Abstract
In the last sixteen years, Romanian historical writing has witnessed the revival
and development of traditional topics of research. Their investigation had been checked
tor almost half of a century by the political regime established in Romania in the
aftermath of World War I. Among the favorite topics of nowadays researchers is the
history of the Romanian Church, now approached from the standpoint of new scientific
and methodological requirements. Several years ago, the Department of History and
Philosophy with the
Babeş-Bolyai
University has initiated a program of research
entitled Church and Society , which aims at the reconstruction of the history of the
Romanian Church, chiefly the Transylvanian Church during the
18Љ-20Љ
centuries.
A part of the aforementioned program is dedicated to the reconstruction of the
history ol the Romanian Greek-Catholic Church in Transylvania. We believe that the
process of recovery and, not in the least, the rehabilitation of the historical truth concerning
a basic chapter in the history of the Romanian nation is quite indispensable in order to
sketch a veridical picture of modem Transylvania. No wonder that there is a deep interest
in this institution, which had played a highly significant part in the Romanians history
during the
1801-20111
centuries, fundamentally contributing to the assertion of the modem
Romanian nation. The more so as a rich documentary legacy that has been for a long time
hidden from the eye of the historian is still waiting to be turned to account.
In spite of all scientific endeavors, materialized in several highly accurate and
objective works in the field and in many papers and articles, we are still far from our
goal, that is the comprehensive reconstruction of the respective subject. There are not
few topics related to this field that have been up to now approached either indirectly or
fragmentarily, or have been insufficiently illuminated.
The present thesis may be ranged with the aforementioned
historiographie
trend
and aims at contributing to the documentary and interpretative revival of one of the
ecclesiastic entities that have carried on their activity within the framework of the
Romanian Greek-Catholic institutions, that is the foraneus vicarage. Our main scientific
goal has been to reconstruct the pattern illustrated by the vicarage of
Rodna,
institution
which, due to the history of the area, had acquired specific features that endowed it with
a peculiar character. Like a puzzle game, the recreation of a true and overall picture or
the Romanian Church united with Rome requires the juxtaposition of various
constitutive elements in order to reconstruct the whole. Under these circumstances, the
elements that need to be pieced together are the ecclesiastic institutions with their
specific features, beginning with the central institution, namely the bishopric,
subsequently archbishopric and metropolitan see of Alba Iulia and
Făgăraş
and ending
with the foraneus vicarage, the diocese and the parishes.
We know quite few things about the foraneus vicarage, a complex institution that
had played various parts in the Transylvanian Romanian Greek-Catholic society. There
were five Greek-Catholic vicarages in Transylvania
(Haţeg, Făgăraş,
Rodna, Silvania,
Sătmar-Maramureş),
but there have been few attempts at reconstructing their past. Up to
now, we have a limited number of works dealing with these issues, namely several
monographs and two autobiographies. One of them is a monograph of the vicarage of
Haţeg,
written at the beginning of the 20th century by Iacob
Radu,
he himself the
foraneus vicar of the respective institution. Consequently, the work is stamped with the

mark of subjectiveness characteristic to a faithful servant of the Greek-Catholic Church:
priest, vicar and then canon. At present, the history of the
Haţeg
vicarage is the main
topic of
Camelia
Vulea s doctoral thesis, which is about to come to a conclusion, offering
new and quite rich data on the evolution of the
Haţeg
vicarage, her approach being in
agreement with modem historical methodology.
Another monographic work deals with the history of the vicarage of Silvania. The
book, bearing the signature of researcher loan
Ciociari,
analyses to a little extent the
structural and functional constitutive elements of the vicarage, chiefly stressing out the
various aspects concerning the priests of
Sălaj.
At the same time, it dedicates a lot of
pages to the involvement of the parish clergy from the land of Silvania and of the
foranei
vicars from the district in the Romanian
Tran
syl v
an
і
ans
movement of political-national
and cultural emancipation, giving less attention to the aspects related to the way in which
the vicarage institution had carried on its activity there.
