Problems which is occupied the author in this monograph are related
to the final phase of Great or Eastern crisis, resolving the Eastern Question
and the implementation of decisions provided at Berlin
Congres
(1875-
1881).
Characteristics of this period are: Russian-Austro-Hungarian agre¬
ements and conventions abouth division of the Balkans; attempts of
Bosnian-Hercegovian rebels, as well as Serbia and Montenegro to resolve
Balkan s component of the Eastern Question by war; Russian militaristic,
martial and political solutions of this component in San Stefan; an Anglo-
Russian diplomatic complication; interference of the
Europein
great po¬
wers for its solution, whwer each of them were demanding fulfillment of
their own imperial pretensions and desires; imposing British plan for re¬
solving the caused problems, before, during and after Berlin Congress
(1878);
and its realization after a meeting between the great powers in the
capital of Germany.
Regarding above, the main problem of author s research in this mo¬
nograph is Turkophil s league of arnautashi, islamized Turcoservil auto¬
chthonous Slavic and other inhabitans of the Middle Balkans
(1875—
1881),
respectively, the movement for
Moslims
of Prizren
sandžak
known by different names, but mostly famous as Albanian League, has ac¬
crued like side effect consequence of consequences of the final phase of
Great, or the Eastern crisis and its resolving, whose promoter, acurator and
supporter was Great Britain, considered by Turkey as a last hope for sal¬
vation in order to keep the regions which Ottoman Empire lost at Berlin
Congress at the green table.
Except Turkophil s league of arnautashi, Slavic and other auto¬
chthonous inhabitans of the Middle Balkans, who were converted first as
Turks, and then as Albanians, during the implementation of Berlin Con¬
gress decisions and making the border line between Turkey and its neigh¬
bours who have received, or the Congress have aproved them some
territorial enlargements on the detriment of Turkish account, there were
accrued, or it was suggested an establishment of leagues in Southern Ru-
melia, Caucasus,
Dobrudza
and Tunisia, therefore, everywhere were the
Turkish territorial losses have been affirmed at Berlin congress, so, at the
end, there was a proposal for establishing the General Islamic League! All
that leagues were initiated by the Great Britain, later on developed by
Turkish
Porta,
and them dosed with the strenght of their actions through
loyal people inside them: ulemas, beys, and representatives of
lokal Tur-

kish authorities and after, if they were not necesseri any more, there were
suppressed and left without anz material
suport.
Besides these three social
layers, directly incorporated in the structure of the Turkish administration,
the rest of the members, which were supposed to demonstrate the great
number of the people involved, were increased by recruiting among
bashibozuks, the lowest society members, soldiers of Tutkish regular
armi,
so-called deserters, poor people which were living in the city, tribal redun¬
dancy and detached notability.
According to that, the Albanian League is not an original phe¬
nomenon, or an organazed national movement, but one of many streams or
fractions of Ango-Turkish models of leagues, initiated among Turkophil s
and
Turkoserviľs
nations in order to preserve, save and protect Turkish
Empire, and its
teritorial
integrity; to
prolonge
Turkish existence at
Balkans, Asia Minor and North Africa, but also an instrument of
presure
on its neighbours and Europe to blench from territories, which they were
received by decisions on Berlin Congress, for Europe to accept, publicly
ot tacitly, to allow revision of decisions made in the capital of Germany.
That was convenient for British plan abot protecting its colonial Empire
in Asia and preveting the other great powers to reach the East, so the
leagues had indirectly and whole-hearted support, sympathy and assistance
of United Kingdom. As the British interests were complying with the
Turkish ones, the leagues were protected, encouraged from the both sides.
Majority of these and such leagues, or better to say, all of them, were
originated thanks to encouragement and work of the British
sekret
agents
and without material, financial and any others help from Britain or Turkey,
none of them could exist even for a day.
This subjects matter has been the theme of constant and vived in¬
terest of researches, and the Albanian League was an interesting topic for
European diplomacy, press and science. Everybody who tries to discuss
about this phenomenon objectively, must confront with optimal and
falce
main postulates about league spread by Albanian authors and a few num¬
bers of researches who support them. At the other side, there are com¬
pletely opossed, but corect statements of predominantly part of scientific
public. As a dissonant and contraversial by its establishment, duration,
desappearance and consequences Albanian League have been and stayed as
a phenomenon of which there is different, but mainly contradictory
opinions,
explantations
and interpretations, which, as the time passes by,
have small opportunities for reconcilation and coordination.
