SUMMARY
Lozna
in the past
The area of Lozna is a small geographic unit. It is situated in
Donji
Bihor,
between lower course of the rivers Ljesnica and
Lim,
the field of
Zaton
and the border toward the upper part of
Korita
(42° 55
of

and
19° 57
of
e.
g.
I.
].
It has a rather good geographic location, as well as area
characteristics referring to nearer and further surrounding. It belongs to the
municipality of
Bijelo Polje.
Bihor
is the area situated in the north-east part of Montenegro, on
both sides of the river
Lim, in
its middle course. It borders the upper part
of Pester in the east, Rozaje and
Túrjak
in the south-east, Tivran gorge in
the south, Bjelasica in the west and northwest, Lisa and Kumanica gorge in
the north side.
People made permanent settlements here very early. They existed
even in the period of
Neolit, Ilyrians
and Romans, but there are no enough
archeological findings. There are little data from a period of Serbian coun¬
try
Raska.
Lozna, as the part of Polimlje, became the part of the first Serbian
country. Only after
1912
it was added to Montenegro and it remained its
part until the First World War. Lozna district had belonged to
Uzice
region
until
1929
after which it became the part of
Zeta-
regional unit ruled by
ban.
Turkish invasions influenced the change of ethnic picture of Lozna
area. The old Serbian Population, who were farmers, was reduced in the
fights against Turks, migrations and diseases. The rest of the population
who were cattle breeders and who were called
Vlasi
by Turks, entered the
tribe organizations led by dukes and other chives. The Turks renamed Ser¬
bian tribal state
Bihor
into nahija

Turkish name for administrative unit.
During
18*
and 19th century and especially after the Berlin Con¬
gress in
1878
when Montenegro became independent and
Tara
became the
border, Turkey defended and fortified the above mentioned border even
more.
Migrations of people from Lozna area and further were permanent
and it specially became emphasized after rebellions, uprising and wars.
After annexation of Bosnia and Herzegovina the Muslims of Lo¬
zna and
Sandžak
accepted a great number of refugees
-
Muslims from Bo¬
snia and Herzegovina.

In the first decade of 20th century, the revelation of young Turks
won. The Muslims of Lozna area and wider are didn t accept the proclai¬
med principles of equality with Raja
-
non
-
Muslims, even though Serbs
didn t believe in such a freedom.
The relationship between the Balkans and Turkey were getting wor¬
se permanently which led to an unavoidable conflict with Serbia, Monte¬
negro and other countries of the Balkans.
In the first Balkans war it was realized. Montenegro declared the
war to Turkey on October
9, 1912.
The east unit of Montenegrin army was
formed under the command of sirdar
Janko
Vukotic. On October

Bijelo Polje
has already been free. Military and
civil institutions were formed and the new government was established.
The peace didn t last long. The First World War brought enormous
troubles and left disastrous results. The heroic resistance of
Sandžak
army
in Mojkovac frustrated plans of
Austro
-
Hungarian army to cut retreat to
Serbian army across Andrijevica and Albania toward Greece.
After the First World War had been finished the new country
-
King¬
dom of Serbs, Croats and Slovenians was established by uniting of Serbia
and Montenegro on December
1, 1918.
Then Lozna, in the administrative
sense of word, became the centre of the region. It consisted of the following
municipalities: Lozna,
Korita, Zaton,
Rasovo,
Savinpolje
(Bistrica).
Rado-
sav Joksimovic was the first one appointed for the president of the region,
and then, from
1925
to
1929 -
Jovo Lazarevic.
After the union, there were party agitations for winning the autho¬
rity in all parliament elections in the whole area of Lozna region. Citizens
voted for many parties: Democratic, Radical, Communist Party of Yugo¬
slavia (CPY) Yugoslav Muslim Organization, and from
1935
Yugoslav Ra¬
dical Community (YRC). All the parties were governmental except CPY.
According to the population register in
1921,
the population of Lo¬
zna region was
10, 497
out of which
5, 225
were male and
5, 272
female
and there were
2, 090
households. Out of the total number of inhabitants,
two declared that his native language is Russian, eight
-
Albanian, one
-
Turkish and all the rest
-
Serbian.
Kingdom was divided on
33
regions instead of former districts by
the decree from April
22, 1922.
The districts of
Uzice, Bijelo Polje
and
Pljevlja became parts of
Uzice
region. The great head of a tribal state who
was appointed by the king, ruled the region.
In November
1920,
the first elections for Constituent assembly,
and in
1923
the parliament elections were held where the following parti¬
es took part: Radical, Democratic, Muslim Democratic Party and Dzemi-
jet party. In February
1925
more than
40
political parties took part in

