Polish Eastern Policy
Poland's Eastern Neighbourhood and Nation Policy,
1989-2009
The volume focuses on the eastern policy of Poland
(polska polityka wschodnia),
concerning the most outstanding events and processes of the years
1989-2009.
This is the first study written in Hungarian that goes into details about the Eastern
policy of Warsaw in the past two decades, in the broadest sense. The work can be
divided into two main parts. The first one concentrates on the general features of
Polish eastern policy, especially foreign affairs, including the interstate relations
between Poland and Lithuania, Belarus, Ukraine.
A new geopolitical situation in Central and Eastern Europe appeared with the
collapse of the Soviet Union in
1991.
The newly emerging states not only succeeded
in attaining their sovereignty, but also set out to achieve democratic government
and market economy. However, in the case of Ukraine and Belarus, beside the
task of building their state they had to cope with the difficulties of nationbuild-
ing, too. The Polish government, for foreign relations, adopted the principles of
Jerzy
Giedroyc, founder and editor of the emigration magazine
„Kultura".
In ac¬
cordance with this, Warsaw followed the principles from the early
1990s,
namely:
foundation and maintenance of strategic partnership with Ukraine, promotion of
the democratic process in Belarus, the support of the Euro-Atlantic integration
and close cooperation on a regional level regarding Lithuania. Irrespective of the
political convictions of the actual government, the previous priciples were conse¬
quently acknowledged and adopted by the Polish diplomacy (sometimes with a
shift of importance).
Concerning the neighboring states on the East, Ukraine is the largest and
geopolitically the most significant one. Although Warsaw had tried to transform
the Polish-Ukrainian relations into a strategic ally since the mid
1990s,
the proc¬
ess had been hindered by several objective features. The Polish diplomacy con¬
sistently supported Ukraine on all the international forums. Moreover, regarding
the fact that both of the countries had to face their troubled common past, the
process and success of redressing grievances of the Polish-Ukrainian relations is

an obvious asset. The victory of the "Orange Revolution" in
2004
is one of the
greatest achievements of the Polish foreign policy and civil sector. Nevertheless,
it was not Poland but Washington and mainly Moscow who played the deciding
role in the geopolitical "war" for Ukraine. Poland did not have the necessary
political (especially economic) means to safeguard her own interests.
As far as the invested sources and political ambitions are considered in the
case of Belarus, Poland did not manage to achieve much. East from the Polish
boarders, basic human rights still surfer from repression, and public life is featured
by a complete (or partial) lack of civil participation and market mechanisms. The
Belorussian situation was successfully advocated by the Polish government on the
international forums. Poland tried to draw the attention of the international, es¬
pecially European decision makers', to the downsides of the Lukashenko regime,
which kept neglecting all the democratic practices and the basic human rights.

attempts to encourage the establishment and develop¬
ment of the national and public self-organization in the sovietized and severely
russified Belorussian society.
Having achieved sovereignty in
1991,
Lithuania chose to (reintegrate with the
West. Close political relations have been established between the two countries,
which on a regional level are manifested in full strategic cooperation. However,
Polish-Lithuanian relations are troubled with the unsolved problems of the Polish
minority in Lithuania —it was only in
1994
that the two countries managed to sign
their treaty on friendly relation. The delay was triggered by the different interpre¬
tations of their common history.
The second part of the volume is concerned with some significant Polish com¬
munities living in Eastern Europe; namely in Lithuania, Belarus and Ukraine.
The decades of the Soviet regime had a deep impact on the Polish minorities of
the area (emergence of paternalistic mentality, adoption of the Russian language,
decline of religiosity). It was already after the fall of the Soviet Union that the
citizens of the kin-state became aware of the changes that had taken place in the
Polish minority people's thinking and attitude. It should be noted that as far as
the self identification of the minorities living on the territory of the former Soviet
Union is concerned, it is predominantly based on their self declaration and affilia¬
tion to the Roman Catholic Church and not on their mother tongue.
As earlier it was not possible, the renewal in the social and cultural life of the
Polish minorities could not take place but after
1989.
Compared to the previous
Soviet decades, the activity from the citizens' side increased and, together with
the help of the Polish government, the development of the network of minority

institutions got started. The questia of the Polish minorities living beyond the
borders of the external national homeland has always been in the center of public
interest. Sometimes it is triggered by the feeling of nostalgia (for the lost Polish
Eastern Borderland,
Kresy),
national interests (in promoting the independence of
countries East from the Polish border) or the feeling of moral responsibility for the
Polish minorities abroad. At the beginning of the
1990s
the Polish decision makers
accepted the general principle that the Polish minorities in the Post-soviet coun¬
tries should be encouraged to stay in their homeland while the kin-state should
help them rebuild their local educational and cultural institutions together with
their intellectual basis. In retrospect we can state that the approach has not been
successful. The reason why they did not manage to realize their plan is the lack of
the basic conditions, essential for the Polish minorities to prevail in the long run.
They also have to take into consideration that within a few decades there might
not be any significant Polish communities left on the territory of the former Soviet
Union. The Polish minorities do not possess the necessary social status, cultural
background or political/economic power to play a 'bridge' role between kin-state
and Ukraine, Belarus or Lithuania.
Regarding the Eastern European Polish minority groups, the Lithuanian one,
with its effective organizations, is the most remarkable. They maintain strong
ties with kin-state, Polish culture and mother tongue. They have got their own
interest group and their delegates usually manage to get both into the parlia¬
ment and the local government as well. Although they operate a significant edu¬
cational network, they have been complaining about the discriminatory policy
of the Lithuanian government (e.g.: land compensation, writing names in Polish
in official documents). Warsaw has always encouraged Vilnius to solve minor¬
ity problems in accordance with the European legal system and practice. In the
bilateral relations the situation of the Belorussian Polish minority has been such
an ever present determining factor that the Warsaw diplomacy. On the one hand,
the Polish government constantly raises its voice in defense of the minority rights.
On the other hand, to avoid trouble for the local Polish minority, they also have
to regard the existing political and ideological differences between Poland and
Belarus. It is the size of this community that has made it possible for Poland
to provide the greatest help for the Belorussian Polish minority
-
and not only
for them but for the majority as well. However, as the Polish minority is just an
insignificant part of the Ukrainian society, they are far less organized, maintain
weaker national ties and less people speak Polish than in Belarus, such a conflict

has not emerged there. Consequently, the question of the Polish minorities is not
a determining factor in the Polish-Ukrainian relations.
The Polish minority support policy ('Polish card', repatriation, support of the
education system and the media) was only a partial success. To some extent these
means of support were effective in delaying the increasing assimilation process
but could not notably improve their social, economic or cultural status within the
majority society. In addition, the language substitution process in the Catholic
Church is also worth mentioning. The Polish language has gradually been re¬
placed by the Belorussian or Ukrainian language, which seems to be a natural but
irreversible process. As far as the repertoire of Polish national policy is concerned,
the creation and implementation of the status law and repatriation are remark¬
able. Although the creators of the laws had high hopes of success, neither of them
made a real break-through. Moreover, in retrospect, they can even be concerned
a failure.
Together with the fall of communism, in the period of transition to democracy
and market economy, Poland had to find its own place both in Europe and in the
world as well. Despite Warsaw consciously tried to achieve a regional power posi¬
tion in Europe, the lack of the necessary economic potential made it impossible
and Warsaw never achieved what it set out to do. The Polish diplomacy has always
paid close attention to the Eastern policy, in the past years became an expert of
the post-Soviet area.
