Summary
For centuries, the city-state of
Dubrovnik
has demonstrated its amazing pow¬
er and size rarely encountered in history, and perhaps unique. It was particu¬
larly evident after the 1358th when it came under the Hungarian-Croatian crown,
since there was only about formal recognition of the Hungarian-Croatian sover¬
eignty. In fact it has been free city since, and became the country (although it is
still long designated as community) with all the features and attributes that be¬
long to a State, including international recognition. Protection of the Croatian-
Hungarian kings the Republic of
Dubrovnik
cunningly impregnated by Turkish
protection, immediately after they entered European soil from Asia Minor, both
paying tribute for centuries, to maintain its freedom and independence.
Its freedom and prosperity through the centuries
Dubrovnik
has not inherited
from any of its physical nor the demographic size, but it is primarily provided by
the size of its subjective, that is, human potential. Those amazing human resourc¬
es knew perfectly how to regulate the City in the country with all its attributes.
The greatness of
Dubrovnik,
unparalleled and rarely seen in the history of small
states, was provided through centuries by a specific way of governance; by flaw¬
lessly standardization and orderliness of public life; by the love for (paid) freedom;
by feeling the need to be aware of all the subjects of sacrifice for the good of the
City-state; by good economic bases
(
primarily trade and marine); by effective and
caring social, health, educational, cultural, immigration and all other policies; by
proverbially cultivated diplomatic nerve; by ability to lands, to outwit, to agree to
fraud if necessary; by resolution to preserve neutrality in international disputes at
any rate; by their draconian measures against violators of the established order of
things in the Republic; by their faith and allegiance to Catholicism
...
All these have therefore been unavoidable in the mosaic tiles of
Dubrovnik
success through centuries. Eventually, all this formed a special
-

men¬
tality (one might speak of a specific mind-set) among the population of
Dubrov¬
nik,
especially in the ranks of the aristocracy. It formed a sense of intergenera-
tional responsibility for the fate of the City, a sense of irreparable complacency,
self-sufficiency and tolerant particularity
-
all with the aim of keeping jealously
the achieved, and wishes for the future to achieve even more.
And then it came
-
the shock! Firstly, temporary seizure of the City by Napo¬
leon I. in

then the abolition of

and finally (and shamefully) the in¬
cidence of Austria after the Vienna Congress in 1815th. For a century, as

resided in Austria

this undertaker of its freedom and independence
-
all the
things devised in earlier centuries were systematically dismantled and degraded.
Once proud City-state was cornered on the periphery of the hated Empire and
was tragically choking in mud of the monarchy. It was the century of humiliation
and poverty for the proud citizens of
Dubrovnik.
The basic and enduring guideline for several generations of patriots of
Du¬
brovnik
during the 19th century was in finding the ways and means to the City
and its wider area to release from the Austrian yoke forever, and to recover at
least the part of the former glory, and some kind of autonomy. There were sev¬
eral political organizations and movements that sought to it (People s Party, the
Slavs Party, Party of Right). The movement of Catholic-Serbs of the mid 80-ies
of 19th century was formed for the same reasons.
For twenty years that movement was clashing with the Croatian national and
political aspirations that were in the City promoted by Liberal Party of Right led
by
Frano
Supilo
and People s Party led by
Pero Čingrija.
The political struggle
between Croats and Serbs in
Dubrovnik
was so fierce that it has contributed in
incorporating Croatian national and political aspirations in Croatian unique po¬
litical front. The basic point of division flowed from commitments where and
how to rotate the City, to get rid of the Austrian yoke, therefore, in which nation¬
al-political way to mobilize the population. Croatian national and political fronts
saw this way in turning the population towards the Croatian national integration
and the preparation of the City to enter into a future independent and sovereign
Croatian state as a way of creating an intermediate stage to creation of Yugosla¬
via, in which they recognize the ultimate goal and achievement of the Croatian
people, and citizens of
Dubrovnik
as well. Catholic-Serbs front, however, had
contradictory national and political interests and they saw the salvation of the
City on the other side. Since Serbian-Catholicism was actually formed from Du-
brovnik Slavic movement, it aspired to the creation of Yugoslavia (in which
would, of course,
Dubrovnik
enjoy a special position and status), without any
inter-stage, i.e. without the creation of an independent Croatian state, where they
were largely (and rightly) driven by earlier fruitless attempts to unite the Triune
Kingdom. In this they were encouraged by the fact that according to decisions
of the Berlin congress in
1878.
two free and independent South Slavic state
-
Ser¬
bia and Montenegro already existed, which was designed as South-Slavic nucle¬
us. Therefore, they quickly recognized a South Slav Piedmont in Serbia. Culti¬
vating a sense of Yugoslavs, in a time when the idea of the separate Yugoslav
nation was already spent in previous attempts of its creation, the part of
Du¬
brovnik
began to manifest the Serbian national and political idea that had a duty

