Russia with Central European „Accents :
An academic research project on the
contemporary image of Russia in
Central Europe
On 15th December,
2009
an international symposium was
held at the Centre of Russistics,
ELTE
University, Budapest on
the perspectives of Russia reflected through Central Europe¬
an views. The publication of the materials from the conference,
entitled The Image of Russia with Central European „Accents ,
is set to coincide with the 15-year anniversary of the Centre
chaired by Professor
Gyula Szvák.
The Centre s central goal has always been to endow special¬
ists of Russian studies with a wide spectrum of knowledge,
so that they may be able to analyze tendencies of the cultur¬
al and political life of today s Russia within a historical perspec¬
tive. Having undertaken this mission, the Centre of Russistics
has become one of the most active institutions in Hungary
that is working for the cultivation of Hungarian-Russian rela¬
tions within the spheres of higher education and culture. De¬
spite the fact that the political climate has changed, the Centre
still has managed to revive a keen interest in Russian studies.
Moreover the Centre of Russistics is one of the major coordi¬
nating organizations for bilateral communications, therefore,
it has been in charge with the organising of a number of pro¬
grammes, including the Hungarian-Russian cultural seasons of
2004-2006
and the Hungarian-Russian Forum in
2009-2010.
Many international conferences organized by the Centre have
received professional recognition and praise both in Russia
and in the West. Nowadays the Centre cooperates with ten
Russian universities and numerous research centres, each of

which takes part in its inter-university consortium created to
initiate joint
EU
and other projects. In
2010
the Centre of Russis-
tics launched a master degree programme on Russistics, and,
having received accreditation for the programme, has begun
laying the ground work for double degree programmes in col¬
laboration with a number of Russian universities. The teaching
community adhere to a principle, according to which, the phe¬
nomenon of new Russia can be studied only in the internation¬
al context, and that for aspiring native born Russian specialist,
trade can only be properly studied within this context.
Background of the project
Based on this concept, a new field of research has been intro¬
duced by the Centre: the ¡mage of contemporary Russia with¬
in the Central European context, or more preclsely.withln the
context of the
Visegrad
countries. This shift in educational and
research strategy has been dictated by a number of theoreti¬
cal, methodological and practical reasons. By
2010
it became
clear that, instead of a bilateral approach, it would be more
advisable to work under the scheme of a trilateral framework.
This
triangulation
would consist of Russia
-
the European Un¬
ion
-
Hungary
/
Russia
-
Visegrad
group
-
Hungary. The Cen¬
tre of Russistics is planning to join in this „triangle by working
with the two other parties in the following ways:
1.
Joining the new strategic framework of the
EU
under the
East partnership plan.
2.
Mobilizing Central European resources for the establish¬
ment of new contacts so as to create a basis for the Russian
academic, civil and cultural initiatives.
3.
Launching the „Image of Russia in Central Europe project.
The essential idea for the project is that the word Russia in the
Central European region is often pronounced with a special in¬
tonation, or with a special „accent . However, during the con¬
ference it became manifestly clear that no uniform image of
Russia exists in Central Europe. In fact, the word Russia can be

pronounced with such a wide variety of Intonations that re-
ducing them all to a common denominator
-
that is, to one
„Central European accent would be a scientific impossibility.
Our „accents
The symposium The Image of Russia with Central European „Ac¬
cents took place with the participation of approximately

guests, including Hungarian journalists, foreign correspond¬
ents, researchers, students and professors, schoolteachers and
also representatives of the different state and nongovernmen¬
tal organizations. The symposium consisted of three blocks
(so-called „accents ):

The theme of the image of Russia has already been a subject
of discussion from the academic perspective organised by the
Centre of Russistics, Budapest. In
2009
the symposium, The
Image of Russia in the World has given impetus to implement¬
ing further actions, with an emphasis on separate geopoliti¬
cal and
sociocultural
issues (materials of the symposium have
been published in a special edition of Russian quarterly:

„The image of Russia, at least perceived in the West, is worse
than the actual Russia itself
-
these were the concluding re¬
marks given in a talk by Vyacheslav Nikonov, director of the
Russkiy Mir Foundation. In reply to this statement, many partic¬
ipants of the discussion have noted that in the
Visegrad
coun¬
tries, the word Russia is pronounced with a variety of „accents
than in comparison to the West. However in the West, there is
no uniform image in Central Europe either: „In Central Europe
there is no uniform image of Russia
-

In his opinion, the other side of the

image of Russia is also rather important, especially in matters
concerning modern foreign policy, where the main question
is, how Russia is viewed by the different players. This question
is often formulated along the lines of: is it possible to trust Rus¬
sia? However those who pose such a question often overlook
its obverse side, which is: can Russia trust its partners? There¬
fore, a compromise position with regard to the image of Russia
-
can arise only on the basis of mutual trust.
Is there a new academic image of Russia?
„The most common views about Russia stem from non-nation¬
al sources, first and foremost, from the western countries which
are the most powerful and instumental in the shaping of pub¬
lic opinion
-
emphasized Professor
Gyula Szvák,
the head of
the Centre of Russistics. It has also been stated that russopho-
bia in Central Europe is a historical phenomenon which varies
from country to country and are derived from historical fac¬
tors. This attitude is especially powerful and prevalent in Po¬
land, according to
Tomasz Zarycki,
Polish sociologist, deputy
director of Institute of social studies of the Warsaw Universi¬
ty. The Polish attitude towards Russia is based on the nature of
the relationship that prevailed between the two countries and
was primarily derived from the mid and latter part of the twen¬
tieth century (especially during the Second World War and dur¬
ing the Soviet times).
„Stereotyping plays a key role in shaping attitudes about mod¬
ern Russia , asserted
Jaroslav
Skvortsov, dean of faculty of In¬
ternational Journalism, MGIMO. He also claimed, that the im¬
age of Russia in the foreign press is still dividing the countries
along the lines of traditional stereotypes of we versus they.
Eradicating these destructive stereotypes, accordind to Pro¬
fessor Skvortsov seems to be virtually a hopeless task. Moreo¬
ver, these stereotypes will continue to flourish until the foreign
press decides to relinquish these prejudices and to take notice
of the fact that Russia and the Russian people have changed

