TWO TWENTY-YEAR PERIODS OF THE POLISH REPUBLIC
POLITICS- LAW AND ADMINISTRATION- ECONOMY. BALANCE AT¬
TEMPT
The following volume is a summary of the debate concerning similarities
and differences characterizing the Second and Third Polish Republic. So called
Second Polish Republic is the name describing the form of the country existing
during two decades between the Wars. The phrase Third Polish Republic is used
to describe Poland during the period
1989- 2009.
In both two-decade periods
Poland was an independent country, but its sovereignty changed during them.
There is no doubt that self-reliance of the Polish Republic was incomparably
bigger than in so called People s Republic of Poland(1945-
1989)
which divided
both presented periods.
The subject matter of the articles included in this volume is focused on im¬
portant subject fields: politics, law and administration, economy.
Still it is politics which is explored the most since there are a lot of re¬
searchers interested in political history of our country.
Moreover, this subject matter triggers scientific investigation since in both
periods political life was characterized by enormous diversity, it was under¬
going transformations, and was influenced by various internal and external fac¬
tors. Both before World War II and in years
1989- 2009,
the political vision of
Poland was greatly influenced by the interaction of unifying and disruptive fac¬
tors, existing in the social space of the country. It was especially visible after the
end of the World War I, when the remains of the after-annexation differences,
noticed both in the law regulations and in social conscience, were dominant in
the way citizens of the Second Polish Republic perceived the reality. What is
important, after
1989,
the issue of social integration was still valid. Referring to
both contemporary, and mid-war social experiences, this aspect of the matter
was underlined in the article by Maria W. Wanatowicz. Numerous comparisons
are also visible in the works presenting the most important subjects of Polish
political deliberations. It is important to mention the synthetic approach to this
matter by
Michał Śliwa,
articles dealing with electoral programs in the
1993
campaign by
Janusz Smykowski,
dedicated to political transformations after
1989,
and
Dominik Sieklucki
who characterizes Polish left wingCdescending
from
PZPR)
in the Third Polish Republic. Statements presenting political pro¬
grams of particular ideological trends and parties themselves are of analytical
nature.
Grzegorz Zackiewicz
described the opinions of syndicalists,
Jarosław
Rabiński-
Labour Party, Anna Lew- liberals. The next group consists of consid¬
erations concerning conceptions voiced by different activists or theorists of
political notion. Worth mentioning are also cogitations concerning
Stanisław
Stroinski s program by
Jacek Piotrowski.
Political and social notion of
Woj¬
ciech
Korfanty, one of the leaders of Polish movement in the Upper Silesia, was

Witold Marcoń
and
Miłosz Skrzypek. Paweł Szygulski
commented
on Michał
Grazynski s statements dating from his emigration in Great Britain.
All of the mentioned articles give the reader universal picture of the way differ¬
ent political concepts were formed. Their practical illustration was shown in the
draft by
Ryszard Kaczmarek,
dedicated to parliamentarism in the mid-war pe¬
riod and between
1989-2009,
in the texts by
Henryk
Lišiak
about National De¬
fense Council, and
Andrzej
Drzewiecki s works, concerning benefits which
arise from looking at the future events from the right historical perspective.
Section dealing with political problems could not exist without the afterthought
about the position of Poland at the international stage, both before WWII, and
after the period of so called Autumn of Nations. The politics of The Polish Re¬
public towards Polish diaspora was presented as a whole by Bernadetta
Nitschke, meanwhile the bilateral interactions was subject to analysis by Anna
Szczepańska
(with Czechoslovakia), Natalia Jackowska (with Germany),
Jarosław Durka
(with Belorus) and
Piotr Żurek
(with Yugoslavia).
Less space is dedicated to research concerning the law and administration
during the time of The Second Polish Republic and between
1989-2009,
which
does not mean that the issues appearing in this part are underestimated. For
example: different aspects of penal policy, in both theoretical and practical ap¬
proach are discussed in detail, to mention Robert Litwinski s publication cha¬
racterizing various ways of struggling against political and criminal delinquen¬
cy, and analyses by
Piotr Sykut
and
Krzysztof Halicki
dealing with national
police s (the past and the contemporary ones) activity. Operation problems of
political administration (referred to by
Janusz Mierzwa),
and territorial authori¬
ties
(Jacek
Malikowski s domain) complete the considerations about the law-
administration problems of both two-decade periods.
The third important topic described in this volume is economy issues. Not
a very discerning investigator could think that if in both compared periods they
were the rules of market economy which were dominant (at least in the declara¬
tive sense), all the confrontations at that level will not stand for intellectual ad¬
venture. The study by
Kazimierz Badziak,
balancing stagnancy and progress
tendencies in the Second and Third Polish Republic, proves the contrary. Con¬
clusions expressed in this text are confirmed and grounded in the next, more
detailed studies: about the strikes in the mid-war period by
Edyta Majcher-
Ociesa, about work activation among the unemployed by
Elżbieta Słabińska,
and last but not least in works by
Artur Czuchryta
studying the history of sugar
industry companies in Lublin voivodeship. Financial policy of the Second and
Third Polish Republic was presented by
Małgorzata Łapa,
activity of economic
authorities in both periods by
Martyna Jurzyk,
and the issues connected with
functioning of National Health Service in the mid-war period by
Krzysztof
Prçtki.
The unquestionable benefit of the texts collection presented in this volume
is their universality. It is not just about the subject matter, which shows the di¬
versity and complexity of functioning of Poland in analysed periods. The fact

that the conclusions are the result of scientific approach of historians dealing
with political life, sociologists, politologists, specialists in history of economy,
etc. It creates, as a consequence, universal picture of the changes taking place in
Poland, and helps to make appropriate comparisons. Equally important benefit
of the following study emerges from the statement that it comprises opinions of
the researchers from all of the country, representatives of the scientific centres
from Krakow to Szczecin, from
Wrocław
to
Białystok.
On the one hand, it is a
proof that presented subjects are inspiring for researchers around the country
and stands for a significant intellectual challenge, and it also offers space for
confrontation of the wide range of opinions concerning issues which are note¬
worthy among academics. The danger of characterizing the research range from
the regional perspective (which often interferes with objectivity)can be also
rejected at priori.
