AFTER
1989
This book provides the first ever description and analysis of Czech
-
Chinese
bilateral relations since the re-establishment of democracy in the former
Czechoslovakia in
1989,
which enabled the Czech Republic to develop its
own policy towards China as the Czech Republic was no longer dependent
on Moscow s supremacy over it.
The growing economic and political
importace
of the People
s
Republic
of China (PRC) implies a challenge to developing effective political relations
and reviving traditions of Czech-Chinese investment and trade relations.
The collapse of communism in the former Eastern bloc, as well as the
split of Czechoslovakia in
1993,
iead to a political enstrangement between
Prague and Beijing, regardless of several top-level Czech visits to China
that received no reciprocity. The first ever top-level state visit from the PRC
after
1989
occured in
2005, 18
years after the last one in
1978.
Despite
divergences in political culture in the Czech Republic and China, and in
the two countries different perceptions of the theme of human rights, there
were no relevant political issues that would disturb bilateral ties between
Prague and Beijing except for the visits of the Dalai Lama to Prague and of
Taiwan s Prime Minister Lien Chan in the Czech Republic. Nevertheless,
the Czech
-
Chinese political contacts remained formally correct yet cold-
hearted. The Czech Republic s accession to the European Union in
2004
eventually increased its profile in Beijing.
Besides political relations, this study also analyses bilateral economic
contacts, which the Czech Republic considers to be its priority. However,
economic effects in investment and trade surprisingly remained behind
Czech expectations, whereas the Chinese managed to meet all their basic
priorities, which were basically to assure the existence of an open Czech
market for Chinese exports and moderate
liberai
conditions for business
activities. Frequent Czech governmental visits to China have eventually

failed to negotiate equal investment and an equal trade framework. The
Czech liberal trade strategy, which enabled a rapidly growing trade deficit,
remained upheld even after the Czech entry into the European Union. On the
other hand, the state support for Czech traders and investors in China brought
about a positive outcome in terms of growing export volumes.
Utilising my own research work focused on the business and investment
environment in China, this book confirms the idea of a general overestimation
of the trade and investment opportunities in China. Mentioning the China
dream phenomenon points to the Czechs insufficient knowledge of Chinese
affairs, their poor academic and expert base, and their excessive fascination
with China s exoticism as well as with its economic boom. The analysis of
Czech political and media discourse reveals the near inability of the Czech
media and politicians to get an accurate view of contemporary China.
This study also explores the importance of non-official Czech relations
with Taiwan and Taiwan s role in the
1990s
as an important Asian investor
and as a country that cooperates with the Czech Republic in the fieJds of
culture and
academia.
The Czech Republic s discreet diplomacy with Taiwan
has been remarkable in the European context.
