CONTOURS OF SOCIAL PANORAMA
This collection of the articles is based on the materials of a scientific
conference-seminar which was organised on September 28-31, 1996, in
the Lithuanian Institute of Philosophy and Sociology. The organizers of
this academic event wanted to draw attention to the problems of pre-
serving ethnic identity and its relation to universalism; it was also in-
tended to take a broader look at the social changes - both occurred and
on-going, to discuss the peculiarities of those changes and to reveal
their results in respect to the integration of the Lithuanian society and
state into the West European culture. The participants of the conferen-
ce-seminar analysed the sources of sociodynamics within the Lithua-
nian nation, problems of social integration and differentiation, health
care, formation of civil society, individual socialization and delinquen-
cy.
R.Grigas’ essay “The Sociodynamics of Nation: Contours of Sociologi-
cal Interpretation” discusses the theoretical interpretation of a nation’s
sociodynamics and the essential components of the existence of nation:
social heritage, the influencing environment and the behaviour of the
nation, and draws a conclusion that the Lithuanian ethnic social envi-
ronment is in a bifurcation from which only two further trajectories of
its existence are possible: (1) a civilized non-violent disappearance in a
cosmopolitan culture or European superethos, or (2) a constant effort-
ful search for a balance between ethnic cultural peculiarity and a global
culture of common civilization.
J.A. KrikStopaitis made a presentation “Trust Arising from Commit-
ment to Ethnic Culture” and analyzed the causes of trust decay in the
post-totalitarian condition, when painful process of value-change takes
place. The author points out the following aspects of trust emerging
from commitment to ethnic culture:
L Historical, which relates with the national revival of the second
half of 19th century.
2. Impact of Sovietization on the formation of personal duality.

3. Openness to the world and the problem of trust.
“Interpretations of the National Past and the Ideology of Nationalism”
by I. Sutiniene focuses attention on a particular layer of the national
past interpretations: those are the interpretations of some mythical ele-
ments of the national history in the popular consciousness; the collecti-
ve memories of the last 60 years are also discussed. For the analysis of
the interpretations, surveys’ data representing the adult population of
Lithuania are used; for studying the collective memories, surveys were
conducted in 1989 and 1994. In her empirical analysis, I. Sutinien6
relied on the theoretical scheme of AT). Smith who combined “gastro-
nomic” and “geological” approaches. She has evaluated the following
factors that constrain the re-interpretation of the national past:
1. Ideology of nationalism.
2. The impact of historical science on the popular interpretations of
the Lithuanian past.
3. Influence of social and political factors on popularity of and at-
titudes towards the particular interpretations.
4. Significance of cultural-symbolic framework, or cultural model
of historical interpretations, for historical memories of the so-
ciety.
L.Kuzmickaite’s article “Researches of Collective Identities of the Po-
pulation in Lithuania: Brief Remarks” concentrates itself around the
following issues:
1. Explanation of the concept of collective identity and the typolo-
gy of collective identities by A.D. Smith.
2. Collective identity studies in Lithuania.
L. Kuzmickaite also examines the data from the surveys of collective
identities conducted in 1991 and in 1994-95 which was a part of “In-
tegration of the Residents of the Border Regions into Lithuanian State”
research project. She comes to the generalizing conclusion that there is
an identity of the resident of Lithuania prevailing regardless of natio-
nality.
A.Mitrikas (“Social-economic condition and its future vision”) is con-
cerned with evaluations of the social and economic situation among the
population. This analysis is based on the data collected by the UN Eu-
ropean Economic Commission’s international research project “Family
and Birth-rate in European Countries” which was carried out in Lithua-

nia in 1994-95. The evaluations revealed cover l)self-estimation of the
income, 2)free-time resources, 3) expectations about the future per-
spectives. Among the conclusions, A.Mitrikas mentions that:
1. Evaluating the social-economic condition is ambiguous. Accor-
ding to the income and self-estimation of the financial situation,
it can be concluded that 29% of the respondents are in a very
difficult position; 26% of them are in a good situation.
2. Over 40% of the respondents are willing to use their free time
for earning additional income. Merely 25% are not willing to
sacrifice their free-time for increasing income.
3. The groups of pessimists and optimists are distinguished accor-
ding to particular estimations of the future perspectives. For
instance, there are more optimists among the young, single, satis-
fied with the present living conditions.
M. Taljunaite in her essay “Social Structurization: Are Classic Theo-
ries Applicable to Lithuanian Case?” begins with comparison of parti-
cular theories of social stratification and social calsses; T.Purainen
(1995), R.Blom (1996), E.O.Wright are paid special attention. Class
theory is examined through drawing the differences between German
and English-French traditions. The concept of “survival strategies” is
suggested as a methodological basis for linking social structure and
acting individual in the analysis. The author proceeds with examining
the empirical data on social structure in contemporary Lithuanian so-
ciety (International project “Social Changes in Baltic and Nordic
Countries” surveyed 1,500 respondents in every country researched in
the end of 1993), and presents the results in accordance with Wright’s
typology.
K.Masiulis’ presentation “Worldview of Lithuania’s Elite: Economic
and Political Contours” is devoted to five main aspects:
1. Economic values and declarations.
2. Characteristics of the elite groups.
3. Estimations of the past, present, and future.
4. Certain estimations of economic situation.
5. Political preferences; estimation of the political parties.
There were five elite surveys realised during 1993-95. They were
oriented mainly to those elite groups that have the most to do with sha-

