Around the Dogrumova Affair.
The
Sejm
of
1786
Abstract
Political life in the Polish-Lithuanian Commonwealth at the turn of the 1770s was
dominated by two political camps: the royal-ambassadorial one and magnate opposition. The
main aim of the malcontents was to battle against King
Stanislaw
II August Poniatowski and
to overthrow the Permanent Council. The conflict intensified in
1785-1786.
Troublemaker
Maria Teresa Dogrumova accused the king s closes associates of hatching the plot to poison
a well-known aristocrat, Adam
Kazimierz Czartoryski.
The accusation upon investigation
proved unfounded. The court sentenced Dogrumova to life imprisonment, and Adam K.
Czartoryski to pay monetary fine. The malcontents, however, who were steering Dogrumova
did not accept the verdict and were planning to bring the matter up at the
Sejm
session.
At pre-sejm assemblies (Polish:
sejmik)
a fierce battle was fought, especially in those
provinces where the malcontents exerted the strongest influence
-
of Kiev, Podolia and
Volhynia, with the latter two split up by the supporters of the court. This heated up the
political atmosphere in the Commonwealth, since the double elections concerned the sej-
miks led by magnates especially conflicted with the king
-
Hetman Franciszek Ksawery
Branicki and Prince Adam Czartoryski.
Similarly stormy was the beginning of the
Sejm
session. Investigating the legality of
split sejmiks, the members of the
Sejm
were taking up swords and resorting to the use of
force. The atmosphere got even more charged when, after the houses separated, matter was
debated to grant a vote of approval for two-year activity of individual departments of the
Permanent Council. On

and
24
October another debate was flamed up over military rules
and regulations for the National Cavalry and the vanguard as well as camp and garrison
services of all formations. After heated discussions the
Sejm
did not permit to reorganise the
outdated National Cavalry and passed the law to reserve officers ranks exclusively for the
Polish nobility. The discussion over the regulations was alternated with the debate about
the presence of Russian troops in the south eastern provinces. Even though officially the
Russian troops had withdrawn from the territory of the Polish-Lithuanian Commonwealth
in
1780,
from
1783
in the Ukraine provinces there was still garrisoned the Light Mounted
Regiment of Voronezh under the pretence of hunting for runaway Russian peasants. The
Russian troops, commanded by Colonel Jan Sollohub, were operating in extremely brutal
ways and kidnapped whole families of Polish peasants to populate newly conquered lands
on the Black Sea. The
Sejm
members of the two political camps joined their forces and
together protested against the Russian violence.
Behind the scenes a battle was waged between King
Stanislaw
August and the oppo¬
sing magnates to remit the sentence in the case of Dogrumova. The battle was won by the
opposition
-
the verdict was consigned to eternal oblivion .
The course of Dogrumova affair, together with its final at the
Sejm
session, proved
the weakness of the king and had seminal consequences. Yet again the king could see

how wavering was the support of Petersburg and was taught a painful political lesson. Big
changes occurred in the opposition camp. Adam
Kazimierz Czartoryski,
discredited by the
Dogrumova affair and discouraged with the fight, stepped down from his role of opposition
leader. His position when he left was taken over by
Ignacy Potocki
after the
Sejm
of
1786.
There is one more extremely important outcome of the
Sejm
of
1786 -
the increased
political activity of the nobility and growth of reformative aspirations of new political social
forces that turned against the constraining guardianship and guaranty of the Tsar. This
manifested itself in a substantive criticism of military regulations and demands to bring
Petersburg to account for the abuses of the Voronezh regiment. What was important was
a significant participation of the court party. It was the actions of the politicians from that
group, having a majority in the
Sejm,
that finally exacerbate the tension and made the king
to lose control over the situation. Inasmuch as the speeches by the opposition members
were stimulated by their patrons, the actions by the members of the king s party prote¬
sting against the oppression of Russian troops were spontaneous and were triggered by the
real beliefs and the need of defence. Here were formed the forces and fundaments without
which the surge that began two years later would have been impossible.
Equally important were the consequences of the Dogrumova affair for Russian influen¬
ces in Poland. The support the malcontents received from Petersburg disturbed the political
balance in the Commonwealth. Under the influence of the events taking place at the
Sejm
of
1786,
and also due to the changed political situation, two years later Stackelberg contri¬
buted to the fact that the next session of the
Sejm
began under rules of confederation. The
result of this decision was the Four-Year
Sejm
of
1788-1792
and it turned against Russia.

