From the "International" to the Commercial: Popular
Culture in Yugoslavia
1945-1991
The book deals with the development and changes of popular culture in
Yugoslavia from the end of WWII to the break-up of the country. During
that period the Communist Party (renamed the Union of the Communists) of
Yugoslavia held power, trying to "create a new, socialist, man" and a culture
accessible to all. Even though popular culture wasn't the main part of the
Party's cultural policy, due to its important place in everyday life, the Party
tried to influence it too. During the first post-war years, the Soviet cultural
model was aped in all spheres. Western products of popular culture that had
been predominant until WWII were suppressed and Soviet films, music and
literature introduced instead.
After a couple of years that followed the split with Stalin in
1948,
the
Yugoslav culture started turning to the West. The new trend was encouraged
by the fact that all help was coming from that direction. Financial, economic
and military aid which enabled Tito's regime to survive and Yugoslavia to
preserve its independence, came from the USA and other western countries.
Under their influence and in order to show goodwill, the Yugoslav
authorities liberalized their cultural policy. Popular culture particularly
profited from this.
Another factor contributing to the freer development of popular culture
was economic liberalization and the introduction of workers' self-
management. Since early
1950s
Yugoslav companies were granted
increasing freedom of action, but also increased responsibility for their
performance on the market. Newspaper-houses, film producers and
distributors, publishers etc, had to make money to survive with dwindling
government subsidies. For these reason they turned to commercialism. At the

same time, greater cultural liberalism enabled them to import the lion's share
of the materials they needed from the west. Thus, although the Communist
leaders frowned at it, the Yugoslav popular culture developed under western
influence. This held true for popular, folk and rock music which were the
dominant musical forms. Festivals too were made on western model. The
press mirrored not only the Yugoslav popular culture, but western models as
well.
The movie industry preserved greater autonomy from direct foreign
influences, because its financing was firmly in the hands of the authorities.
The dissident films that appeared were basically non-commercial, and
therefore uninfluential. Much more viewed were films about partisans that
were supposed to be a way of popularizing the regime and patriotism. In
order to sell better abroad, foreign stars were employed in the most
ambitious projects of this kind. However, up to
90%
of the general cinema
repertoire in Yugoslavia was made up of imported films
-
usually of
В
or
С
category. The broad audience preferred light, entertaining movies from the
west to the high-brow artistic ones. Yugoslav comedies became very
successful in the
1980s,
and several more serious films received acclaim
abroad.
In the field of reading, the situation was similar: classic and popular
books sold best. For this reason they were favored by the publishers who had
hard time selling expensive books to poor public. Therefore they tended to
stick to the proven authors
-
usually the lighter and the more commercial
ones.
Much wider circulation was enjoyed by cheap love, crime and western
novels published by newspaper-houses. Together with entertainment
magazines carrying mostly "yellow" materials imported from the west, they
were the main reading fare of the bulk of the population. Comics that used to
be banned in the first after-war years, soon become favorite reading matter
-
particularly of the younger.
Most efforts of the Yugoslav Communists to impose their ideology
through (high and popular) culture failed. People were not interested in
ideology but in entertainment. On the other hand, precisely for that reason,
the masses also didn't succumb to "nefarious ideological influences" hidden

in many works of popular culture that were flooding the country from the
West and of which the Party big-wigs were especially wary.
