potential for the period
2000-2006.
Chapter two reviews the financial disparities among the territorial
units as well as the policies, used for their regulation. There is also
studied the impact of the
macroeconomic
environment on the status
and the changes in the financial disparities among the territorial
units. There are outlined the trends in the financial disparities among
the municipalities for the period
1994-2006.
The effectiveness of
the policies for financial equalization of the municipalities is also
analyzed.
Chapter three analyzes and evaluates the status of social disparities
among the territorial units in the country for the period
2004-2006.
There are drawn the major trends characterizing these changes for
the period
1994-2006.
There are systemized and evaluated the recent
policies regarding the social disparities among the territorial units.
Chapter four analyzes and evaluates the status and the disparities
in the capital investment capacity of territorial units in the period
2004-2006.
The major trends in the period
2001-2006
are also
reviewed and assessment is made of the state and local policies
related to municipal capital investment capacity.
Chapter five focuses on the environmental parameters of the
municipalities in
2006
and the contribution of each municipality to
the formation of the overall environmental situation in the country.
The environmental features of the municipalities are based on data
for various environmental aspects: air, waste, acoustic environment,
high-density electromagnetic fields, etc. The regional disparities in
the environmental infrastructure status of municipalities have been
outlined.
The book has methodological importance in terms of imple¬
mentation of multidimensional comparative regional studies. The
outputs related to the effectiveness of the implemented state and local
policies are basis for carrying out the regional policy in the country
directed towards reducing the inter-regional disparities as well as the
disparities within the regions.