over the years and are not what they use to be. Without under-

standing this backgound and circumstance, „it is impossible to
pronounce the word Russia without a particular accent. To¬
day s regional role of Russia too, cannot be based on old stere¬
otypes, agreed Hungarian historian,
Zoltán Sz. Bíró.
Is there a common European image of Russia?
„The image of Russia today actually divides the world
-
de¬
clares the former Hungarian ambassador to Russia,
Árpád
Székely,
indicating, however, that the influence of the image of
Russia has no more influence than that of the image of Ameri¬
ca. What do foreign policy interests of Hungary consist of? For
last two decades this question has undergone considerable
change: in comparison to the early 90-s, when decision mak¬
ing processes underwent profound change. But also today it is
possible to posit the idea that one of the most important goals
for Hungary is job creation and economic prosperity which can
only occur when there is economic cooperation based on mu¬
tual interest among countries in the region. That is: the devel¬
opment of relations with Russia inevitably becomes of vital im¬
portance, not only for Hungary, but also for the entire
Visegrad
region.
Economic relations are closely allied to information resources
-
such a conclusion has been made by Rudolf
Chmel,
the last
ambassador of Czechoslovakia to Hungary (currently, head of
the faculty of Slavic philology, Prague University). He was also
not without self-criticism when he noted that there are about
seventy correspondents from Germany in Moscow, while from
the Czech Republic
-
there are only three (the numbers from
Hungary are comparable.) This leads to a situation where an
image of Russia is primarily controlled and filtered by western
distribution channels, and this „filtration reduces chances of
Central Europe s ability to form an independent view of Russia.
(Poland, in this respect, is an exception as many Polish journal¬
ists work directly in Russia.)

SUMMARY
Is there a specific image of Russia
in the Central European media?
As
Tomáš Glanc,
the Czech culturologist, and teacher at both
Prague and Bremen universities remarks, there is an endless
cycle of violent news always emanating from Russia (mafia, ol¬
igarchs, acts of terrorism, etc.) and that this kind of reportage
does not allow for the exposure of positive images that can
lead to deeper trust and good relations.
Ákos Szilágyi,
a Hun¬
garian expert on Russian culture, media and politics, has de¬
veloped the thesis that the image of Russia is not a scientif¬
ic one, nor of a conceptual design but rather a product of a
political technology as a modern myth-making activity. The
image of Russia exists only as a negative phenomenon, as a
deviation from norm, an infringement of rules: it is represent¬
ed exclusively in a negative fashion. Only the Russia of scan¬
dals, the Russia of disasters and wars is of interest to the read¬
er. Such an image is the only one that generates curiosity, or is
relished with an almost a perverse fascination. Furthermore,
he believes that, this phenomenon has its roots in the way the
modem mass media operates and is not necessarily connect¬
ed with actual attitudes towards Russia.
The speeches given by Russian scientists have not been sepa¬
rated from those of the Central European colleagues; therefore,
these lectures were integrated to the corresponding themat¬
ic blocks. Academician Jury
Pivovarov,
director of INION stat¬
ed the following: „It is very difficult to give a speech as a Rus¬
sian, at conference where Russians are being studied. I feel as
if I were a cat in an experiment that suddenly starts speaking.
As to the guestion whether there is an empirically verified im¬
age of Russia, the response he gave was an unequivocally pos¬
itive one: „the existence of the image of Russia has been con¬
sistently proved in light of the latest academic research.and is
without a doubt an incontrovertible fact . However, he also be¬
lieves, that the Russian ¡mage as well as the overview of Rus¬
sian history should be controlled by Russian specialists, histo¬
rians, sociologist etc. „It is our task, that is the moral obligation

of the Russian experts to do this , he stated. This statement led
to a heated discussion for which the vast majority participants
overwhelmingly expressed the view that a complex approach
to Russia should and could be worked out only with the coop¬
eration between the Russian and international academic com¬
munity and media.
The present collection of symposium materials titled The Image
of Russia with Central European „Accents is an attempt to dis¬
cuss the basic questions and problems of contemporary Russia
from the point of view of the
Visegrad
countries. In the collec¬
tion a number edited speeches and additional research papers
have been published. The current collection is issued to the
public in hope that „accents will find expression in the works
of specialists whose work is involved in shaping public opinion
and public policy, and to career diplomats, who aspire to im¬
prove contacts between the
EU
and Russia.
The editors of this collection wish to express their gratitude to all
participants, authors, lecturers, translators and to everyone who
took part in the preparation of texts for publication. Organizers of
the symposium wish to convey their special appreciation to the In¬
ternational
Visegrad
Fund (IVF)in support of the project and for the
publication of project materials, and also to Russkiy Mir Founda¬
tion (Russia) for their invaluable assistance in the organization of
the symposium.