The aforementioned researches are accompanied by a brief work on the history ot
the vicarage of
Maramureş,
written by Tit Bud, also foraneus vicar in the area, and two
autobiographies. One belongs to
Macedón
Pop, the other to Cjrigore Moisil, both former
foranei
vicars of
Rodna.
Chronologically,
Macedón
Pop is the author of the first
autobiography, which does not offer an analysis or interpretation of the events, but rather
a brief history of the activity of the
foranei
vicars of
Năsăud,
beginning with the first
vicar of
Năsăud,
loan Para, to the one who succeeded the author of the autobiography in
the vicarage seat, his brother, Anchedim Pop. The book is nevertheless very important
due to the unbiased character of the provided data, being at the same time quite
indispensable for the historian who wishes to reconstruct the historical facts in the first
half of the 19th century in the vicarage of
Rodna.
Another autobiography, written either
in the first or in the second half of the 19th century by vicar Grigorc Moisil himself, or in
the first years of the inter-war age by the editorial staff of
Arhiva Someşeană ,
although
inferior to
Macedón
Pop s work in what concerns the quality and quantity of the
provided data, details the events between
1860-1861,
emphasizing the struggle initiated
by the frontier guards to regain their ownership right over the frontier funds and real
estates under the circumstances of the establishment of the liberal regime in Austria. But
the work does not reveal aspects concerning the organization and functioning of the
vicarage institution or other date related to its social life. Nevertheless, one should note
the fact that the two writings arc crucial starting points in the investigation of the
historical past, the organization and functioning of the vicarage of
Rodna.
The foraneus vicarage of
Rodna,
set up in
1786,
initially included within its
boundaries

communities of the
44
villages of
Năsăud
that made up the second
Romanian frontier regiment. After
1851,
following the dissolution of the frontier
regiment system, nine parishes were separated from the vicarage, which illustrated the
intention of the high church authorities to make religious administration more efficient.
Together they made up the diocese of Budacul
Român,
which remained in a subordinate
jurisdictional-ecelesiastic position to the vicarage of
Rodna.
There is a common belief that a lot has been written about the past of the Land of
Năsăud ,
which asserted itself in collective memory and national histoiy as one and the
same with the saga of the second Romanian frontier regiment. In spite of these opinions,
a closer investigation reveals that the topics related to the history of this area in general
and the history of the local church in particular are far from being exhausted. The many

and interesting historical events occurred in the past of this area, whose testimony is m
preserved in historical documents, seem to never cease to stir the researcher s curiosity.
Beginning with the second half of the 18th century, the part of Romanian territory
at the borderline between Transylvania,
Maramureş
Land and
Bukovina,
located at the
feet of the Rodnei Mountains, had developed a specific, clearly-cut identity, a strong
personality, strengthened by the events occurred at the end of the century, as well as
during the next one. The present thesis wishes to contribute to the overall picture of the
history ot the area, sketching a veridical picture of its identity, adding new data, as well
as a new perspective, to the present researches and works. Of course, we should also
mention that our scientific interest has been chiefly focused on the reconstruction of one
fragment of the ecclesiastic history of the area.
The inhabitants of the region imder investigation had enjoyed the status of free
men as early as the Middle Ages. Thus, the setting up of the second Romanian frontier
regiment, whose main consequence was the betterment of their social, economic and
cultural status, accelerated the process of particularization of the Land of
Nãsãud
within the
Transy
Ivanian Principality. As early as the second half of the 18th century, the
people of
Nãsãud
became aware of their own freedom and identity. The awareness of
their specificity led to the assertion of a strong local pride, chiefly during the great events
in Transylvania s history.
The foraneus vicarage of
Rodna,
chiefly established in order to defend Catholicism
in the midst of Orthodoxy and at the same time reflecting the wish of the Catholic Church
to expand in schismatic areas, was exactly superposed on the second frontier regiment.
