OF THE 21st CENTURY
ON THE ROAD TO EUROPEANIZATION
(Summary)
Europeanization is a term which is generally used to refer to a phenomenon,
process, policy, trend of development that has acquired European aspects in a
variety of areas. It has a different interpretation as a political science concept.
One way to interpret it is as a process of establishing and fostering Europe
-
wide
institutions such as the Council of Europe, the Organisation for Security and
Cooperation in Europe and ever more increasingly
-
the European Union. Another
way of interpreting this concept is by linking it with the impact of the European
integration, and mainly the
EU, on
the development and policies carried out by the
countries involved in it. The most general definition represents Europeanization as
"an internal transformation caused by the European integration" Furthermore, a
third way to interpret it is to view it as virtually equivalent to the
EU
enlargement to
the East. The emphasis in this case deals primarily with the political and economic
reforms which the former socialist countries have been undergoing in order to
adjust to the Western model of development.
The various interpretations of Europeanization make it relative and in some
respects almost impossible to compare the assessments given to the separate
countries, even those given to member states of the EU.Therefore it is necessary
that there be adopted universal criteria such as the level of political democracy,
respect for fundamental human rights, economic growth, social welfare and the
principles underlying the pursued foreign policy of the advanced countries and
their participation in the multilateral structures and integration in Europe.
Due to historical reasons the Balkan countries embarked on the road to
Europeanization at different points of time and achieved varying progress. Only a
couple of countries in the region (Greece and to a very slight degree Turkey) were
taking part in that process prior to the cardinal political change that swept through
Eastern Europe, including the Balkans at the end of the
'80s
and the start of the
'90s
of the past century. After the political transformations the Europeanization
has spread in the whole region.

The realities in the Balkans determine the European integration as a major
line of development and one of the leading criteria regarding the degree of
Europeanization in the region. Despite the particular difficulties faced by the
countries, they have made over the past
20
years significant headway in the process
of Europeanization which, however, proved to be different for each one of them.
In this respect the differentiation came as a result of the impact of numerous
domestic, regional and global factors and conditions, all
-
the object of study by
the author.
Tlie
most crucial among them were the unequal rate and efficiency of the
reforms implemented by each state, the necessity of stability in the Western
Balkans in the wake of the tumultuous break-up of former Yugoslavia during the
first half of the
'90s,
the negative repercussions caused by the nationalism and
ethnic separatism, the serious statehood issues in some of the countries, the
existing controversies in bilateral relations, etc.
Taking into account the specific conditions in the Balkans, the process of
Europeanization here could be considered as a transformation of the political
and socio-economic national systems on the basis of the values and principles
governing the politics and development of the advanced democratic states in
Europe. The main criterion for evaluating the degree of Europeanization of
the Balkan countries is the progress to and the subsequent attainment of the
average level of the democratic, economic and social standards in the
EU
with all
opportunities resulting from it with respect to the full and equal participation in
pan-European institutions and European integration.
Yet, the Europeanization in the Balkans exhibits its local traits and requires
the establishment of lasting stability, good-neighbourly relations and a high level
of multilateral cooperation in a region which is still to become part of a unified
Europe. Until this comes through, the Europeanization will remain uncertain and
to some extent conditional for each of the Balkan countries.
The book provides a thorough analysis of the achievements in the Balkan
states' Europeanization during the first decade of the present century and outlines
the prospects of its future development. The main conclusion reveals that for
the past

years the Balkans have experienced positive change leading to a new
perception of the region as part of Europe. Clear manifestations are the lasting
stabilization in the Western Balkans and the tendency towards robustly enhancing
the bilateral relations base on the principle of good-neighbourliness.
By and large it seems that the military conflicts ripping the Balkans already
belong to the past. In the first years of the 21st century the multilateral cooperation
expanded considerably thanks primarily to the results of the South-East European
Cooperation Process and the Regional Cooperation Council established in
2008,
Regarding economic achievements, the growth rate has picked up and the foreign
investments have increased manifold. In the contemporary political context the

strategic geographical location of the Balkans
-
being close to the Mediterranean
and the Middle East
-
has created prospects for the region to become one of the
pivotal transit hubs in the Pan-European gas and oil infrastructure, and a key
transport center. Some ten major oil and gas pipelines, including "Nabucco" and
"South Stream", are bound to run through the Balkans.

European transport corridors traverse the region.
The democratic reforms implemented by the Balkan states enabled them to
push forward with their European integration
-
an essential element of the region's
Europeanization. The Balkans became involved in the enlargement process of the
EU
to Central and Eastern Europe which got under way after the radical political
and economic changes that occurred in that part of the continent in the late
1980s
and early
1990s.
Four Balkan countries
-
Greece (since
1981),
Slovenia (since
2004),
Bulgaria and Romania (since
2007)
have already joined the
EU
and seven
(those mentioned above together with Turkey, Albania and Croatia) are NATO
members.
Croatia and Turkey launched accession negotiations with the
EU in 2005,
In
June
2011
the first of them successfully concluded the negotiations. The Republic
of Macedonia is following suit, anticipating to be invited to commence
EU
membership negotiations. The other countries in the region have a clear European
perspective too. Three of them
-
Montenegro (December
2008),
Albania (April
2009)
and Serbia (December
2009)
submitted their applications for official entry
into
EU. In
December
2010
the European Council granted candidate country
status to Montenegro.
Despite the noticeable headway, the Balkan states' Europeanization
confronted a series of tough issues and obstacles. The major challenge, especially
in the Western part of the region (the Western Balkans), was and continues to be
the persistent nationalism and the separatist sentiments. The Western Balkans
is still being a troubled region in Europe that requires an active international
involvement, with the
EU
playing the leading role. At the beginning of the second
decade of the 21st century the main issues in the region are the naming dispute
between Greece and the Republic of Macedonia, the risk of disintegration of
Bosnia and Herzegovina, the vulnerability of ethnic relations in the Republic of
Macedonia, the existing problems related to the acknowledgement and respect
for national minorities' rights in a number of Balkan countries. The states in the
region are still divided over the recognition of Kosovo's independence
Furthermore, th^OOg^OlOglobalnnancialandeconomiccrisisposedserious
difficulties to the Europeanization of the Balkan countries. The negative effects of
the crisis have brought about a decrease in the GDP, a rise in unemployment and
in budget deficit, as well as a decline in the foreign direct investments inflow. As a
result, the pace of reforms and the process of the region's Europeanization have
been significantly delayed.