La vie politique dans la République de Pologne au tournant des années soixante-dix
et quatre-vingts du
XVIIIe
siècle était dominée par deux camps
:
celui du roi et l ambassa¬
deur et celui de l opposition de la grande noblesse. L objectif principal des mécontents fut
la lutte contre le roi Stanislas
II Augustus
et la liquidation du Conseil Perpétuel. Le conflit
s est aggravé spécialement dans les années
1785 - 1786.
Maria
Teresa
Dogrumov, une
femme apte à la querelle, accusa les collaborateurs les proches du roi d un complot visant
à empoisonner un aristocrate connu, Adam Casimir
(Kazimierz) Czartoryski.
Une enquête
menée aussitôt prouva que ces accusations furent sans fondement. Madame Dogrumov fut
condamnée à prison à vie et Adam

Czartoryski dut payer une amende. Les mécontents
qui dirigèrent les actions de Madame Dogrumov n acceptèrent pas ce verdict et eurent
l intention de discuter cette affaire une fois de plus, pendant l Assemblée Générale
(Sejm).
Pendant les assemblées locales qui précédèrent l Assemblée Générale, une lutte achar¬
née s ensuivit, spécialement dans les voïvodes où l influence des mécontents fut la plus
grande
-
de Kiev, Podolie et Volhynie (les deux derniers partagés avec les partisans de la
cour royale
-
il y eut les doubles élections des représentants pour l Assemblée Générale).
Ceci rendit l atmosphère politique beaucoup plus tendue, car les doubles élections eurent
lieu aux assemblées dirigées par les grands nobles opposés au roi d une manière particulière
-

Branicki et le prince Adam Czartoryski.
Les débuts de l Assemblée furent également perturbés. En scrutant la légalité des
assemblées aux doubles élections, les députés sortirent leurs sabres, ayant souvent recours
à la violence. L atmosphère devint plus tendue encore, quand après la réunion des deux
chambres de l Assemblée on débattit la question d approuver les deux ans d activité des
départements respectifs du Conseil Perpétuel. Le

et
24
octobre en débat s ensuivit sur
les
réglements
militaires pour la cavalerie nationale et l avant-garde, ainsi que le service
des camps et
garrisons
de toutes les formations. Après des discussions acharnées il ne fut
pas permis de réorganiser la cavalerie nationale obsolète et la loi fut promulguée réser¬
vant les grades des officiers uniquement pour la noblesse polonaise. La discussion sur le
réglement
fut intercalée avec le débat concernant la présence des troupes russes dans les
voïvodes du Sud-Est. Malgré le fait que l armée russe fut officiellement retirée du territoire
de la République de Pologne en
1780,
le régiment des chevau-légers de
Voronezh
était can¬
tonné en permanence dans les voïvodes de l Ukraine depuis
1783,
sous le prétexte d attra¬
per des paysans russes fugitifs. Les soldats russes sous ordres du colonel Jean Sollohub,
agissant d une manière extrêmement brutale, enlevaient des familles entières de paysans
polonais afin de les déplacer aux territoires récemment conquis, près de la Mer Noire. Les
députés des deux camps politiques joignirent ses forces et protestaient ensemble contre
cette violence russe.
Derrière la scène des débats officiels de l Assemblée, les grands nobles opposés au
roi luttait contre Stanislas
II
Auguste afin d obtenir la révocation de la condamnation de

Les développements de
«
l affaire Dogrumov
»,
avec sa finale qui eut lieu pendant
l Assemblée prouvèrent la faiblesse politique du roi et eurent des conséquences sérieuses.
Le monarque put, une fois de plus, constater que le support de Saint-Pétersbourg était ins¬
table et reçut une leçon politique douloureuse. Des grands changements eurent lieu dans
les milieux de l opposition. Compromis par l affaire de Madame Dogrumov et découragé
par la lutte constante, Adam Casimir Czartoryski commença de se retirer peu à peu de la
tête de l opposition. Il céda ainsi une place reprise avec succès après l Assemblée de
1786
par Ignace
(Ignacy) Potocki.
Une autre question cruciale est liée à l Assemblée de
1786 -
il s agit d une croissance
de l activité politique de la noblesse et des aspirations reformatrices des nouvelles forces
politiques et sociales qui s opposaient à la curatelle gênante et
«
la garantie
»
russe. Cette
croissance se manifesta dans la critique des
réglements
militaires et la formulation des
demandes adressées à Saint-Pétersbourg de prendre la responsabilité pour les outrages du
régiment de
Voronezh.
Ce qui est important, un rôle significatif y fut joué par les députés
de la faction de la cour. Ce sont les interventions des politiciens de ce groupe, jouissant
d une majorité prépondérante dans l Assemblée, qui causèrent la croissance de la tension
et le fait que la situation devint
incontrolable
par le roi. Si les interventions furent par¬
tiellement stimulées par l intérêt politique de ses patrons, les actions des députés de la
faction royale qui protestèrent contre la violence des troupes russes furent une initiative
spontanée, résultant des convictions réelles et de la nécessité de défense. C est ici que
furent créées les forces et les attitudes sans lesquelles le mouvement de deux ans plus
tard n aurait pas eu lieu.

L affaire Dogrumov
»
eut des conséquences également importantes pour les influences
russes en Pologne. Le support des mécontents par Saint-Pétersbourg renversa l équilibre
politique dans la République de Pologne. C est sous l influence des événements de l Assem¬
blée de
1786,
ainsi que la situation politique changée que Stackelberg contribua deux ans
plus tard au commencement des prochains débats comme une confédération. Les effets de
cette décision, qui
resulta
dans l Assemblée des Quatre Ans, furent adverses à la Russie.