ping Lithuanian economy. Research tried to reveal the value-system
and thinking-paradigms prevailing among elite groups.
“The Pitfalls of Lithuanian Market Reforms: Myths and Reality” by
0. G. Rakauskiené brings one into critical consideration and goes
through variety of problems regarding the market reform:
1. Lithuanian market reforms in the world and European context:
a) process of capital distribution among the states,
b) mechanism of the world finance system,
c) on the edge: development of Lithuanian economy.
2. Market reform: myths and reality:
a) privatization without a real owner,
b) free market without state interference,
c) Lithuanian monetarism: means to destroy the financial system.
3. Strategy of socially oriented market economy:
a) middle class as the basis of such a model,
b) conditions for middle class formation in Lithuania: the author
distinguishes activization of the state, prioritizing the national
interests, support to internal production and creation of its mar-
ket, reforming the tax system.
A. Vosyliüté’s essay “The Consumption and Recreation: the Features
and Change” traces the move from post-Soviet anomie to new modes of
social self-expression. She examines the newly emerging features of
consumerism and marks out specific subcultures of consumption appea-
ring in Lithuanian society, for instance, that of riches, of commercial
circles, of youth, urban population, etc. It is argued that consumption
acquires the function of structuring (integrating or isolating) the people
in a certain particular way. The author describes the changes of the ur-
ban landscape and behaviour of various social strata in it. Searching for
sameness in visiting the markets, in choosing the restaurants, in trave-
ling allow to observe variety of identities which recently emerged in
relation with consumption patterns and expectations.
“Possibilities for Integration of National Minorities” by N. Kasatkina
sets up a general framework for understanding a range of problems re-
lated to national minorities issue. The ambiguity of the very “minority”
term is very much connected with contemporary multiethnic and multi-
cultural situation (note that 1/7 of European population have status of
national minorities), and it is often complicated to agree to whom in
particular this term should be attributed and to whom it should not.

The author provides with detailed overview of current policies towards
national minorities in Lithuania and discloses their implications. Some
aspects of the political representation of the minorities, e.g. decreased
percentage in the Parliament, are sometimes determined by the weak-
nesses and fragmentation of politics within the minorities themselves.
Finally, author presents integration models: traditional, competitive,
and cosmopolitan. However, it is warned against “integrational fatigue”
when there is inadequately more required from the minorities than they
are able to provide in terms of the integration dimensions. The civic
values, dialogue initiated by state, responsible mass media are mentio-
ned as the harmonizing factors of the relationship between titular na-
tionalities and national minorities in the Baltic countries.
The article “Legal Framework of Civil Society in Lithuania” by J. Pali-
dauskaite examined the specificity of building civil society in Lithua-
nia. The concept of civil society and respective definitions by
L.Diamond, K.Serpetis, A.Skurdupas are discussed. The author percei-
ves civil society as a state of socium, as its way of existence. In choo-
sing the criteria for evaluating the civil society building, she relied on
W.Ph. Shively vision. The particular importance is recognised to natu-
ral rights and equality of citizens. The rules of political and civic life
are seen as embedded in the laws of political parties, elections, refe-
rendum, and they constitute a framework for participation in political
process. The author also discusses functional division of power. She
closes the analysis with generalization that civil society building is rat-
her constrained in Lithuania.
R. Sabaliauskas made a presentation “The Tendencies in Health Care of
the Society”, where he began with overview of legal basis for the he-
alth care system reforms. Health care, epidemiological and hygiene
control, and propagation of the healthy life style are the main functions
of the health care institutions. After introducing the problem of indi-
cators forjudging about the health of society, the author states that de-
mographic characteristics get worse due to insufficient state’s attention
to the health of society. At present, the main causes of death are heart
and blood-vessels diseases (53.7%), malignant tumors (16.7%), and
traumas and self-poisonings (14.4%). Article is closed with considera-
tions on perspectives of improving health in the society.

The issue of socialization is raised in “Problems in Socialization of the
Young Generation in Lithuania” by V. Slapkauskas. He emphasizes
the differences of socialization in ethnic and civil societies. It is sug-
gested that main problems of youth socialization arise from the current
crisis in fin-de-siecle culture in Lithuania. Recent social and cultural
changes are examined as a context of youth socialization. Situation of
some marginalised parts of the society is analysed. The author warns
against the danger of marginalization, when the young generation is
deprived of the normal development perspectives.
A. DapSys in his article “Delinquency: Perspectives of its Control and
Prevention” informs that crime rates dramatically increased during
1988-95, the structure of delinquency has changed, and crime’s territo-
rial distribution altered. Characteristics and structure of delinquent
contingent keep changing. The author goes through objective and sub-
jective, domestic and international factors of crime rate increase. Three
levels of crime control are discussed: national, regional, and interna-
tional. The necessity of national delinquency and crime prevention
system is emphasized.
J. Michailovid presented an essay “Age of Juvenile Crime Subjection
under the Regular Criminal Law”. She begins with analysing funda-
mental sources of feudal law in Lithuania and searches for the age al-
lowing the full legal responsibility of children who committed crime.
She proceeds with discussing legal interpretation of juvenile delinqu-
ency in 1918-1940 Lithuania. In this period, the establishment of spe-
cial courts for young criminals was debated. In Soviet times, 14 was
the age allowing the regular Criminal Law process against a criminal.
The author proposes that 18 should be the age of regular legal respon-
sibility of criminals.
