SUMMARY
This book aims to more deeply reveal the short period of Serbian hi¬
story, the Austro-Hungarian occupation of Serbia in the First World War
(1915-1918),
but from the perspective of Serbian provincial life of that time.
Due to the better preservation of historical resources and more published me¬
moirs, national historiography paid much more attention towards Belgrade and
its history during the occupation. That is understandable, regarding that Bel¬
grade was the capital of the Kingdom of Serbia and the seat of the Austro-Hun¬
garian Militaergeneralgouvernements
Serbien.
The titles about the First World
War in Serbia have one shared component: they treat political, military and
economical issues as a synthesis. That is one of the reasons why there are few
of the titles dealing with local history.
Research on literature about Austro-Hungarian occupation of Serbia
suggested that there are a lot of questions to be addressed. First of all, that
stands for the analyzes of the occupational system in Serbia in
1915-1918
on
the district level, with emphasize on the character and manifestation of that
system in the Serbian village. Besides that, this research has included the in¬
volvement of domestic population in occupational local government, but also
social and economic situation in the district during the years of occupation,
with comparative analyzes of economical and demographic data from the pre¬
war period. Finally, the author tried to create an insight in the everyday life s
rhythm and quality in the towns and villages of District of
Čačak
during the
occupation.
The Austro-Hungarian occupation of Serbia and of District of
Čačak
lasted from the
1
November
1915
until the last days of October
1918.
During
the three years of absence of Serbian authorities, the Austro-Hungarian occu¬
pational system had built special regime, which had copied the similar system
previously built in the occupied parts of Poland. The occupational system was
called K.

Militaer-general-gouvernements
Serbien
(MGG/S) and it re¬
lied on the presence of armed forces, repression towards domestic population
and heavily exploitation of occupied land.
The District of
Čačak
(in the western part of Serbia) was the biggest
administrative part of MGG/S and at the same time the least populated (with
approximately
30
inhabitants per square km). Compared with the other dis¬
tricts in MGG/S, the District of
Čačak
was one of the least economically de¬
veloped, with very small cultivated land units owned by individuals. The dis¬
trict was established at the same time when MGG/S,

January
1916,
and
formally became part of MGG/S on
11
February
1916.
The administration in
district had not been established at once, it developed during the time when
military units were changed with the occupational institutions of the counties
Čačak, Guča,
Kraljevo, Ivanjica
and
Ušće,
in the first half of
1916.
In August
194
1917
new county was formed, when
Raška
military command had been extrac¬
ted from the county
Usce.
The occupational system was established on the hierarchical organiza¬
tion of district, county and municipal authorities. The municipality was the co¬
re unit of administration inside the district and there were

municipalities in
the district. The local Serbian population had authority at the municipality le¬
vel, but under strict control from the county s military commander. Although
official use of Cyrillic alphabet was forbidden, in some of district s municipa¬
lities Cyrillic was used as official alphabet of the documents during the large
part of the year of
1916.
Executive power relied on the district s commander,
to whom commanders of counties were directly subordinated. The main in¬
strument of executive power were gendarmerie (around
300-400
total), the po¬
lice and military intelligence.
Čačak
was the seat of the district s military in¬
telligence, run by the so called K-officer and with the agents and informers as
its staff. The informers or spies were mostly recruited from the local popu¬
lation. Deployed military units were not great by the numbers, but the District
of
Cačak
remained relatively peaceful until the end of occupation, with very
few of rebel actions.
The new government system introduced significant changes in the li¬
ves of Serbian population. Some of the changes included internment to con¬
centration camps in Hungary, take-over of metal, wool or food from the popu¬
lation, as well as changed perception of the everyday surrounding through era¬
sed Serbian heritage: Cyrillic alphabet, books, newspapers, signs, commerci¬
als, street names, all of these were transformed to Latin alphabet or German
language. Besides that, district s industry, which were undeveloped before the
war, suffered heavy blow with halving the value of Serbian dinar. District s
economy relied on agriculture and those industrial capacities left in life by the
Austro-Hungarian army, while everything else were inactive during the occu¬
pation. During
1917 80
handicraft shops had worked in
Čačak
and only one
water-mill. The trade were put under strict control of the authorities, its most
important part were controled sale of the food and deficit articles (sugar, salt,
flour, matches, gas). Due to omnipresent shortages of all goods, smuggling
flourished.
The agriculture was the main segment of economy in the district du¬
ring the occupation. Because of the lack of men work force, forced labor sys¬
tem for the domestic population and food requisitions, the District of
Cačak
didn t manage to produce enough food so famine was usual from
1916
on¬
ward. The corn was dominant crop in this part of Serbia and therefore presen¬
ted the main food source for the people. Although corn production felt around
one third of the pre-war numbers, it still surpassed the whole production of
wheat, barley and rye, where decline were even bigger. The insufficient quan¬
tities of food and poor health protection caused high death rate by various il-

less population than in
1914,
though mortality among
the civilians caused by war actions were relatively negligible.
The occupation of Serbia during the First World War as a theme could
not be nearly covered by one book, regardless of its size or the author s com¬
petencies. The complexity of the topic stems from the circumstances of cove¬
red period
(1914-1918),
abundance of preserved historical sources, oral hi¬
story and narratives available to researchers. But most of the topic s comple¬
xity follows consequences which the Austro-Hungarian, Bulgarian and Germ¬
an occupation of Serbia left on the post-war people and time. The attitude of
researcher towards those consequences will determine the concrete research
theme, that is the choice of right methodology and primary sources.
This work carries in its title clear geographic determinant: The occu¬
pation of the District of
Čačak,
which at the first sight resolves many of dilem¬
mas concerning methodology or sources. However, the author insists that town
and district
Čačak
were just the starting point in reaching primary objective,
which was the analyzes of the three years of Austro-Hungarian occupation
from the perspective of Serbian provincial life. Limiting the topic on one unit
in the system of Miltaergeneralgouvernements
Serbien was
necessary mostly
for successful work on sources and collected data synthesis. Nevertheless, the
author always tried to expand the subject when sources allowed that. In those
cases data from other districts of MGG/S, which represents the territory of Ser¬
bia in the First World War, were included in the analyzes. Practically, the aim
was to convey local history to the level of national history (or regional history,
considering the case of Serbia under the occupation by three countries). This
has been accomplished mostly for those parts of the book dealing with the oc¬
cupational system and its manifestations in rural areas, but also at the level of
counties and municipalities. Some of the conclusions considering the creation
of the occupational system in the counties and municipalities of
Čačak
district
could be easily applied to any other district in Serbia. The reason for that lays
in the uniformity of military organization, which had stand behind the whole
structure of MGG/S. Similar approach could be used on economy issues in
MGG/S, at least for those related to requisitions and measurements exercised
in Serbian village.
One must not forget those parts of history in touch with the individu¬
als and their life under foreign occupation. The people needed to manage a lot
for pure survival, to took under pressure of necessities some business activiti¬
es not done before, as well as some illegal. The changed role of women in the
society rapidly emerged under occupational conditions. That was expressed in
the form of greater economic involvement and through take-over of the tradi¬
tional role of the breeder from the men, but also through greater social enga¬
gement (in education, medicine) and nominally equal status with the men in
MGG/S.
