Abstract
The Riflemen s Association
{Związek Strzelecki)
was a social, educational and pro-defensive
organisation that played an important part in Polish history, mainly in civil-military training
and civil education focused on guaranteeing safety.
The history of the Riflemen s Association began in
1910
and having suspend its activity
for the time of World War I
-
initially, its members formed an own unit, then they joined the
Polish Legions
-
in the autumn of
1919,
in a free Poland the decision was taken to reactivate
the Association activity.
The Association reactivated in
1919
based its operations on the achievements of its pre¬
decessor. In the summer of
1920,
under the threat of losing independence again
-
in the face
of the offensive of Mikhail Nikolayevich Tukhachevsky s troops of the Russian Western Front
the Association suspended its activities and appealed to its members (ca
62 000)
for active
defence of their motherland. In the autumn of
1920,
the Association was reactivated once more,
with the provisional authorities, but a clear programme according to which a main purpose
of the Association was to prepare a citizen-soldier. The Association promoted a banner of The
nation under arms and supported the idea of universal defence education of the society and
its preparation for war. It did not support the idea of a strong standing army and this, as it
seems, caused a chilly feelings between the Association and Pilsudski and his political camp.
After the end of the wars for Polish frontiers the Association activity could be divided into
two phases:
1921-1926
and
1926-1939.
The first period was difficult for the Association due
to the dislike of the state and parts of the military authorities that accused the Association
of post-Pilsudski origins and tendencies. This became clearly evident in the summer of
1923,
when
Piłsudski
retired from political and military life, and the Association backed his side.
This influenced the dynamics of its organisational (only in
1926
the Association reached the
number of
60 000
members) and statutory activity which was under restrictions hampering
trainings and current operations, including the suspension of some its local branches.
The Riflemen s Association actively backed the May Coup of
1926
and the members of
its Warsaw District participated in the skirmishes in Warsaw (some of them were killed and
many were injured); after that it pledged cooperation with the government and followed that
line in its later activity.
The purposes of the Association in independent Poland evolved, but they were based on
the pre-war achievements. The Association s members addressed one another as
obywatel
(citi¬
zen) and the majority of its pre-war symbolism was taken over. The focus was on civil-military
training, mainly of the youth, together with their civic education. From the beginning of the
1930s,
the most important was full subordination to the state model of social education, with
decreased participation in civil-military training.

After
1926
the Riflemen s Association declared pro-state action and despite the statu¬
tory ban on political activity it secretly supported pro-government political parties. This had
its impact on the attitude of opposition parties and groups towards the Association that, at
the same time, commanded no respect of the Roman Catholic Church reproaching it for its
leftist ideology.

Soon enough the Association, initially a nationwide organisation, limited its activity s
base to the countryside. It had both positive aspects: a great impact on general and special¬
ised education (a broad cultural and educational campaign, agriculture training), and negative
ones, especially the grievous lack of intellectuals that could serve as training personnel. The
Association began to admit younger children to its special units called
Orliki
(Eaglets). There
were no, however, good results in work with university students.
From
1926,
the Riflemen s Association was gradually becoming the most important organ¬
isation in charge of civil-military training, subordinated to the Ministry of Military Affairs.
In
1932
the Association was fully subjected to the National Office of Physical Education and
Military Training, also through personal relations but mainly through a bi-level organisational
structure of the Association: its elective board arid commanders nominated by the army. The
military authorities wanted the Association to be recognised as a public utility institution. This
would provide the organisation with the statute imposed by the state authorities, and in the
beginning of the
1939
the Riflemen s Association was recognised as
á
higher utility organisation.
An analysis of the Association activity proves that the organisation consequently fulfilled
its two
mošt
important purposes: civil defence training and civic education.

The book presents the genesis of riflemen s associations and their activities to the out¬
break of World War I in August of
1914,
with special emphasis on the interwar history of the
Association. It presents also the reasons for which it was reactivated in
1919,
and its ideological
guidelines, together with their evolution, its purposes and tasks in the whole analysed period.
Then the organisational structure of its central and local authorities is presented/organisation
of its members, sources of financing, its publishing activity and dynamics of its functioning.
Next, the forms and methods of its activity are presented, including its guidelines and results
in military training, physical education and propagation of sport. Its civic
éducation
has been
described in broader terms, with its cultural-educational activity and the training personnel.
Owing to the role played by the Association in the countryside, I tried to present its educa¬
tional arid culture-producing activity in the country, together with its agricultural training.
Then the pro-state activity of the Riflemen s Association and its results are presented.
Special emphasis was put on its relationship with the army, and the way in which the Association
became totally subordinated to the armed forces. From
1927
the policy of the army towards the
Association was followed by the National Office of Physical Education and Military Training,
and for this reason the rriutual relations and dependences have been analysed; Further, the
book describes the contacts between the Association and pro-defence socicbeducational
asso-
ciations,
and also the activity of the
Coordinative

Committees formed by the army in order
to standardize forms and methods of civil education.

In a separate chapter the place of women in the Riflemen s Association is presented:
Research reveals that women played an important, special role in the Association, unseen iri
other organisations except for women s ones interested in defence education. For some* time
women had their own independent organisational structure at the central level, with their
own female units. They played very important role in civil education, especially in cultural-
educational activity. They also had great achievements in civil-military trainirig.
