PETROGRAD - LENINGRAD
AS AN EXAMPLE
OF THE SOVIET NATIONAL POLICY IN
1917-1941
Summary
The issue of nationality was one of the most important problems of the Bolshevics
when they came into power in
1917.
From the Tsar Russia the authorities inherited a multi¬
national formation with a varied linguistic and cultural structure. Saint Petersburg
- Petro¬
grad -
Leningrad was the capital of the multinational and multireligious Russian Empire,
as well as the second most important city in the Soviet Union. A symbolic and unique
city, a subject of literary impressions and a creative inspiration for a number of artistic
generations.
The subject of this book is the presentation of a Soviet national policy introduced in
Petrograd -
Leningrad between
1917 - 1941.
However, the author's intention was not the
sole analysis of the national policy practised in an exact time and place. My aim was also
to present the history of Saint Petersburg
- Petrograd -
Leningrad, seen in the light of the
national minorities living there, which left a visible trace on the city. The fact, that even
though Saint Petersburg was the capital of the Russian Empire and a Russian city, still
from its early days it had a polyphonic culture, where different nations, religions, traditions
and customs interacted and intermingled, is stressed in this book. The national
diasporas
dwelling in the city identified with it strongly and thus participated in the development of
its culture. Such a presentation of the history of this city has not been covered sufficiently
in the Polish historiography so far.
In the book the problems are presented in a chronological order and it is divided into
two thematic parts. Additionally, the dissertation has been enriched with annexes consisting
of citation contents of the official documents as well as photographies.
The first part, covering the years
1703 - 1917,
is dedicated to a historical analysis
of the multinational structure of Saint Petersburg
- Petrograd,
from the foundation of the
city to the outbreak of the October Revolution. The factors that influenced the shaping of
a multiethnic and multireligious characteristics of the capital of the Russian Empire are
presented there. I have sketched the genesis of the influx of individual national groups
to the city. I have embraced the statistical analysis of the ethnic origin of the inhabitants,
their number and location. I have shown the basic characteristics of the major national
minorities inhabiting the city upon the river Neva. The German, Polish, Finnish, Jewish

and Tartar
diasporas
have been given their own place in this book. The Latvian, Estonian,
Ukrainian, Belarussian, Swedish and Armenian minorities have also been described, but
not so exhaustively. I have analysed how the cultural life of the national minorities in
Saint Petersburg
- Petrograd
moulded. I have shown whether and, if so, to what extent the
individual
diasporas
expressed their national aspirations and how freely they were able to
fulfill their cultural needs. Different forms of the cultural life of the national minorities
—
their press, educational system and social and cultural organisations are reviewed in brief.
I have also tackled the question of the religious structure of the city.
In the second part of the book I have analysed the Soviet national policy from
1917
to
1941.
Basically, this period can be conventionally divided into two stages. The first stage
covers the period from
1917
to the first half of the ,30s. The second stage concerns the
second half of he ,30s, especially the fateful year
1937,
and ends with the Nazi Germany's
invasion of Russia in
1941.
In the individual chapters the Bolshevic (Lenin's) concep¬
tion of solving the problem of multinationality in the USSR during the ,20s and ,30s is
presented. I have studied the development of the cultural life of the national minorities in
Petrograd -
Leningrad between
1923
and
1937,
contrasted with the mechanisms and prac¬
tice of the Soviet cultural and educational policy. A special attention is devoted to the forms
of the cultural life of the national minorities in the city, including education, the develop¬
ment of press published in their native language, the foundation of clubs and social and
cultural associations, as well as the minorities' theatres. Further in this book I have shown
the reesitmation in the Soviet national policy, which meant a total elimination of the whole
cultural life in
1937
and the beginning of mass repressions and expulsions.
In a separate chapter I have discussed the attitude of the Soviet authorities towards
religion. Both, the Catholic and Protestant church, as well as the Jewish, Buddhist and
Muslim religious communities are presented. Great importance is attached to the history
of Leningrad's temples and the process of closing them down. Moreover, the persecution
of clergy is also herein decscribed.
