SUMMARY
The book presents the secretarial services in the
starost
offices of
Lubelskie
Voivodship for the years
1919-1939
in the wide context of general administration
functioning on the Poviat level. The key concept of a secretariat is based on the
scope of activities, such as accepting incoming documents, sending outgoing
documents and maintaining files kept in the office. Since file documentation at that
time was the basic media for information storage, the circulation of documents
constituted a key factor determining administrative efficiency. This is the reason
why the current research survey has been expanded to include an analysis of the
secretarial services role during the resolution of administrative matters and by
establishing at least some of relations between the formal and substantive aspects
of administration functioning.
Files from the surveyed
starost
offices and supervisory organs have been used
-
especially those from the
Lubelskie
Voivodship Office. Normative acts take
an important place among the resources, secretarial instructions being the most
important. The secretarial instructions have been also analysed within the formal
aspect as tools used to manage secretarial services. An important role may be also
attributed to materials connected with supervision over secretariats functioning
in
starost
offices, but it should be noted that they shed a very specific light on the
analysed phenomena.
The first chapter of this work presents political issues as well as issues
connected with internal organisation and the personnel of the analysed offices.
The second chapter refers to secretariat management and describes the role of
separate organisational bodies, the role of basic normative acts and the applied
control mechanisms. The third chapter describes the ever-changing concepts of
responsibility division in connection with employment structure in
starost
offices
as well as the main characteristic features of secretarial systems used in offices
-
especially the manner of documentation registration. The fourth chapter includes
a model description of secretarial service role during office operation and attempts

The appendix presents secretarial instructions for
starost
offices of the
Lubelskie
Voivodship from the year
1929
as an example of the manner of regulating
contemporary secretariat functioning.
The proposed research survey may be applied to research documents in other
offices as well as in larger organisational structures. It may also constitute one of
the starting points for researching the manner in which the content of acts was
created, which may be useful in the critique of historic mass sources. Last but
not least it enables researchers to understand administration functioning and its
relation to society, as seen from the angle of documentation used as a governing
tool.
The book is addressed to all people interested in public administration
functioning as well as documentation management in various administrative
bodies, not only in the past but also in the present day. It may be of a great help for
historians who use sources created by modern administrations and for archivists
taking interest in such documentation. It may be also useful in university didactics,
especially within the scope of history, archival science and administration.
