(Summary)
Research into the question of philanthropy in the provinces of the
Kingdom of Poland in the years after the fall of the January Uprising to
1914
in the present publication covered the area of the
Kalisz
Governorate. This period, until czarist concessions influenced by revolu¬
tionary events in
1905,
was the darkest time in the history of the Polish
nation, when Russian authorities took strong action aiming at total
Russification
and unification of the Kingdom of Poland with the Russian
Empire. The issues of social assistance were also subordinated to those
objectives. In
1870
Rada Główna Opiekuńcza
was liquidated, and all
charities were subordinated to governorate and district public
philanthropy councils, and these in turn were subordinated to the Home
Office in St. Petersburg. Therefore, there was no charity issues centre in
the Kingdom of Poland. Czarist clerks controlled the aforementioned
councils, who were to decide on philanthropic funds provided by the
Polish society.
Until the 1880s, when first charities were set up in the
Kalisz
Governorate, on public initiative one could support only those welfare
institutions which were under direct supervision of the governorate and
district public philanthropy councils. First of all, those were hospitals,
old and disabled people s alms-homes as well as orphanages. In the
towns in the area of the
Kalisz
Governorate at that time there were

hospitals,

old and disabled people s alms-homes and

orphanages.
Apart from that, there were also about
30
alms-houses in the country
under the supervision of the local government. Taking into considera¬
tion the fact that

hospitals,
7
asylums and
3
orphanages and almost
all alms-houses came into existence before the liquidation of
Rađa
Główna Opiekuńcza,
it has to be stated that the achievements of the
governorate and district public philanthropy councils were mediocre.

While it is true that since the turn of the 19th and 20th centuries
until the end of the time period in question

more alms-houses were
set up, but they were founded by charities and other societies working
for the poor. Also, since the turn of the 19th and 20th centuries orphan¬
ages began to develop dynamically, when charities started to create
them, as also did different educational societies, professional associa¬
tions and private persons after czarist concessions as the aftermath of
the revolution in
1905.
Cumulatively, towards the end of the period in
question, there were about
100
welfare establishments of this kind in
the towns and villages of the
Kalisz
Governorate.
Social assistance organized by governorate and district public
philanthropy councils, managed by Russian clerks, was scant in relation
to needs and did not gain recognition of the Polish society. Therefore,
the aforementioned councils could not play the role of institutions
gathering social activists and philanthropists. Fondness and support of
the society were turned towards charities
-
self-governing welfare insti¬
tutions, which were founded in the
Kalisz
Governorate between the
1880s until the end of the time period in question. Altogether, in the
towns and settlements in the
Kalisz
Governorate there were

chari¬
ties, including

Jewish ones and one Russian. Other societies, whose
activity was directed at specific category of the needy, also have to be
borne in mind. For instance, those included: the Society Against Tuber¬
culosis, the Medical Society of
Kalisz,
the
Kalisz
Branch of The Warsaw
Hygienic Society, the Roman Catholic Society For The Incurably
Disabled.
With the scant interest of the czarist authorities in the poor s fate,
the burden of the struggle with poverty had to be taken by the people of
the Kingdom of Poland. Active participation in charities was treated as
a civil and patriotic duty. Also, the role of those societies in the
development of the cultural and education life cannot be underesti¬
mated. The very fact of their existence counteracted the suppression of
any signs of Polish collective life. This let the society survive, prevented
atomization, enabled to keep national identity and subjectivity.
In social respect, the dominating class in charities was the intelli¬
gentsia
-
representatives of free professions, clerks, bank clerks,
teachers, clergymen, sometimes also rich merchants and craftsmen,
manufacturers, former landowners living in towns and owners of local
estates. In the denominational structure of Christian members of
charities Catholics were dominant, but there were also many Protes¬
tants. Sporadic members of charities were Orthodox Church believers as
well as few Jews. On the other hand, Jewish charities were religiously

uniform, and their activity referred to the tradition of charitable frater¬
nities operating by Jewish communities.
Most charities, apart from organizing direct material help for the
poor, tried to create conditions for taking up a career for people under
their care. Among other things, classrooms and sewing workshops were
created, work in which served as vocational training, where the young
gained skills indispensable for craftsmanship and other services.
Charity-schools were also founded, where poor children could get
elementary education. Moreover, some charities created loan funds,
aiming at protecting poor craftsmen against usury. Beside the
Kalisz
Charity there was as well an employment agency, helping the
unemployed.
Altogether,
3000
to
4000
extremely poor people could benefit from
different forms of help, organized by charities and other societies
functioning in the
Kalisz
Governorate at the turn of the 19th and 20th
centuries.
Issues connected with social assistance for poor schoolchildren were
an important research problem. It is a well-known fact that the liquida¬
tion of schools after the fall of the January Uprising seriously limited
secondary education opportunities. In the
Kalisz
Governorate there
were only three state secondary schools (two middle single-sex schools
-
one for boys and one for girls and since
1893
a 7-grade Real School),
which refused yearly several hundred candidates because of an insuffi¬
cient number of places. In the dramatic situation of Polish education,
efforts taken by the Polish society mainly concentrated on supporting
every activity aiming at founding private schools, as well as on helping
those students who could not pay their school fee. Altogether, during
the time period in question, in the area of the
Kalisz
Governorate there
were

private schools of different type, providing education at a higher
level than elementary.
Private schools, as opposed to state schools, could not count on any
governmental support. Their existence was based on fees paid by
students and rare benefits from town funds, which was insufficient.
Basing on the materials collected, one can suppose that, on average,
about
20
to
30
per cent of private secondary schools budgets came from
public charity. Indigent young people were helped as much as possible.
On average,
40
students of state schools yearly could count on help with
fee-paying, in a private real school in
Kalisz
-
in different periods
-
from
20
to
40
students, and in the
Kalisz
School of Commerce more than
100
people yearly used different forms of help. In particular schools
situated in other towns of the
Kalisz
Governorate school fees were paid
for
10-15
young people.