elections. Radical party won.
The last parliament elections in Kingdom of Serbs, Croats and Slo¬
venians were held in September
1927,
when the candidates of democratic
list won.
On October
3, 1929
the law was passed by decree according to
which the state was divided into
9
regional units ruled by a ban and the
tenth Administration of Belgrade and the country got the new name
-
King¬
dom of Yugoslavia. The regions of Lozna and Sahovici were rescinded and
they gained the status of municipalities. Josif Popovic
-
the flag bearer, was
appointed for the president of Lozna municipality in
1929.
From
1929
to
1933
the municipality presidents were not elected but they were appointed
by minister of internal affairs. The elections for municipality presidents
were held in the autumn of
1933.
Jusuf-bey Corovic was elected for the
president of Lozna municipality then.
In the Second World War, in this area- especially in territory of
Do¬
nji
Bihor,
whose centre was Lozna for many decades
-
very cruel, brutal,
repressive and sometimes tragic events happened to both confessions
-
Ort¬
hodox and Muslim. During the war, the well known maxim First estran¬
ge and then rule became apparent. Initiators of such politics were invaders
and domestic quislings. Mutual conflicts lasted during the whole war and
they were emphasized specially in the course of
1942
and
1943.
CPY had and consistently conveyed completely correct and reali¬
stic attitude about international relationships. It successfully conveyed Na¬
tional Liberation War (NLW) against the invaders and quislings and won.
The members of
Anti
Hitler s coalition admitted that the struggle of Nati¬
onal Liberation Movement (NLM) was correct.
Lozna was liberated in September
1944
and the new authority was
established. Its general aim was restoration of burned and destroyed hou¬
ses and other buildings, reconstruction of infrastructure and providing food
for inhabitants.
There were no secular schools in this area. The literacy could have
been gained only in churches and monasteries. The primary Serbian scho¬
ols were not opened until 19th century. But the first secular schools in Lo¬
zna,
Ivanje, Zaton, Bistrica,
Rasovo,
Azane and
Korita
were not opened
until
1913,
after the liberation.
The first Muslim religious primary schools were
sibian-mektebs .
Beside opening of mektebs in villages, Ruzdija (middle school) which
worked up to
1912
was opened in Lozna. The buildings of Ruzdija had
served for work of primary school from
1913
until
1956
when the new
school was built.
Only after the end of the Second World War the new process of obli-

gatory
primary school began. One of the most important events in this area
was opening of school lasting

years, which had a rank of middle school,
in
1946
in Lozna.
Since the opening of primary school lasting
7
and later

years,

students have regularly finished this school up to
2007.
Many of them
finished high schools, colleges and universities. The most successful ones
acquired M. A. and Ph. D. degrees. Some of them became successful uni¬
versity teachers.
The general message of this book is faster development of this area.
It is possible to be provided by making the conditions for more intensive
agriculture with the aim to produce healthy food. Building modern infra¬
structure, specially roads, is necessary. All that would make better agra¬
rian settlement and revitalization of villages possible.
Valuable cultural and historical inheritance represents the signifi¬
cant base of sustainable development. But, bigger support of social com¬
munity is needed for faster development of this area and northern region as
the undeveloped part of Montenegro.