to prevent, or at least slow down, the national integration and convergence of the
City to the independent Croatian state, and simultaneously open the way to the
future Yugoslav state community. They were enthusiastically hoping for the ac¬
tive and unifying role of Serbia as a Balkan Piedmont. Not knowing of the Great-
Serbian focus of
Garašanin s Načertanije
from
1844,
which was disclosed only
in
1906,
not properly assessing the real Great-Serbian, unitary, hegemonic and
expansionistic appetites due to their rapture, Catholic-Serbs remained in false
belief, unconsciously serving the Great-Serbian pretensions, not only in its time,
but until the present day. it was their largest and tragic mistake.
Committing themselves to such conflicting national and political views, it was
necessary to create the City of Croatian and Serbian atmosphere and look back
-
in this context
-
to its farthest history. There was a reactive litigation over whose
historical
Dubrovnik
and its wider area was (Croatian or Serbian), and who, on
the basis of history, to him shall be entitled to at the time and in the future, whose
language and literature of
Dubrovnik
was, whose entire, amazing
Dubrovnik
cul¬
tural heritage was; who has more right to Bosnia and Herzegovina, etc.
Serbian-Catholicism as a phenomenon occurred in other Croatian areas in the
19th century as well, especially in
Dalmaţia
and the Bay of
Kotor,
but only in
Du¬
brovnik
it was formed into a respectable political and cultural movement with a
fully recognizable national, political, and cultural component of its program.
Formed from centuries of socio-political and historical beings of
Dubrovnik,
Serbian-Catholic movement inherited specific, historically conditioned particu¬
larity of
Dubrovnik,
which resisted the integration of
Dubrovnik
in Croatian na¬
tion
-
and the City in the Croatian country
-
which was the main cause that the
Serbian-Catholic phenomenon transformed into a movement only in
Dubrovnik.
In addition to the specific, historically conditioned
Dubrovnik
particularity, there
was still a number of (secondary) causes, historical and other circumstances that
were favourable to the development and expansion of the movement. These oth¬
er (secondary) causes, and favourable circumstances had been primarily a polit¬
ical-propaganda, linguistic, historical, ethnographic, generational, personal and
geopolitical characteristics.
The movement of Catholic-Serbs in
Dubrovnik
was led by the first-class lib¬
eral intellectuals and rational mind, civil and noble origin, such as
Medo Pucić,
Matija Ban (two who first started to feel and declare themselves Serbs),
Baltazar
Bogišić,
Pero
Budmani, Milan
Rešetar, Petak Kolendić, Luko Zore,
Nikša Matov
Gradi,
Baldo pi.

and many more. Due to their reputa¬
tion and occupation among the population of
Dubrovnik,
they were followed by
a significant number of
Dubrovnik
citizens, primarily intelligence (doctors of
various disciplines, professors, lawyers, judges, Catholic priests and captains),
then high school students and youths, as well as lower educational social strata
(artisans, workers and peasants), so that the movement in the City (but also in the
outer area) got stronger reputation. It was especially recognized in the period
when Catholic-Serbs (in coalition with autonomists) ruled
Dubrovnik
the entire
last decade of the 19th century.
The movement of Catholic Serbs in
Dubrovnik
will be put out in parallel with
the progress of the policy of new course in the early years of the 20th century. It
was Catholic Serbs, together with Liberal Party of Right and People s Party, who
designed and promoted the policy of new course in
Dubrovnik.
Since the basis
of this new policy was a Croatian-Serbian cooperation and mutual commitment
to create a common Yugoslav state (which was the main political objective of
Catholic Serbs in
Dubrovnik),
all the motives and reasons of further existence of
their movement were exhausted by the creation of the Kingdom of Croats, Serbs
and Slovenes in
1918,
so it was completely extinguished soon afterwards.
Serbian-Catholic phenomenon and the movement of Catholic Serbs in
Du¬
brovnik
have not been systematically and thoroughly investigated by neither
Croatian nor Serbian side, so there have always been many delusions, accidental
or intentional completely wrong opinions and ideas about their movement. First¬
ly, this is reflected in the misunderstanding of the phrase Catholic Serbs itself
Some perceived them as already established national Croats, the other as a pre¬
viously formed Orthodox, who were, in both cases, for some personal reasons,
traversing from side to side, from one nationality or religion to another. The ba¬
sic point was not understood, i.e. that they were true and loyal Catholics, but they
opted for the Serbian national and political ideas as a path towards Yugoslavia,
as it was explained earlier. After all, their fundamental ideological commitment
was that religious and national are two separate and in no way mutually condi¬
tioned categories, by which they violated already established rule that the act
of birth draws an equal sign between the Croatian national identity and Catholi¬
cism on one side, and between the Serbs and Orthodoxy on the other side. Be¬
cause of such attitudes and practices based on that opinion, Catholic Serbs were
constantly attacked by Serbian church hierarchy, who did not recognize them
Serbs because they were Catholics, and the constant impact of individuals, clerical¬
ists and clerical-nationalists in the ranks of the Roman Catholic Church, who did
not recognize them Catholics because they were Serbs. Catholic Serbs vehemently