The cohabitation of the two institutions, one strictly military, the other strictly ecclesiastic,
for over half of a century gave birth to a relation of interdependence. Thus, while the
presence of the Romanian frontier regiment in the valley of the
Rodna,
the
Someş,
the
Mureş,
the
Şieu
and the
Bârgău
determined the forging of a specific identity of the people
of
Năsăud,
the foraneus vicarage offered the framework of its manifestation under a
religious form. Moreover, after the dissolution of the frontier regiment, under the
circumstances of a void of power in the area the foraneus vicar of
Rodna
and the institution
he represented were invested by the former frontier guards with authority, not only
spiritimi,
but also political-national and cultural. Within this context, the institution
liad
become for a while the expression of local power. In the next years, when the area was
politically organized as an autonomous district
(1861-1876),
the forancus vicarage fell back
to its initial status but regained ecclesiastic-political functions after
1876.
The present research aims at providing a theoretical analysis
oí
the foraneus
vicarage within the Romanian Greek-Catholic Church in general, chiefly focussing
m
the vicarage of
Rodna
on whose organization and activity it wishes to shed light. We
believe that it is possible to reach this aim by reconstructing several major events in the
history of the
Năsăud
institution and, at the same time, by listing and analyzing the
competencies and jurisdiction of the
foranei
vicars of
Rodna.
Institutionally, the foraneus vicarage, set up at the end of the

the Romanian Greek-Catholic Church, was the result of an onginal nrnture of
institutional borrowings from the Roman-Catholic, Orthodox and
Calvinist
Churches.
As concerns me origins of the forancus vicarage, the investigation^ ot he
Romanian and foreign bibliography concerning the respective issue ledto the^conclusion
that it succeeded
thľcore-bShopric.
The foraneus vicar took over the pbee and part
Played by the core-bishop, succeeded him and the ancient rural dean. In the Middlt

Ages, the foraneus vicar played the part of bishop deputy in a district of the bishopric. He
was called foraneus because he exercised his jurisdiction foris
et
extra civitatis , in
many places being also called dean. Interesting to note is the fact that although the
institution did not have Oriental sources or Romanian tradition, it imposed itself as
representative both in the conscience of the clergy and of the Greek-Catholic believers, at
least in the land of
Năsăud,
not only in the ecclesiastic field, but also in the political-
national and cultural spheres. Under these circumstances, the constant efforts to make the
authorities recognize vicarial competencies under the form asserted in the first hall or the
19th century continued at another level the struggle initiated at the end of the 18th
century. Thus, they followed into the steps of
Petra Maior,
who had fought to defend the
function, part and place of the subsidiary bishops within the Romanian Grcck-Catholic
Church. Seen from another perspective, the defense of the autonomy and jurisdiction of
the foraneus vicarage, at one point even threatened to be abolished, also acquired
national connotations, taking into account the fact that this ecclesiastic institution was
characteristic to the Greek-Catholic Romanians of Transylvania.
The foraneus vicarage institution was set up in a time when the circumstances
demanded a centralizing policy within the Romanian Greek-Catholic Church of
Transylvania with the view to strengthen and expand its jurisdiction. Consequently, it
was supposed to be instrumental in supporting the new policy of the bishopric of
Făgăraş.
Not accidentally was the foraneus vicar then endowed with wide competencies,
which granted him a dominant status over the suffragan priests, as well as over the
subsidiary bishops. The institution was created with the view to support the bishopric in
its struggle to institutionalize the Latin paradigm and restrict the competence area of the
subsidiary bishops.
Ironically enough, in time many prerogatives of the old diocese were passed over to
the new ecclesiastic institution, undeniably created by bishop loan Bob, which would thus
acquire
a speciile
character resulted from the mixture of Greek-Catholic and Orthodox
features. Undoubtedly, it had played an important part in the life of the Romanian Greek-
Catholic Church, its crystallization coinciding with a period in which it was endowed with
the most significant competencies and the most extended rights. Chronologically, this first
stage in the history and evolution of the foraneus vicarage within the Grcck-Catholic
Church of Transylvania corresponded to the first half of the 19th century. Following the
centralizing policy of the Papal Curia, the jurisdiction of the
foranei
vicars witness a
significant process of limitation beginning with the six decade of the same century.
For half of a century, the foraneus vicarage of
Rodna
had been a constitutive part of
the Greek-Catholic bishopric of
Făgăraş,
and was subordinated to the bishopric of
Gherla
after the lattcr s setting up in
1853.
