"BAKU OIL IN THE SOVIET RUSSIAN
POLICY
(1917-1922)"
SUMMARY
The role of oil in international relations takes a
principal place in the history of Azerbaijan. The history of
struggle for Baku "black gold" is very ancient. The I World
War raising further the military-economic significance of
liquid fuel opened a new page in this struggle. Collapse of the
Russian Empire who was the owner of Baku oil for more than
100
years, political developments in the South Caucasus and
Russia compelled attention to Baku. Baku became an object of
foreign policy of several states for its natural resource.
However, the soviet power established in October
1917
did not
intent to lose the city of oil. In its turn, it also joined in the fight
for Baku.
The monograph herewith submitted is dedicated to the
role of Baku oil in the Soviet Russian policy. The main
objective of the research is to study the role of Baku oil in the
policy of RSFSR during
1917-1922,
and in general,
significance of oil factor in international relations. Under this
overal
objective, the monograph has the following concrete
tasks to carry out:
-
demonstrate military-political and economic aspects of
international fight for Baku oil at the beginning of XX
century;
-
explain the role of Azerbaijani oil in the Russian policy
after establishment of the soviet power in Baku in
1917,
throw
light on measures taken by the bolshevik government in oil
industry in
1918
as well as introduction of workers' control,
nationalization, mass transportation of oil to Russia;
-
show geopolitical competition in the South Caucasus
region, and fight of great states for Baku oil;

analize
the relations between the RSFSR and the
Republic of Azerbaijan in
1918-1920,
the measures on illegal
transporation of oil from the territory of Azerbaijan, the role of
oil factor in occupying Azerbaijan in April
1920;
-
explain the measures by the soviet power to restore
Baku oil industry, to eliminate the crisis, and to regulate
normal working of industry after April
1920;
-
show the role of Baku oil in the Russian policy in order
to establish soviet power in Georgia and Armenia;
-
track objectives and developments of the concession
policy of the government of RSFSR in Baku oil industry;
-
throw light on oil significance in foreign trade policy,
and establishment of bilateral economic and political relations
of the RSFSR with other countries in
1920-1922;
-
study the role of Baku oil in international conferences
hold in Genoa and Hague, and fight for appropriating oil
resources of Azerbaijan among monopolies in
1922.
The scientific innovation of the monograph first of all is
appeared in the problem formulation and its content. In the
course of the research, issues like nationalization of oil industry
in
1918,
transportation of oil products to Hashtarkhan, military-
political competition for the region and connection to the fight
for Baku oil, functioning of a special maritime expedition,
situation in oil industry after April occupation in
1920,
concession policy in Baku oil region, connection to oil factor
of Genoa and Hauge conferences are sistematized and clarified
again to a certain extent.
The topics studied littlle as a result of using archive and
documentary sources or the ones sometimes never studied have
been clarified. The following can be mentioned among them:
difference of opinions among the bolshevik leaders about
nationalization of oil industry in
1918;
oil factor in relations
between the RSFSR and the Republic of Azerbaijan; Soviet
Russian pressure on Georgia and Armenia using oil, difference

of opinions between Baku and Moscow on the issue of oil trade
and sharing incomes gained from oil trade; concession of oil
territories in Baku to foreigners; fight of Western states and
monopolies for Baku "black gold". Activity of A.P.
Serebrovskiy as a chief of "Azneft", pariticipation of
N.
Narimanov, leader of the government of Azerbaijan
SSR
in
Genoa conference have been clarified from a new angle.