and actively opposed to both, so they can rightly be considered the first true and
reliable fighters against clericalism and clerical-nationalism in our region. Fur¬
thermore, distorted opinions about Serbs Catholics on the Croatian side mirrors
in the wrong, or only a partial perception of actual causes of their emergence, the
misunderstanding of their ultimate political goals, the wrong understanding of
the essence of their relationship to the City and the Croatian people, the dispar¬
aging attitude towards themselves and the strength of their movement, in an ex¬
tremely narrowing the social map, the number of movement and space in which
it worked. It was all just a consequence of casual dealing with the appearance
and movement. Some ill-founded opinions about them, yet seem to be a reflec¬
tion of excessive ideology about this phenomenon, a reflection of Great-
Croati
an,
even of Serbian-phobia.
Great-Serbian side did not investigate systematically their appearance and
movement neither. Instead, the Great-Serbs gleaned through data that went in fa¬
vour of the expression and justification of their encroached appetite upon
Du¬
brovnik
and the Republic of Croatia (in the first stage to the line of
Virovitica,
Karlovac,
Karlobag).
That s why their approach to Catholic Serbs was only a po¬
litical propaganda, not a scientific approach. They do not even seek the cause of
Serbian-Catholic appearance, because they think that the Serbs Catholic, as the
flower of Serbian nationality , were there since times immemorial, and it is obvi¬
ous that the historical-political context, just woke them up, resurrected them af¬
ter a few centuries and placed them on the historic stage, where they have, how
they think, always belonged. From such interests Great-

were increasing
and multiplying their numbers in
Dubrovnik
and on the entire Croatian territory,
where mostly, according to them, the Serbs Catholics
-
former Orthodox Serbs that
the Vatican made Catholics, live even nowadays. For the same reasons they strug¬
gle to explain themselves how did Catholic Serbs (as such) so suddenly disappeared
from the historical stage. They find response in the subjective factors (the Vatican
and the Austrian-Hungarian terror and coercion , negligence of the mother¬
land Serbia, perverse attitude towards them by both Yugoslavia, natural cleans¬
ing of Serbs by the genocidal Croatian people, planned colonization of Cath¬
olics in the Serbian
Dubrovnik
in the second Yugoslavia, and the like).
The movement of Catholic Serbs is significant and unavoidable fact in the re¬
cent history of
Dubrovnik,
because the Catholic-Serbs were its important and
distinctive factor. So, without knowing the complete and objective observation
of the movement you cannot understand, nor comprehend, nor interpret the his¬
tory of
Dubrovnik
from the 19ih and early 20th century (somewhere in
1879.
when
the movement of Catholic Serbs in the City began to manifest its Serbian national

and political exclusivity, until
1918.
when the City of
Dubrovnik
was included in
the composition of the Kingdom of Serbs, Croats and Slovenians.)
If we are able to get rid of ideological bias, which must blur the objective un¬
derstanding and experience of the recent history of
Dubrovnik,
which touches
Croatian-Serbian relations, then it is necessary to conclude that the Serbs-Cath¬
olics in
Dubrovnik
or Croatia were no shame, no subjective whim, but it was a
social group that was formed in the heart of the City as a result of the lawful de¬
velopment of
Dubrovnik
socio-political and historical situation in mid 80-ies of
19th century, as a form and reflection of immeasurable love for him. Therefore,
the present and future generations of
Dubrovnik
should not be ashamed of them,
nor shrink from them.
