The foreign policy of Poland in the face of divergencies
in transatlantic relations
(1989-2004)

he year
1989
marked a turning point in the Polish foreign policy. The
jL newly-formed government of
Tadeusz Mazowiecki
faced a challenging
task of freeing the country from the Soviet dominance and building closer ties
with the West. At that time certain divergences in transatlantic relations had
already emerged; they increased considerably in the following years, leading
to the most serious crisis in these relations in
2003.
Poland s accession to NATO
in
1999
and to the European Union in
2004
ended a long period of the country s
efforts to join the transatlantic community.
The book contains five chapters. Chapter
1
deals with the most serious crisis
in transatlantic relations during the investigated period. When the United States
launched the war against Iraq in
2003,
Poland strongly supported American
intervention, against the policy of several
EU
countries, including France and
the Federal Republic of Germany, which were regarded as the driving force of
European integration. At that time the increasingly sharp rhetoric in the media
on both sides of the Atlantic contributed to the spread of speculations about the
risk of the collapse of Euro-Atlantic cooperation that had been built for decades.
In the opinion of Polish diplomats, such a danger was real.
Chapter
2
is devoted to the Polish foreign policy towards the European
Security and Defence Policy (ESDP). The
1990s
saw the emergence of various
visions of future of European integration in the security and foreign policy
sphere. Both Poles and Americans declared a positive attitude towards the
attempts of strengthening European defense on certain conditions, which can
best be summed up as „Yes, but... . Polish diplomats consistently presented their
interpretation of
EU
decisions concerning the ESDP, emphasising their positive
attitude towards this idea provided that it would not lead to the weakening of
NATO s role and undermining ties with the United States.

Poland chose a different policy towards the International Criminal Court
(ICC), which is discussed Chapter
3.
While in July
1998
the United States
voted against the adoption of the Rome Statute of the ICC, the
EU
member
states, including Poland, supported it. When in the following years tensions in
transatlantic relations over this issue increased, Poland consistently maintained
its support for the
EU.
Poland also backed the
EU s
position on the Kyoto Protocol,
regardless of the opposition of United States, which is presented in Chapter
4.
The last chapter focuses on conflicts in the former Yugoslavia
(1991-95
and
1999).
Initially, Polish authorities showed little activity in the face of the war in the
Balkans. When they had to take a stance, they usually followed the
EU.
However,
when the Kosovo war broke out in
1999,
Polish diplomats adopted a different
strategy, actively supporting the U.S. policy.
Generally, in the face of divergences in transatlantic relations, Poland
supported a priori neither the United States, nor the
EU
member states,
subordinating its policy to the efforts of ensuring the country s long-term security
based on strong transatlantic ties. From the perspective of the Polish foreign
policy, a strong transatlantic community was seen as a guarantor of peace and
stability. Polish authorities wanted to avoid a situation in which they would have
to make a strategic choice between the United States and Europe. They repeatedly
emphasised that good close cooperation serves both the interests of the United
States and the interests of Europe.
The representatives of Polish authorities consistently demonstrated their
will to work for strengthening the transatlantic community. Such approach was
confirmed both in the sphere of declarations (e.g. Prime Minister
Leszek
Miller
said that „the government will make every effort to reach full understanding
among the states of Euro-Atlantic democracy ) and in concrete actions (such as
gaining NATO s approval of the plan of technical support of the Polish mission
in Iraq in June
2003).
The results of votings in the
Sejm
confirmed that there
was a consensus among major political forces as regards the foreign policy
priorities.
However, Polish authorities had limited potential to strengthen the
transatlantic ties. Poland was not a permanent member of the Security Council,
the Group of Eight (G8), NATO (until
1999),
or the
EU
(until
2004),
therefore
could not participate in high-level decision-making processes. Moreover,
for several dozen years Poland was isolated from the West and after
1989
had
to rebuild institutional links as well as the network of contacts with the West-

-European countries and with the United States. Its position was also difficult
due to the fact that as a candidate for membership of NATO and the
EU,
Poland was somehow a petitioner seeking support of all members of these
organizations.
Poland s accession to the
EU on
1
May
2004
closed an important stage of
Polish foreign policy, regarded as a period of relative consensus among the
political elite. A new stage began, in which Poland became a fully-fledged member
of the the transatlantic community, having the right to co-decide on its future.