The present decade will be of vital importance for continuing the
Europeanization in the Balkans. The process depends on the speed and efficiency
of domestic development reforms, and the consequent European integration
achievements of each country since they constitute the most important criteria
for assessing the degree of Europeanization in the region. In this respect the
opportunities for each individual country are different.
By the end of
2011
Croatia will sign the Accession Treaty with the
EU
and is
scheduled to become
EU
member state in July
1, 2013,
The launch of the accession
negotiations with the Republic of Macedonia hinges primarily on the resolution
of the 20-year-old dispute with Greece over the name of the Macedonian state. In
case the issue is resolved successfully by the end of
2011,
the Balkan country could
easily start negotiations for
EU
membership in
2012,
Montenegro stands the same
chance, provided it meets the necessary conditions stipulated by the European
Commission. By the end of
2011
the latter will announce its evaluation of Albania's
application for
EU
membership, but the decision on granting a candidate country
status.
The main requirements for the further integration of Serbia in the
EU
is the
speeding up of democratic and market reforms, the establishing of full cooperation
with the International Criminal Tribunal for the former Yugoslavia and the
normalising of its relations with Kosovo. If these conditions are met, Serbia stands
a good chance to be given the status of
EU
candidate country by the end of
2011
and to start the accession negotiations in
2012.
Bosnia and Herzegovina could step up its
EU
integration process if it
manages to accelerate the delayed political and economic reforms and achieves
the necessary headway in changing the constitution in order to establish stronger
and more efficient state institutions. This represents the core of the conditions
set by the Peace Implementation Council for closing down the Office of the High
Representative of the international community in Bosnia and Herzegovina. The
latter will probably submit its official application for
EU
membership by the end
of
2011,
but could be granted candidate country status no earlier than
2013
and
eventually start the accession negotiations towards the middle of this decade.
As far as Kosovo is concerned, the realistic "first order of business" of its
integration into the
EU
should be the visa liberalisation talks which will secure
visa-facilitated travel for its citizens to the
Schengen
zone. Another priority aim
of the country is to meet the necessary conditions for starting negotiations on
the future signing up of an Association Agreement with the EU.The accession
negotiations perspective is more remote in time and could come to the fore no
earlier than the end of the decade.As for Turkey, the main obstacle to speeding up
the accession negotiations is the need of the full implementation by the Turkish
government of the Ankara Protocol of the Association Agreement regarding its
relations with the Republic of Cyprus. Still, the scenario of the mode of Turkey's

Integration
is not clear: the options are either a full-fledged
EU
membership
or a privileged partnership with the Union. In all likelihood the issue might he
definitively resolved in the next decade.
This book offers a forecast of the expected trend of Europeanization in the
Balkans. As has been the case until now, the process will follow a different pattern
in each country. Greece, the most advanced one in the region in this respect, will
have to tackle the challenge of recovering from the unprecedented financial and
economic crisis that wreaked havoc in
2009 - 2011,
Slovenia, in its turn, stands
a very good chance to reach the average
EU
level of Europeanization within the
current decade. Provided that they speed up reforms, Bulgaria, Romania and
Croatia could attain the same level towards the mid-2020s at best. As to the rest
of the countries in the region and especially Bosnia and Herzegovina, Kosovo and
Turkey this goal is far ahead in time
-
it could be fulfilled by
2030
if there exists a
favourable setting on the ground.
Since
1
January
2007,
when Bulgaria joined the
EU,
the country has entered a
higher stage on the road to its Europeanization. The
EU
membership has opened
up a range of opportunities, but at the same time it has presented many challenges.
During the first four
anda
half years of its
EU
membership, the country experienced
a series of problems trying to make the most of its participation in the European
integration. That was one of the main reasons for the relatively insufficient progress
achieved in the economic realm. In addition, there came along the slow pace and
poor efficiency of the ongoing reforms and the negative impact of the
2009-2010
economic crisis.
As a result, Bulgaria's present reputation as a full-fledged
EU
member state
remains a bit tarnished. With respect to the degree of its economic development
the country is far behind the advanced European economies. Bulgaria is not an
equal partner of the other
EU
member states and has limited potential to play an
active role in the decision making process in the
EU
structures and in implementing
the common policies, including the one concerning the Balkans. It still ranks as the
poorest country in the
EU
with the lowest standard of living. Bulgaria is lagging
considerably behind the other
EU
member states with its relatively low economic
competitiveness, the high level of corruption, etc.
The reality shows that though being a member of the
EU,
Bulgaria needs
many years in order to reach the advanced
EU
countries in its Europeanization. |