But the vicarage of
Năsăud
deliberately followed the
Făgăraş
pattern of ecclesiastic organization, claiming that the religious union of
1700
was
implemented only in what concerned the four articles of Florence and was grounded on the
principle of unaltered preservation of the Oriental tradition (ritual, discipline, canon law,
etc.) in the Romanian Greek-Catholic Church. In the last quarter of the 19th century, the
vicarage of
Rodna
determinedly engaged itself in the struggle for supporting and defending
the autonomy of the Romanian Greek-Catholic Church. The struggle to preserve the mixed
synods and constitutionalism of the Greek-Catholic Church was materialized in the
campaign of petitions and series of vicarial meetings ( tractimlia ) initiated by the
Năsăud
vicar and supported by the entire ecclesiastic and lay elite of the former frontier guard
district. The campaign of petitions also had in view the right to elect the bishop, priests and

auxiliary ecclesiastic personnel in the Armenian bishopric district, the acknowledgement of
vicarial competencies as they had been before
1853.
One of the illustrative moments of this attitude was the memorandum drafted by
toe representatives of the
Năsăud
vicarage, debated and sanctioned by the vicarial synod
held on May
22, 1882.
The document was addressed to bishop loan
Szabó
and, in its
authors opinion, was supposed to be a possible basis for debates, suggested by the
bishopric of
Gherla
at the second council of the Transylvanian Greek-Catholic
ecclesiastic province
(1882).
Summing up the ideas of the
Năsăud
clergy, the
memorandum was divided in three parts: a brief history of the Romanian Church united
with Rome until
1848;
an investigation of the delicate issues confronting this church in
the second half of the
1
9th century; a series of proposals of inner reform. Outspokenly
following the line of
Blaj,
the document laid at the foundation of the future reform of the
Romanian Grcck-Cafholic Church the demand that its autonomy be granted by the
preservation of the Oriental heritage, namely mixed synods and constitutionalism in its
ecclesiastic organization and leadership.
As concerns the relationship between the vicar and the bishop, we should mention
the tact that the vicar of
Năsăud
had never contested the hierarchy, the bishop s right to
preeminence and authority over him or manifested any insubordination. At the same time,
he never claimed to have wider prerogatives than the episcopal authorities had granted him,
and always acknowledged his suffragan status under any circumstances. In exchange, the
foraneus vicar of
Rodna
enjoyed a large freedom of movement in the vicarage area, where
he was granted a large jurisdiction. But when his rights inherited from the Oriental tradition
and local jurisdiction were violated, the vicar would engage himself in conflicts with the
bishopric, hi their turn, the believers of the vicarage often related to their vicar as to a center
of authority in the area, chiefly in strained circumstances. They regarded him as their direct
hierarch, as the one who best understood their problems, the leading
detènder
of the rights
and customs of the
Năsăud
communities.
The present approach has also had in view other aspects, complementary to the
main issues, such as the analysis of the situation of the clergy in the vicarage of
Rodna
from various perspectives: intellectual formation, prerogatives, evolution of their
material condition until World War
1.
At the same time, we have also dealt with
questions related to the development and evolution of the
Năsăud
schooling system, but
only
lo
the extent
lo
which it had any connection to the vicarage institution.
This, the foraneus vicarage, was more than an institution or an element strictly
integrated within the Romanian confessional phenomenon in Transylvania. It was a
complex reality, an institution with various
fonctions
and valences, whose history may
be explored from manifold perspectives.
In the absence of Romanian institutions specialized in certain fields of
activity, in the area under discussion the vicarage had taken over many prerogatives
that transcended the sphere of denomination and encompassed secular fields:
economic, administrative cultural, chiefly educational, sanitary, political-national,
etc Due to the part played within the Greek-Catholic ecclesiastic institutional
system of Transylvania, in the Romanian national-cultural movement, due to its
dedicated and constant involvement in the modernization of the Romanian society,
we believe that the vicarage institution is a subject that undoubtedly deserves to be
investigated and analyzed with the utmost accuracy and
