Where are our islands heading?
The world that surrounds us is filled with miraculous beauties and natural forms. The islands are
a part of that miraculous nature. They are geographical phenomenon, i.e. pieces of land surrounded
by sea. Although man lives on the land, and fish live in the sea, people living on the island integrate
the land and the sea into a unique living space.
Island and sea are parts of man s living space, so any endangerment of the land or the sea actually
endangers man s living space. That fact is often forgotten in law, economics and politics.
Croatian islands have never been given proper attention. Emigration from the islands used to be
considered as a positive process, because consequently the insular population ceased being a problem.
As a result, the islands became a critical zone where life is slowly fading away.
It is obvious that the life on Croatian islands will definitely change; in some areas traditional forms
of economy and life will disappear, some islands will be characterized by new economy and new
demographic increase, so it will be good to live and work on the islands
-
that time is ahead of us
and we should believe in it. However, we have to believe even more that such changes will not occur
spontaneously and that changes on the islands have to be made and controlled by the society and by
islanders themselves.
Islands are uninhabited areas and such situation is not sustainable from the point of view of
population density and attractiveness of our islands, which increases constantly from European
perspective. We can expect that after Croatia s admission to the
EU
and due to certain laws of that
society, the foreign investors will increase their investments in certain activities on our islands. That
poses a new challenge for which we have to prepare ourselves and we have to set some limitations
and measures to improve the current situation on the islands. We should not permit our islands to die
out as it is the case with some islands in other European countries.
On what grounds should we build our faith? The islands are a national treasure and enormous
resource. Insular population is the biggest insular treasure, and all future efforts should be aimed at it.
The islands have their carrying capacity that should be preserved from those who are only interested
in the capital and its increase. The islands are not for sale, because they are a national treasure that
can never be given away. That paradigm is the foundation for better future of the islands.
Issues of the islands should be considered as state problem, which implies that the Law on the
Islands should be changed, new development policy should be drafted and new instruments for the
development of the islands should be introduced. It is necessary to found an agency for the islands
that would be located in some littoral town. The main tasks of the agency should be to undertake
different projects, and to coordinate among the islands and the state, European financial funds and
potential investors. It would be under direct supervision and it would work in the best interest of
insular regions.
It is necessary to develop a new paradigm of the development of large and of the small islands
based on those assumptions that introduce elements of stable year-around economy and tourism
as basic integrator of agriculture, fishing and other activities on the island into a unique tourist
product of the islands.
Administrative divisions of the island should be altered in order to achieve uniqueness of insular
development, and to introduce a singe policy for improving and protecting insular values, such as
space, sea, infrastructure and cultural heritage. The final goal is to establish a permanent regime of
ecologie
life, nature protection and safety of living on the islands.
It is necessary to protect and brand certain products, such as olive oil, cheese, wine and other
traditional and typical products of our islands.
Finally, it is particularly important to stimulate life on the islands and to attract young population
from other areas in order to restore insular population and change the blood count of the islands.

Small Croatian Islands and their Demographic Perspective

Island
Adriatic islands belong to the group of small islands. This statement refers to physical, demographic
and economic criteria. Physical criteria are usually related to island surface or its indentedness. In
analyzing the islands according to their size, we usually divide them into small, medium-size and large
islands. This article deals with small Adriatic islands whose surface is between one and fifteen square
kilometers. There is a dilemma about grouping the islands according to demographic criteria i.e.
according to the number of inhabitants. To solve the dilemma, we defined the small islands as those
with one to three settlements, regardless of the surface or the number of inhabitants. That definition
includes the group of

smallest islands in which the most populated island, according to
2001
Population Census, is

inhabitants.

Island, which also belongs to this group, is
the ninth according to the surface and tenth according to the number of inhabitants. All the islands
in this group are undergoing depopulation phase influenced by continuous emigration and extremely
low levels of
bioreproduction.
The article deals with demographic future of
1st
Island as well as of
the other islands in this group. Only radical changes in net migration, which implies immigration of
young fertile population, could save the island from further depopulation. Otherwise, the
1st
Island
will have only
80
inhabitants in
2031.

A View from the University
In the monograph about Rava Island I announced still nameless university program, whose aim
was to dislocate university and scientific components to the islands and to the hinterland. The same
program, now named Arhipelogos, was completed and in different ways it was presented to the
public. I find it adequate to present the full program here for two reasons
-
firstly, because it was never
published, and secondly, because it represents a certain continuation of the previous monograph.
University of
Zadar
initiated a new scientific, research and educational program named Arhipelogos.
The choice of this word, coined from terms archipelago and knowledge, indicates two semantic fields
which are particularly interesting in Croatia today, although both are almost on the verge of collapse
due to centennial negligence of social and political communities.
Archipelago, both in literal and metaphoric sense, represents one of the terms without which the
Republic of Croatia could not be defined. Namely, administrative and political territory of Croatia
encompasses
1,246
islands scattered along its coast and in the sea. Their numerousness and density
(excluding their surface) make them the largest insular group in a European state in comparison to
its land surface, and it is absolutely the densest insular group in the Mediterranean. This insular area
(excluding certain larger islands, such as
Brač, Hvar, Korčula, Krk, Lošinj and Rab)
has experienced
tremendous demographic and economic collapse and it is presently on the verge of extinction. Mean
age of insular population is above
60
years, all settlements on small islands have population decline,
and there is not even one organized economic activity on small islands, except individually organized
agriculture, fishing and seasonal tourism.

Considering the characteristic self-sufficiency and innovativeness in struggling for survival in
difficult conditions, insular and mainland population preserved exquisite amount of knowledge and
skills that will never be passed on to next generations. Metaphorically, we are talking about an
abandoned archipelago with nonrenewable values and skills.
Other basic component of this cosmos is knowledge. When we say knowledge, within this program,
then we do not think only of highly sophisticated knowledge that is the result of long-term and in-
depth research, but also on all other knowledge, primarily the one that can be acquired in a exquisite
ambiance, such as insular and mainland areas, whether they be of immediate practical use for getting
a university diploma or unnecessary knowledge, which is a spiritual amendment to strictly profiled
modern individual in the era of general levelization of values.
We rely on the fact that insular area of Croatia, including
Zadar
and
Šibenik
Archipelago with
the hinterland area of the mainland, has not lost its attractiveness regardless of the fact that its
development was neglected. Moreover, maybe due to that negligence they are a unique place, even the
most interesting place, for acquiring knowledge. Therefore, the University of
Zadar
has its reasons
and right (and responsibility) to initiate such program. This University is, from historical point of
view, the oldest Croatian university, which was established in the most important Croatian town, in
the central part of the Adriatic coast, and in the center of the densest archipelago in the Mediterranean
(total of
526
islands).
On the other hand, this ecologically and urbanistically preserved area is under a tremendous
pressure of increasingly aggressive buyers, who come from all over the world and from Croatia, and
want to turn it into a sum of building lots with suspicious and unacceptable goals.
