Political Biography
Abstract
Kazimierz Pużak
was born on August 26th,
1883,
in
Tarnopol
(now Ternopil, Ukraine).
Already during his education at the
Tarnopol
middle school he founded a secret, patriotic
radical organisation that soon afterwards joined The Radiants. Having finished secondary
education in
1905,
he began his studies at the Faculty of Law and Political Competencies
at John
Casimir
University in
Lwow.
At the same time he was still active in The Radiants
and became close with the young people from the emigrational Polish Socialist Party
(Polska
Partia Socjalistyczna: PPS)
which he joined in
1903.
When in January
1905
the Russian par¬
tition was shaken by the revolution,
Pużak
left the university and illegally departed for the
Congress Kingdom of Poland. Here, he began his activism in the Propaganda-Organisation
Department of the
PPS,
and also executed orders of the Combat Department of the
PPS.
In several months, he became one of the most active members of the Party. After the Party
split in
1906,
together with
Józef
Pilsudski s group he founded the
PPS
faction called
Revolutionary Faction . In April
1911,
during his illegal stay in the Congress Kingdom,
he was arrested and sentenced to eight years of hard labour which he served, among oth¬
ers, in Shlisselburg Fortress. He was released only after the February Revolution of
1917.
He strongly opposed the identification of the
PPS
with revolutionary forces. Before long,
he became a member of the Central Executive Committee
(Centralny Komitet Wykonawczy:
CKW) of the
PPS
in Russia.
On his return to the country in October
1918,
Pużak
became actively involved in
party and political activities. During
Jędrzej
Moraczewski s premiership
Pużak
was the
Secretary General of the Ministry of Post and Telegraphs. In
1919
he was elected to the
Polish Parliament
(Sejm).
From that time to
1935
he continuously represented the
PPS
in the
Sejm.
As
a Sejm
member he was especially concerned with the defence of demo¬
cratic liberties. During the Polish-Soviet War in
1920
he was appointed vice-chair of the
Combat Department of the
PPS
Central Executive Committee. The main purpose of the
Department was to recruit volunteers to the army. At the 18th Congress of the
PPS
Guly
1921)
Pużak
was elected to the Supreme Council and stayed its member to September
1939.
On September 21st,
1921,
he became a member of the Central Executive Committee
of the
PPS
and its Secretary General. From that time on, he was becoming increasingly
important in the Party leadership. During the May Coup of
1926
Pużak,
together with the
whole
PPS,
backed Pilsudski. On November 10th,
1926,
however, the decision was taken
that the Party would go to the opposition.
Pużak
was of the opinion that parliamentary
methods should be used against the
Sanacja,
and he rejected the possibility of any coopera¬
tion with communists. Yet, he recognised the advisability of cooperation with the Peoples
Party
(Stronnictwo Ludowe).
He also saw Poland threatened by fascist Germany and postu¬
lated that the defence of the country should be strengthened.

The outbreak of World War II found
Pużak
in Warsaw. He opposed the idea to sur¬
render the city without fight and ruled out the possibility of its evacuation. He organised
auxiliary battalions that helped the army with, among other things, building barricades,
extinguishing fires or defence operations. He stayed in Warsaw and got involved in under¬
ground activity. Together with
Z. Zaręba
and M. Niedzialkowski,
Pużak
decided to cease
the activity of the
PPS
and create a new organisation called the Resistance Movement of
the Working Masses of Towns and Villages
-
Liberty, Equality, Independence
(Ruch
Mas
Pracujących Miast i Wsi
-
Wolność, Równość, Niepodległość: WRN).
He was actively involved in
operations of the Home Political Representation
(Krajowa Reprezentacja Polityczna: KRP)
,
thus
influencing the shape of emerging underground parliament. He was unanimously elected
head of the Main Commission of the Council of National Unity
(Rada Jedności Narodowej:
RJN). In May
1944
President W. Raczkiewicz appointed
Pużak
vice-president of the Polish
Republic, but
Pużak
firmly declined. He actively participated in the Warsaw Uprising of
1944.
In his capacity of the
PPS
leader and chair of the RJN,
Pużak
repeatedly appealed to
the Western allies for aid for fighting Warsaw. He advised caution in dealing with and dis¬
trust of the Soviet Union, and strongly disapproved of the Yalta Conference agreements. In
March
1945,
together with other underground leaders, he was arrested and
trialled
in the
Trial of the Sixteen. His 18-month sentence he served in the Lubyanka. He was released
on November 1st,
1945,
under an amnesty.
Having returned to Poland,
Pużak
was still interested in political life. He was under
continuous surveillance of the secret police. Together with other activists of the WRN he
tried to continue underground operations within the new political reality. To this end, in
January
1946
in Warsaw they established the WRN Home Centre with
Pużak
at its head.
They organised secret meetings during which political situation of the country was discussed
and ways of action in new conditions were decided. In June
1947
Pużak
was arrested for
the third time in his life. Soon, other socialist activists from the WRN circle met the same
fate: T.
Szturm
de
Sztrem,
J. Dziegielewski, F. Misiorowski, L. Cohn and W. Krawczyk. In
the trial of the WRN leaders
Pużak
was sentenced to ten years of imprisonment, confisca¬
tion of his property and was deprived of his honorary and civil rights for five years. Under
an amnesty the sentence was reduced to five years of imprisonment. Initially, he served
his sentence in prison in
Mokotów
district, Warsaw, then he was moved to
Rawicz
prison,
where he died in prison hospital on April 30th,
1950.
The circumstances of his death still
remain mysterious.