It has to be emphasized that the people of the
Kalisz
province made
several attempts to create societies helping schoolchildren
-
in
Kalisz,
in
1875, 1881, 1895
and
1899,
in
Sieradz
in
1878
and in
Kob in
1881.
However, all those attempts failed. It was not until December
1905
when the
Kalisz
School of Commerce Society For Helping Schoolchil¬
dren was created.
In consequence of czarist concessions, after the revolution of
1905,
the opportunities of legal action were gained by many societies, includ¬
ing educational societies.
Polish School Matrix played a dominant role in the area in question,
and after it was closed down in December
1907,
the role was taken over
by the School Record Society and the
Kalisz
Educational Society. The
latter, covering with its range the area of the whole
Kalisz
Governorate,
survived until the end of the time period in question. Thanks to that one
and other societies, in the
Kalisz
Governorate in
1907
there were
around
100
private elementary schools. As educational societies were
being liquidated by the czarist regime, their members tried to continue
their work under the name of other social societies
-
charitable,
professional and economic
-
which were still accepted by the authori¬
ties. As a result, before
1905
there were
29
private elementary schools
in the
Kalisz
Governorate, while towards the end of the time period in
question, in
1912,
there were only
71
of them. Those schools enabled
poor workers , labourers and farm servants children to gain basic skills
of writing, reading and counting.
An important issue, which required social support, were so-called
chance occurrences, and so the consequences of natural disasters (fires,
floods), famine, epidemics and war. In the face of those contingencies,
the whole burden of supporting the wronged was laid on the people of
the Kingdom of Poland by Russian authorities. At the same time,
governorate and district authorities did not take proper steps to mini¬
mize the effects of various disasters. Statutes created by voluntary fire
brigades were not approved. All attempts to create fire associations in
settlements were blocked. Flood protection was not cared for, flood
embankments were most often in bad condition. Lack of legal regula¬
tions concerning helping families of soldiers sent to war often led to
tragedies. In turn, holding municipalities and communities responsible
for providing that help was not yielding proper results, as they did not
have appropriate means to be assigned to serve this purpose.
In difficult and dramatic situations the people had to manage on
their own. As a rule, help for victims of a fire was organized efficiently,
but in the case of floods it was a little more difficult. Clergymen of all
denominations were very strongly involved in helping. Local manors did

not evade helping in such cases, and landowners provided large quanti¬
ties of food or lent buildings by their manors to the wronged as well as
provided money contributions. Substantial help was also supplied by
members of the bourgeoisie, but many times small donations or
payments in kind given by hundreds or even thousands of dwellers from
local towns and villages decided on final results. Naturally, that help
was only temporary, but without it many of the wronged were exposed
to starvation or freezing.
It was not easy to reasonably exactly define the amount of financial
means gathered and given to charity in the area of the
Kalisz
Govemorate between
1864
and
1914.
However, basing on the query of
archival files and local and national press, those means can be approxi¬
mately estimated. In the time period in question in the area of the
Kalisz
Govemorate, as it follows from the contents of testamentary
legacies and donations in the form of authenticated deeds, there was
1.2
million Russian roubles, of which
800,000
roubles was given to social
and medical care, and about
400,000
roubles was given to populariza¬
tion of education and other forms of learning.
Another source of financing the needs of the poor were money
collections organized in church in the Easter period during Holy Week.
Money was also raised by going round wealthy peoples homes.
Moreover, towards the end of the time period in question, street money
collections called a flower were organized. Substantial sums were also
gained during various meetings, parties, jubilee and farewell dinners,
also balls and dancing evening-parties were organized, during which
money collections for the poor took place. From the aforementioned
sources about
100,000
roubles was gathered during the time period in
question.
Considerable amounts given to charity were collected during
charitable theatrical plays and musical evenings. A wide range of people
took part in those plays, especially towards the end of the time period in
question
-
educated people, craftsmen and merchants, sometimes also
workmen and peasants. Basing on source information, it can be
determined that between
1864
and
1914
about
100,000
roubles was
collected for social care during theatrical plays and musical evenings. In
turn, about
150,000
roubles was collected for the poor from various
kinds of raffles, fairs, popular games organized in the area of the
Kalisz
Govemorate.
Means donated by loan institutions, in the form of mutual loan
companies and loan-and-saving companies, constituted a significant
help for charity. From that source about
80,000
roubles was gained to
serve various charitable purposes.

Funds for charity were also gained from organized lectures, exhibi¬
tions, publications, discount sale, from a popularized custom of donating
money instead of wishing people Merry Christmas or Happy Easter or
giving flowers at funerals.
Considerable financial funds came from direct payments, which
were directed to hospitals, orphanages, old and disabled peoples homes,
charities and other temporary help committees. More than
150,000
roubles was gathered from those direct payments by wealthy people.
The analysis of the source information collected allows to determine
at rough estimate the total amount of

million roubles, which the
people of the
Kalisz
Governorate gathered and gave to charity between
1864
and
1914.
Undoubtedly, not yet numerous in the area bourgeoisie
had a significant share in that, as well as a relatively small group of
wealthy landed gentry. However, payments effected by members of the
middle class
-
the intelligentsia, merchants and the owners of bigger
craft workshops and lower middle class
-
had the greatest influence on
the amounts of money given to charity. It seems that a sizeable part of
the people of the time more and more clearly realized that helping the
poor, sick, miserable as well as not well-off schoolchildren wanting to
gain education is not only a duty or privilege of the rich, but a great
social assignment, especially important in the years of the nation s
thralldom.
