Prepares
Manchester s first air raid warning
came at 7.00pm on the night of 31st
January
1916.
A telephoned
message caused the Chief
Constable to order the city s
electricity supply engineers to
switch off power under the
constraints imposed by the
Government Lighting Order which
had been in force since the early
days of the First World War as an
air raid precaution. That night no
Zeppelin got nearer to Manchester
than Buxton, but later in the war
both
Bolton
and Wigan were
bombed.
The
1920s
passed peacefully
enough, but an Italian General
called
Giulio
proclaimed that
future wars could be won by
destroying the enemy s cities and
terrorising his population.
Giulio
had a following of like-thinkers. In
1932
the British Prime Minister,
Stanley Baldwin, commented that,
no power on earth could protect
the man in the street from
bombing, because the bomber will
always get through .
The matter of air raid precautions
was given low priority by the
British government so long as no
actual threat was foreseen, but was
under some consideration from as
early as
1924.
It was an
announcement made by the new
German leader, Adolf Hitler, who
had come to power in
1933,
that
gave the matter a degree of
urgency. In March
1935
Hitler
declared that Germany already had
an airforce
-
Luftwaffe
-
in defiance
of the terms of the Versailles treaty
which ended the First World War.
He went on to announce that
Germany was to
reintroduce
conscription, the implications of
which quickly became obvious.
On 9th July
1935
a newly created
Air Raid Precautions Department
of the Home Office issued a
circular letter to major local
authorities in Britain, including the
City of Manchester, inviting their
co-operation in protective
measures against air attack. It was
the view of the Government that
responsibility will rest with local
authorities for ensuring that
adequate measures of civil
protection against air raid dangers
are taken in their own districts...
The letter summarised the action to
be taken by local authorities in the
preparation of schemes for first aid,
hospital treatment of casualties,
