_________________ 317 TË FILOZOFISË POLITIKE H.Jashari Introduction Today, we face considerable number of dilemmas and challenges. At the moment, one of the main issues raised is in questioning whether postmodern morality dictates a reformulation of the debate related to politics as an activity, and its implication to our life. The new millennium brought nothing new, at least not what people expected from democracy. As seen from the philosophical point of view, apart from wise slogans and messages politicians directed to humanity, in a way they caused suffering to humanity. Arno Barruzi would say that there are still politically persecuted individuals. Our concern is that the number is big and their situation is now terrifying. Despite the fact that authoritarianism and socialism have failed, even 200 years after the events of the French and American Revolution, the principles of equality and freedom have still not shown enough ability to be renewed. In the Western Balkans, freedom of the press, political organization, economic life and ethnic relations are facing a great challenge. Intellectuals more often face dile mmas of how to organize the state in order to serve and protect the interests of the citizens. Or how much time do political rivals have to really deal with the existing problems of their voters. Are people in the Western Balkans and in Macedonia a least e qual, to having the minimum capacity of independence as Janos Kis would state. In our country, the largest problem remains the voting process. If this process is not played by the rules then the following four year mandate, the function of democracy and the state is only a bed time story. Often the political elite refer to democracy while their working style, methods of coming to power and actual practice are not like that. The name does not make the political party a democratic one (or a n Albanian one), but rather the methods of work, the route to power and its practice. Do we have a paradox in Macedonia, Kosova and Albania where according to the liberal theory and tradition of Hobbes and Rousseau the citizen is sovereign? The elected get their legitimacy from the citizens, which textually mean that the elite should tremble in front of the citizens (voters). In our reality unfortunately it is the opposite. Caligula used to ssy: While they are afraid of me, let them hate me. Hannah Arendt stands for the position of the loyalty of the state towards the citizen whereas communism required the loyalty of the masses (people) towards the state. Unfortunately, even today in our country, the state asks for loyalty from its citizens. Education is in crisis as is the relationship between the state and the religious institutions. In time in communism, people asked for work at the Communist League local headquarters. Today, you can also get a job from the offices of the ρ olitical parties and their servants. These articles are my attempts to introduce to the .readers and public TËFILOZOFISË POLITIKE opinion my positions related to democratic development in Macedonia, Kosovo and Albania in the last few years of democracy. This discourse is sometim es deaf/ignored and it disappears like an echo in a mountain. My intention is to give a modest contribution to the reformulation of the debate for our ethnic being, and other political, economical and educational issues. Majority of the texts were published in the daily newspaper Utrinski Vesnik in the period 2006/2007 during regular editorial pages every Thursday. Also, part of these texts were published in newspapers such as Fakti, Globus, Flaka (from the earlier period) and presented in international Conferences, etc. These texts will be a stimulus for discussion among intellectuals, students and policymakers in building perspectives for citizenship with European values. The liberal tradition is not a perfect one but has shown its vitality and its ability to be cultivated as ones garden, on a daily, weekly and monthly basis, or in every season over and over again. This would be the ultimate way to build a free society, from free individuals and statesmen loyal to their citizens. At the end, this book, these editorials and the theoretical empirical analyses have one empirical dilemma: Can Macedonia move forward with mono -ethnic and mono-religious projects in a Multicultural state? This happens when governors stand against others ideal and when there is corruption. Or can Democracy be developed with communist methodology while the declared goals are Euro - Atlantic Integration?
