Resume
This book represents the result of the fifteen years of research
and analysis of cultural policy, within the curriculum of undergraduate
and graduate studies of the Faculty of Dramatic Arts and University
of Arts in Belgrade, as well as great number of research projects, in
which the author participated. It was written as a final paper, within
scientific research Function of Arts and Media in the Process of
European Integration: Serbia
2000 - 2010
of the Institute for Theatre,
Film, Radio and Television of the Faculty of Dramatic Arts in Belgrade,
financed by the Ministry of Science and Technology of the Republic
of Serbia (No.
149004).
The book is an original scientific contribution
to the investigation of the contemporary cultural policy, particularly
in the sections that are concerned with the comparative analysis of
key words, analysis of theoretical models of cultural policy, phases
of development and effects, as well as contemporary strategies and
instruments of cultural policy in Europe and Serbia. Approximately
25
key terms related to contemporary cultural policies (sustainable
development, minority, social cohesion, etc.) were analyzed in the book.
Most of these terms have been comparatively analyzed because of the
similarities and differences in meaning, which occur at different stages
of cultural development (availability and inclusion, de-sectorialization
and inter-sector cooperation, multiculturalism and interculturalism,
cultural diversity and cultural plurality, cultural industry, cultural

economy and cultural tourism, decentralization,
déconcentration
and
demetropolisation, stake holders, partners and actors, etc.). Each of
the chapters problematizes an important theoretical aspect of cultural
policies led in Serbia, Europe and the world in the last two decades
in the fields of theory, history, contemporary public policy in Europe,
contemporary cultural policy in Serbia and methodology of research
and analysis of public policy. At the same time, the book represents
the first systematized study of theories, published scientific papers and
research that has ever been edited in Serbian language. The twelve most
significant theoreticians of cultural policy and twelve research centres
operating in the European context, with the particular emphasis on the
turbulent transition context of South Eastern Europe were researched,
studied and classified. Due to this, this scientific publication is intended
not just for an academic audience, but for all participants in the current
reform processes of public policies, as well as a new generation of
students of cultural management, cultural policy and production on
undergraduate, graduate and post-doctoral studies, who are going to be
the participants in the innovative reform processes in the near future.
The book is also dedicated to the researchers, analysts, as well as those
employed in all sectors and in all areas in which the decisions related to
the further cultural development are being made both in Serbia and in
the region of South East Europe, which has been undergoing structural
changes of public cultural policy in the last few years.
The book contains five chapters, which problematize the most
significant issues of contemporary cultural policy in the period of the
last two decades. These issues refer to theory and history of cultural
policy, contemporary public policy in Europe, current cultural policy in
Serbia and methodology of research and analysis of public policy.
The first chapter, entitled „Theory of Cultural Policy" is analyzing
current theories and definitions of cultural policy, theoreticians and
research centres involved in the research of this scientific field, also
putting forward the systematization of traditional and contemporary
models and instruments of cultural policies, as well as contemplation
on the meaning of great number of key terms, which refer to both
contemporary production and cultural heritage, as well as complementary
areas of social development: industry, tourism,
urbanism,
etc. This

chapter of the book represents the theoretical framework for the
undergraduate, Master and Ph.D. studies of cultural policy, hence as
such is particularly significant for further scientific research of this
field, at the same time for the practical policies on all decision-making
levels, starting from local self-governance to state administration.
The second chapter "Historical Phases and Effects of Cultural
Development" represents a comparative analysis of the cultural deve¬
lopment in Serbia, Europe and the world, with the special emphasis on the
period, starting from
1918,
when with the establishing of USSR, cultural
management became the competency of the state, which is in sync with the
title of the book State and Culture, referring that the field of the problem
should be limited to the role of the state in the area of culture. Furthermore,
this chapter also represents the original scientific contribution, since along
with books by Ljubodrag Dimic and Stevan Majstorovic, dealing with the
investigation of the history of cultural policy in Serbia, there has not been
a comparative historiographical study of cultural development in Europe
and Serbia, written in Serbian language. This review systematized, in
accordance with the several intersection points in time, is not only shedding
light onto historical development of models, instruments and strategies of
cultural policy, but it studies their effects as well, relating them directly to
contemporary models, instruments and strategies, the effects of which will
be studied in the future.
The third chapter "Innovative Instruments and Strategies" starts
off with the analysis of the contemporary principles of cultural policy,
continuing with the detailed analysis of the networking strategy,
achieving of sustainability and other significant strategies of program-
organizational development, such as: development of culture market,
financial and human resources. This section of the book perceives
culture, as inter-sectorial area of operating of different sectors of state
administration and as such represents an original comparative analysis
of contemporary phenomena, which at the same time are both cause
and effect of contemporary cultural policies, such as globalization and
cultural diversity. The end of this chapter brings the comparative review
of theoretical dichotomies and practical strategic dilemmas, which
completely encapsulates all significant theoretical and practical issues
in this scientific field.

The following fourth chapter "Development Possibilities of
Contemporary Cultural Policy in Serbia" represents the comparative
analysis of the situation in Serbia at two points of intersection
(2003,
2009),
as well as the continuation of the policy analysis with practical
recommendations, which the author conducted in
2002/03,
as a part
of international fellowship of the Central European University in
Budapest that was published in the book Transitional Cultural Policies,
Confusions and Dilemmas
(Zadužbina Andrejević, Beograd,
2003).
Finally, the last fifth chapter is questioning the research metho¬
dology of public policy and within it, research of cultural policy, based
on the experience of the author as a course coordinator of UNESCO
Department of International Interdisciplinary Graduate Studies Cultural
policy and Management of the University of Arts in Belgrade
